You can carry 5 standard rocks in The Forest without a Rock Bag, or 10 with one. Small throwable rocks have a separate inventory limit.
Standard rock capacity
The Forest Wiki’s community-maintained Rock page lists the standard-rock capacity as five, increasing to ten when you have a Rock Bag. Standard rocks can be picked up from the ground, including on the forest floor and beaches; press E when near one.

How to increase the limit
The Rock Bag is a craftable in-game inventory item. The Forest Wiki’s Crafting page lists its recipe as one Boar Skin, three Rope, and one Cloth. Once you have the bag, your standard-rock capacity is ten.
Small throwable rocks are different
Small throwable rocks are a separate inventory category, not part of the standard-rock stack. The community-maintained Small Rock page lists their capacity as 10 normally and 25 with a Throwable Rock Bag.
