Plan on roughly seven to 10 years from serious production to launch for an open-world game that aims at GTA VI’s map scale, systemic detail, cinematic storytelling and technical polish. A smaller open-world game can take about three to five years, but only after deliberately reducing its map, content volume, interactions, platforms or finish level.
GTA VI’s public history explains why the range is so large. Take-Two has said development began “in earnest” in 2020, while reporting from GamesRadar places earlier concept work in the mid-2010s. The wait from GTA V’s 2013 release to GTA VI’s 2026 window is therefore about 13 years of elapsed time, not 13 uninterrupted years of full production.

What the seven-to-10-year estimate actually measures
The estimate covers the period from a serious, funded production effort through a commercial launch. It includes technology development, content creation, testing, optimization, certification, localization and release preparation. It does not mean every employee works on the project continuously for the entire period, nor does it count every discarded prototype or early idea.

The benchmark combines a broad traversable world, dense traffic and pedestrian behavior, missions that react to systemic rules, extensive animation and audio, cinematic scenes, interiors, streaming technology and support for demanding console hardware. Rockstar’s official description places Jason and Lucia in a criminal conspiracy across the state of Leonida, with Vice City as the central location; PlayStation 5 is listed as a supported platform.

- Grand Theft Auto VI is a single-player experience.
Those requirements interact. A larger map multiplies the number of assets that must be authored and tested. More systemic features create more combinations that can break missions. Cinematic storytelling requires writing, performance capture, animation, camera work, dialogue recording and localization. A console release adds fixed performance targets and platform certification. The schedule is the sum of these dependencies rather than a single “map-building” task.
What is known about GTA VI’s timeline
Early concepts came before full production
GamesRadar reported that GTA VI existed in some form by at least the mid-2010s. Rockstar North co-studio head Rob Nelson described a 2015 concept known as Project Americas, which would have covered North and South America. The studio later shifted focus to Red Dead Redemption 2. That history illustrates a normal but expensive part of AAA development: a project can spend years exploring a direction before its setting, technology and production plan are fixed.
“In earnest” points to 2020
Take-Two, as reported by GameSpot in 2025, identified 2020 as the point when GTA VI began development “in earnest.” In industry usage, that generally indicates the start of full production rather than the first design meeting or prototype. It is the most useful public anchor for estimating the active build period.
The 13-year wait needs context
GamesRadar described the gap between GTA V in 2013 and GTA VI’s 2026 release window as 13 years. That figure measures the calendar interval visible to players. It includes early concepts, work redirected to another project, changing plans and the final production push. Treating it as 13 years of uninterrupted development would overstate the labor required for a comparable new project.
A practical production schedule for a GTA-sized game
The following phase lengths are planning heuristics inferred from the public GTA VI timeline and the project’s documented ambition. They are not a schedule published by Rockstar or an industry standards body. Phases overlap, and a team may return to an earlier phase after a major technical or creative decision.

- ADAPTIVE TRIGGERS AND HAPTIC FEEDBACK — Feel every moment through the DualSense controller, from directional damage to weather effects, rough road surfaces to explosions, and more.
- TEMPEST 3D AUDIO — Hear the sounds of the world with pinpoint precision: the throttle of a stolen supercar, the rattle of neighbouring gunfire, the roar of a helicopter overhead, and more.
- Please note that although this game is Region Free or Region Unlocked and will work on all systems, this is the European version and may differ from the local version in age rating, labeling or instructions.
| Phase | Typical duration | Work that must be completed | Exit evidence |
|---|---|---|---|
| Concept and feasibility | 6–18 months | Setting, creative pillars, prototypes, audience definition, risk assessment and a production plan | A playable proof that the central fantasy and technical approach are viable |
| Pre-production and technology | 1–2 years | Engine changes, world-streaming tools, art and animation pipelines, vertical slice, performance targets and platform validation | A representative slice running at the intended quality on target hardware |
| Full production | 3–5 years | World regions, missions, systems, characters, animation, audio, cinematics, interiors, tools and integration | Feature-complete content with a stable build suitable for broad testing |
| Alpha, beta, certification and launch | 1–2 years | Optimization, bug fixing, compliance, localization, accessibility checks, manufacturing and launch operations | A certified release candidate that meets performance and stability requirements |
At this scale, the phases commonly add up to about seven to 10 years because technology work starts before content production and testing begins before every asset is finished. A project that attempts to compress the calendar must add staff, outsource more work, reduce scope or accept greater risk; simply asking existing teams to work faster rarely removes the underlying dependencies.
Why an open-world production takes so long
Scope can change before the map is built
Exploration is not wasted time, but it can be difficult to see from outside the studio. Project Americas shows that a continent-spanning idea can be narrowed or redirected before the team commits to final production. Changing the setting after art, tools or narrative work has begun can invalidate thousands of hours, so teams spend substantial time testing alternatives and deciding what not to build.

Engine and tools are a project of their own
Large worlds need reliable streaming, lighting, animation, physics, navigation, artificial intelligence, audio and save systems. Artists and designers also need tools that let them place, review and revise content without engineers hand-building every change. Rockstar technical director Phil Hooker said, “The engine, the tools and the team we’ve built during this project will allow us to do things more quickly.” The statement highlights a key distinction: a mature internal foundation can accelerate later projects, but building that foundation consumes time on the first one.
Density matters more than raw acreage
A big empty map is relatively cheap compared with a city in which streets, interiors, traffic, pedestrians, wildlife, missions and ambient events interact. Each location needs geometry, materials, collision, lighting, navigation data, sound and performance testing. Designers must also ensure that a player can approach objectives from multiple directions without trapping a mission in an unexpected state.
Systems multiply testing combinations
Open-world games allow players to drive, fight, explore, evade law enforcement, interact with characters and trigger activities in an unpredictable order. Every additional systemic feature creates new combinations with missions and other systems. A bug that appears only when a player arrives in a stolen vehicle during a weather transition can survive ordinary scripted testing, so teams need automated checks, telemetry, targeted exploratory testing and long regression passes.

Cinematic storytelling is content-intensive
A crime saga with major characters requires scripts, story editing, casting, voice recording, performance capture, facial animation, camera direction, music and sound design. Changes to one scene can require new recordings and animation, then force localization updates in every supported language. The ambition described by Take-Two—pushing the limits of immersive, story-driven open-world experiences—therefore affects both technology and the content calendar.

GameSpot reported that Rockstar’s teams around the world have worked in tandem on successive projects for more than a decade. Distributed development expands capacity, but it also adds reviews, branch management, build engineering, asset handoffs, localization coordination and production reporting. A task that is quick inside one room can take longer when several studios must agree on standards and integrate work into the same build.
Polish continues after features are complete
According to GameSpot’s account of Strauss Zelnick’s explanation, additional time was supported so Rockstar could pursue its creative vision and “perfection.” In practice, the final stretch includes frame-rate optimization, memory fixes, crash reduction, mission cleanup, accessibility verification, console compliance and certification. These activities are not optional if the launch target is a stable, high-profile release.
How a smaller studio can make a GTA-style open world in three to five years
A small team can create the feeling of a crime-focused open world, but it cannot reproduce GTA VI’s quantity of content and technical breadth on the same schedule without extraordinary resources. The three-to-five-year range applies to a deliberately reduced project, not a miniature version of every GTA VI subsystem.
Reduce the map and increase reuse
Choose one compact district or a handful of connected neighborhoods instead of an entire state. Reuse modular buildings, props and road segments while reserving bespoke work for story locations. A dense, readable district can feel alive without requiring thousands of unique interiors.

Limit systemic interactions
Pick a small set of interactions that define the game—driving, stealth and one type of law-enforcement response, for example. Fewer vehicle classes, weapons, factions and ambient activities reduce the number of combinations that must be supported in every mission.
Keep the narrative manageable
A focused cast, fewer cinematics and a shorter campaign reduce recording, animation, localization and editing time. Branching can be concentrated in a few meaningful decisions instead of requiring every mission to support dozens of permutations.
Choose platforms early
Supporting one console generation or a single PC specification is easier than optimizing for several hardware targets. Every additional platform introduces memory, input, performance, certification and support requirements.
Use proven technology where possible
Reusing a stable engine, build system and content pipeline avoids the first-project cost of creating tools. The trade-off is that a team may have to accept visual or simulation limits imposed by that technology rather than spending years replacing it.
How to estimate a schedule before production starts
Do not estimate from map area alone. Score the project on the dimensions that create work and integration risk:

- Launch quality: accessibility, localization, compliance, bug-fix time, optimization and post-launch support.
Build a vertical slice that contains a representative street, an interior, a mission, a crowd, vehicle movement and a cinematic. Measure how long it takes to create, integrate and test that slice, then multiply by the amount of content while adding explicit time for tools, management and final certification. The slice will not predict the schedule perfectly, but it exposes the assumptions that a map-based estimate hides.
What the public record does not establish
GTA VI’s total budget has not been publicly verified. GamesRadar described the often-repeated $1.5 billion figure as unconfirmed, so it should not be used as a factual production cost or as a formula for converting dollars into years.
Nor is there a universal industry rule that every AAA open-world game requires a decade. The seven-to-10-year range is a reasoned planning estimate for a project with comparable ambition, based on GTA VI’s staged history and complexity. A sequel using mature tools, an established team and a smaller content brief can ship sooner; a new intellectual property with unproven technology can take longer.
What GTA VI suggests about future schedules
The investment in tools and team continuity can reduce the time required for later projects. Hooker’s comment indicates that Rockstar expects the foundation built during GTA VI to make future work faster. That does not erase the need for new art, missions, narrative, testing and platform preparation; it means fewer years may be spent solving the same pipeline problems from scratch.
For players, the useful distinction is between elapsed franchise time and active production time. GTA VI’s 13-year gap reflects a sequence of projects and decisions. For producers, the actionable benchmark is the seven-to-10-year plan for a new game that combines a huge world, dense systems, cinematic content and a polished multi-platform launch.
