They are separate cases under separate rulebooks. UEFA’s 2020 case focused on alleged overstated sponsorship revenue in Manchester City’s accounts and UEFA break-even submissions for 2012–2016, plus cooperation with UEFA’s investigation. The Premier League’s case covered 2009/10–2017/18 and involved its own financial-reporting, information and cooperation rules. UEFA’s case went to the Court of Arbitration for Sport (CAS); the Premier League Commission’s decision was appealed, with no appeal outcome given in the League’s 2 October 2026 notice.

What the UEFA case was about
In February 2020, UEFA’s CFCB said City had overstated sponsorship revenue in its accounts and in information submitted for UEFA break-even assessments between 2012 and 2016. UEFA also said City had failed to cooperate with the investigation. Those were the findings and allegations in UEFA’s process, which was distinct from the Premier League’s later case.
The CFCB initially excluded City from UEFA club competitions for two seasons, 2020/21 and 2021/22, and imposed a €30 million fine. In July 2020, CAS reduced the sanction. UEFA’s account of the CAS decision said the panel found “insufficient conclusive evidence to uphold all of the CFCB’s conclusions in this specific case”; it also said many alleged breaches were time-barred under UEFA’s five-year period.
That outcome should not be described simply as CAS “clearing” City. CAS did not uphold all of the CFCB’s conclusions, and the original exclusion did not stand as issued. The case’s appeal disposition is about the evidence and time limits in that UEFA proceeding; it did not decide the separate Premier League charges.

What the Premier League charged—and what the League says the Commission found
The Premier League referred its case in February 2023. Its notice alleged breaches of the League’s own rules covering financial information, including sponsorship revenue, related-party matters and operating costs, alongside failures to provide information and cooperate. A referral is a statement of allegations, not a finding of guilt.
In its 29 September 2026 summary, the League said an independent Commission found City guilty of all financial charges and most cooperation charges. According to that summary, the Commission found sham arrangements and misstated accounts, with an impact exceeding £900 million over the affected period. The League also reported the Commission’s conclusion that figures properly reported would have put City in breach of both Premier League and UEFA spending limits. The £900 million figure and those findings are the Premier League’s account of the Commission’s decision, not an independently verified calculation presented here.

The distinction matters: a Premier League Commission’s reported conclusion about whether properly reported figures would have breached UEFA limits is not a new decision by UEFA, and it is not the same proceeding as UEFA’s 2020 CFCB case. The Premier League says City appealed to an independent Appeal Board. Its 2 October 2026 notice says the appeal hearing is private and does not state an outcome, so the Commission decision should not be presented as unappealed or final in the latest cited record.

“FFP” is often used loosely to describe financial rules in football. Here it can obscure the key point: UEFA and the Premier League are different regulators, with different rulebooks, procedures and periods under examination. The Premier League’s charges were not UEFA charges, even though the League says the Commission considered how properly reported figures would relate to UEFA spending limits.

UEFA’s framework has also changed since the historical case. Its current financial-sustainability system is described in terms of solvency, stability and cost control. UEFA says the squad-cost ceiling becomes 70% of club revenue from the 2025/26 season, following staged thresholds. That later cost-control rule is not the test that decided the 2012–2016 CFCB case.
