How many bookshelves for level 30?
Fifteen is the effective maximum for raising an enchanting table’s power. Adding more shelves will not raise the level ceiling. The count only works when all 15 shelves meet the placement rules, so 15 nearby blocks are not necessarily enough.

How to place bookshelves around the enchanting table
Place shelves two blocks laterally from the table, leaving one intervening block of open space. Shelves can be level with the table or one block higher. A ring or U-shaped arrangement is a practical option; leave an opening if you want to walk up to the table.

The gap must stay clear. Torches, carpets, or other blocks in the intervening space can prevent a shelf from counting. Corner shelves can also count when the intervening gap is diagonal.

- Height and distance: Shelves must be at table height or one block above, with one block between shelf and table.
- Clear gap: Remove anything obstructing the space between the shelves and table.
- Player level: Have 30 experience levels available to select the strongest option.
Does a level 30 enchantment cost 30 levels?
No. Level 30 is the player-level requirement for selecting the strongest option, not the number of levels spent. The cited guide says the selection costs three levels and three lapis lazuli.

The cited bookshelf recipe uses three books and six wooden planks per shelf. For 15 shelves, that works out to 45 books and 90 wooden planks.
