You need 15 ordinary Bookshelf blocks in valid positions around an enchanting table to unlock its level-30 offer. The effect caps at 15, so additional shelves will not raise the maximum.
How to place the 15 bookshelves
Arrange the shelves around the enchanting table with a two-block lateral distance between each qualifying bookshelf and the table. Keep the intervening space clear. A bookshelf may be at the same height as the table or one block higher.
For the exact placement and obstruction rules, see the Minecraft Wiki’s enchanting mechanics reference. It notes that bookshelf obstruction behavior differs between Java Edition and Bedrock Edition.
Why a setup may not reach level 30
If the highest offer is below level 30 despite having 15 shelves, check that each shelf is in a qualifying position and that nothing obstructs the space between the shelves and the table. Because obstruction rules vary by edition, a layout that works in one edition may not behave the same way in the other.

Use ordinary bookshelves, not chiseled bookshelves
The level-30 setup calls for ordinary Bookshelf blocks. Mojang’s Trails & Tales announcement describes Chiseled Bookshelves as storage for books, book and quills, and enchanted books, holding up to six items. That official description does not establish them as blocks that power an enchanting table. A Minecraft Feedback post suggesting their use with enchanting is a proposal, not confirmation of the game mechanic.
Edition and source note
The 15-shelf cap and placement guidance cited here come from the community-maintained Minecraft Wiki, not an official Mojang mechanics specification. The official Mojang material cited above documents chiseled bookshelf storage, but does not directly state the ordinary-bookshelf requirement.
