The key change, according to Rockstar North co-studio head Rob Nelson, is applying that approach in a denser modern setting—not proof that every character has persistent memory or a fully simulated life.
What Rockstar says carries over from Red Dead Redemption 2
In an interview with IGN, Nelson described GTA VI’s system as “returning and evolved” from Red Dead Redemption 2. He said Rockstar had pushed NPC interaction as far as it could in the earlier game, but is taking it “much further” in GTA VI.
Nelson framed Red Dead Redemption 2 as a place to develop the underlying ideas in a more sparsely populated world, then consider how they might work “at scale in a modern world.” That distinction matters: the lineage is about interaction design adapted to a different setting, not evidence that the two games use identical systems.
Rockstar’s earlier Newswire summary of its Red Dead Redemption 2 interview with VG247 also characterized the game’s interaction as a fresh take, with responses that could be triggered by actions such as drawing a gun on an NPC. That retrospective supports the idea that interaction was a deliberate design focus in RDR2; Nelson’s later comments provide the direct comparison with GTA VI.

How the described GTA 6 reactions work
Nelson’s examples center on characters responding when the player intrudes on their space or behavior. If the player stands too close to listen to a group or follows someone closely enough to be noticed, an NPC may turn and address the player, become aggressive, or try to get away, according to the IGN interview.
GamesRadar’s account of the game’s extended look offers additional visible examples: Jason can praise, scold, pet, or study a dog, and two NPCs quietly move away after Lucia masks up and draws a gun before a crime. These are examples shown or described in promotional material. They do not establish that every NPC reacts the same way in every situation.
What is different about the setting
Red Dead Redemption 2’s relatively sparse world gave Rockstar room to develop interactions in a setting with fewer people around. GTA VI takes the design challenge into a modern environment with greater population density. Nelson’s comparison suggests that making character encounters work in that context is a central part of the evolution, though the public comments do not explain the technical method Rockstar uses to manage it.

The earlier comparison point is also useful: Nelson described Red Dead Redemption 1 and GTA V as having simpler interaction systems than the more developed approach in RDR2. His account positions GTA VI not as a clean break, but as the next step in a design thread Rockstar says it has been building over multiple games.

TechRadar reported in 2026 that Rockstar North co-head Aaron Garbut gave the New York Times figures of more than 600,000 animations for GTA VI, compared with 55,000 for GTA V and 300,000 for Red Dead Redemption 2. TechRadar also reported Garbut’s description of a Los Angeles-based team of writers, directors, and producers focused on realizing NPCs, and quoted him saying, “We art-directed each individual one of them.”
Those figures are reported animation counts, not counts of unique characters, proof of autonomous behavior, or a direct measure of AI quality. TechRadar attributes them to Garbut’s New York Times interview; the numbers should be understood in that reporting chain rather than as an independently verified comparison of simulation depth.

What has not been established about GTA 6 NPCs
The public comments and footage described by these reports do not establish whether individual NPCs retain memories across encounters, follow persistent personal schedules, continue to simulate off-screen, or use generative AI for dialogue. They also do not show that every described response will occur in all gameplay situations or in the final shipped game.
For confirmed current information about the game itself, consult Rockstar’s official GTA VI page. The evidence available here supports a narrower conclusion: Rockstar says it is evolving RDR2’s interaction approach for a denser modern setting, with specific context-sensitive reactions described by its developers and shown in promotional material.
