At the Black Gate, he calls the Orcs “innumerable,” but the force’s numerical advantage describes the combined enemy host—not Orcs alone.
Does Tolkien give a total for Mordor’s Orcs?
No. The text provides neither a census of Orcs living in Mordor nor a count of Orcs deployed across its armies. It describes large forces and military infrastructure, but those details do not establish an Orc population figure.
What does the Black Gate passage say?
In The Return of the King, Tolkien writes: “Down from the hills on either side of the Morannon poured Orcs innumerable.” He then describes the whole force surrounding the Host of the West: “all about the grey mounds where they stood, forces ten times and more than ten times their match would ring them in a sea of enemies.” Source
The comparison means the combined enemy force was more than ten times the Host of the West. It is not an exact headcount, and it does not state how many of those enemies were Orcs. Easterlings and other forces were also part of Mordor’s host.

What can the Pelennor Fields numbers tell us?
The Pelennor Fields host included about 18,000 Haradrim, along with Orcs and Easterlings in unstated numbers. The 18,000 figure belongs to the Haradrim, not the Orcs. The account also describes that army as “but one and not the greatest of the hosts that Mordor now sent forth.” Source
So even the named figure cannot be used as an Orc count or as a total for Mordor’s forces. It refers to one people within one host, and that host was not Mordor’s largest.

Do Mordor’s garrisons and supply system suggest a number?
Mordor had major garrisons and war forges in its northern lands, while fields around the Sea of Núrnen supplied food for its armies. Those details show that it could support substantial military forces; they do not tell us how many Orcs lived there or how many served in a given battle. Source

A proposed number may refer to very different things: the entire Orc population, an army sent into battle, or a mixed force that includes allied peoples. It may also be a fan calculation built on assumptions rather than a figure Tolkien states. Unless an estimate clearly defines its scope, composition, and method, it should not be presented as a canonical count.
