How Public Universities Fund Coach Buyouts

A public university’s coach buyout may involve institution-specific funding and approval rules. Here’s how to distinguish budget context from evidence of who paid.

There is no single funding source established for public-university coach buyouts. The payer depends on the contract, the institution’s financial arrangements and any outside funding; state or system rules may also restrict approvals. A budget line showing public, student or athletics revenue does not by itself prove that money paid a particular buyout.

What pays a public-university coach buyout?

The answer is institution-specific. To establish who funded a particular payment, look for transaction-level evidence such as the coach’s contract, official financial records, audit documents or an institutional disclosure. The funding source should not be inferred from the fact that a department receives state support, student fees or athletics-generated revenue.

There is no national figure in the available public reporting that shows what share of buyouts comes from any one source. The NCAA’s athletics financial reporting system collects operating revenue, expense and capital information, but the NCAA publicly releases aggregate results rather than individual institutions’ submissions through that system.

What NCAA accounting guidance does—and does not—say

The NCAA’s 2022 NCAA AUP and Financial Reporting FAQs addresses a coaching contract buyout received by an institution, not one the institution pays. Its answer to question 38 recommends recording a received buyout as an offset to salary and benefit expense, explaining that “a contract buyout is not a revenue stream.” That accounting treatment does not identify how a university funds a payment it makes to a departing coach’s new employer.

The NCAA also counts compensation paid through foundations or booster clubs in related- or affiliated-entity reporting. State-provided or state-funded benefits for athletics coaches and administrators are reported both as expense and as direct state or other government support. These are reporting rules; neither establishes that an affiliate, the state or any other party paid a specific buyout.

How state and system rules can affect a buyout

North Carolina: a policy example, not a nationwide rule

University of North Carolina Board of Governors Policy 1100.3 allows student athletic fees to pay a coach’s or athletic director’s base salary. State general funds and tuition may be used only for the instructional portion of a coach’s base salary. The policy also requires head coach and athletic director contracts to state that, once executed, they are public records under North Carolina’s Public Records Law. These salary provisions should not be extended to buyout payments without separate evidence.

Approval review of certain buyout terms

In North Carolina, specified buyout clauses require additional approval. One trigger is an obligation exceeding remaining base salary plus earned or vested bonuses or deferred compensation, subject to the policy’s conditions. The amount must have a discernible relationship to likely actual financial loss. Reviewers are directed to consider the institution’s ability to pay, identified funding sources, whether outside funds have been raised or pledged, and potential financial effects on the athletic department or university. A listed or pledged source is not, by itself, proof that it ultimately paid the obligation.

What public financial data can tell you

The NCAA’s financial reporting requirements cover athletics operating revenues, expenses and capital data. Division I institutions undergo annual independent agreed-upon procedures reviews; Division II institutions are reviewed at least once every three years. The system supports institution-level internal benchmarking, while public NCAA releases are aggregated, so it may not resolve the source of an individual payment.

The NCAA’s financial trends page, updated in December 2025 with fiscal-year 2023–24 information, provides median revenue and expense data over ten years, filterable by division and subdivision. Those figures offer context about departmental scale and variation, not transaction-level evidence about a buyout.

Broader public support can also provide context without proving a buyout payer. An Associated Press report dated August 20, 2026 describes state appropriations and tax revenues supporting athletics-related costs in several states, including facilities and administration. Support for those costs may free other institutional resources, but the report does not show that the funds were earmarked for coach buyouts.

How to investigate a specific buyout

  1. Identify the obligation. Find the employment contract and any amendment or separation agreement; distinguish a payment the university makes from a buyout payment it receives.
  2. Search for transaction-level records. Consult public financial records, audit documents and official institutional disclosures for the payment, its accounting treatment and any named funding source.
  3. Check applicable rules. Review the state or system policy and contract-approval requirements in force for that institution. Do not apply North Carolina’s rules to another state.
  4. Separate funding categories. When comparing departments, distinguish athletics-generated revenue from government, student or institutional support; account for severance expenses and the fiscal period covered; and distinguish outside funds already committed from amounts merely pledged.
  5. Compare like with like. Use the same fiscal years and relevant NCAA divisions or subdivisions, and treat department-wide financial trends as context rather than proof of a particular transaction’s payer.
