If you face immediate danger in a robotaxi, call 911. Use the support controls in the specific vehicle for other help, and follow that operator’s instructions if the car stops. Procedures differ by company and vehicle: Waymo publishes steps for police interactions and stopped cars, while Zoox describes its own support and door-opening controls. These are stated procedures, not a guarantee that a driverless vehicle will respond flawlessly.
What to do first in an emergency
Decide whether you need emergency services or operator assistance. Do not assume that a support team has already contacted 911 on your behalf.
- Immediate danger, injury, or a medical emergency: Call 911. Waymo tells threatened passengers to call using their phone; Zoox directs riders to call 911 for life-threatening emergencies, injuries, or medical problems.
- Help that is not immediately life-threatening: Use the support options in the app or vehicle. Which controls are available depends on the operator and vehicle.
- The car has stopped or pulled over: Follow the operator’s vehicle-specific directions rather than trying to move the car or leaving it without guidance.
How to reach help in Waymo and Zoox
The options below reflect the companies’ published rider guidance as available on October 7, 2026. They are not an industry-wide standard.

Waymo’s app button and a direct call to 911 are not the same action: the company says the app button alerts Support, which may call into the car. If you need emergency services, call 911 directly rather than relying on a remote team to assess the situation or make the call.

What happens during a police stop?
Waymo’s published process
Waymo says its vehicle is designed to recognize police lights and sirens and pull over as appropriate. If law enforcement interrupts a trip, the company says Support is notified and contacts the rider through the in-car speakers or phone. Support can also speak with officers through the vehicle’s speakers to help resolve the interaction. These are Waymo’s stated procedures, not a promise about the outcome of every stop.
Waymo also publishes emergency-response guides and law-enforcement interaction protocols for its vehicle models, and says it offers first-responder training where it operates. Its First Responders page reports training more than 35,000 first responders at more than 150 agencies, but does not state the reporting year for those figures; they should be read as company-reported figures with no dated total.
What regulators have warned about
In a July 8, 2026 call to action, the National Highway Traffic Safety Administration (NHTSA) said it had documented automated vehicles entering active emergency scenes, blocking ambulances or firefighters, or failing to respond to conditions such as flashing lights, flares, smoke, fire, and traffic cones. The release describes the agency’s concern but does not provide a denominator or comparative incident rate. NHTSA Administrator Jonathan Morrison’s statement was titled, “An Automated Vehicle That Cannot Safely Interact With First Responders is a Danger to the General Public.”

That warning does not establish how often such events occur across robotaxi fleets. Nor does it show that a particular vehicle will mishandle a stop. It does make clear why a company’s stated police-stop workflow should not be mistaken for proof that every interaction will go as planned.

Follow the instructions for that operator
Waymo says a vehicle may pull over or stop in the road when its system determines that stopping is the safest option. Its rider guidance is to remain inside, keep the seat belt fastened, and contact Support. Waymo says it may send roadside assistance. Do not assume that a stopped car is safe to exit into traffic.
Zoox tells riders to stay seated and buckled and says Support can pull the vehicle over to a safe place when contacted through its overhead Emergency Call Button. Use the vehicle’s own guidance if it differs from another company’s instructions.

When there has been a collision
Waymo says Support is notified after a detected collision and may contact the rider through the speakers or by phone, dispatch roadside assistance, and contact emergency services. Its California Passenger Safety Plan update, dated January 2024, says Rider Support checks for injuries or a need for medical assistance and contacts 911 when indicated. The filing also says agents are trained to call 911 if an apparent medical event is reported or observed. If anyone is injured or needs urgent medical care, call 911 yourself rather than waiting for that workflow.

Do not assume that doors, handles, or emergency-release steps are the same across robotaxi models. Follow the vehicle’s instructions and use emergency egress when remaining inside is unsafe or when responders direct you to exit.

A July 31, 2026 Federal Register notice concerning a Zoox robotaxi exemption describes model-specific egress provisions: passengers can pull an interior lever on either side and then push the door open. The notice also describes an exterior door button for first responders and fallback instructions for accessing an emergency door handle if a severe crash disables that button. These details apply to the Zoox design addressed in the notice, not to robotaxis generally.

The notice also describes reminders and signals intended to support safer pickup and drop-off. It records that children under eight were not permitted at the time and notes concerns that seat belts may not fit every child aged eight or older. The notice says Zoox’s rider manual assigns parents or guardians responsibility for proper restraint, including a booster seat if needed. Because eligibility and child-restraint rules can change, check the operator’s current requirements for the specific vehicle before riding with a child.
What these procedures do—and do not—establish
Waymo cautions that autonomous vehicles cannot avoid or prevent every collision, and that some collisions could cause injury or death. A support workflow, emergency button, or published response plan cannot eliminate that risk. NHTSA’s July 2026 release likewise documents concerns about first-responder interactions without supplying a fleet-wide failure rate.
The published material described here does not provide comparable, independently verified response-time or incident-rate figures for Waymo and Zoox. A fair comparison would need consistent data on emergency-scene detection, support escalation, passenger access to 911, door egress, and procedures across the jurisdictions where vehicles operate. Without those comparable measures, it is not sound to rank the services by emergency performance or generalize one operator’s procedures to another.
