Developers and publishers choose prices for China and other markets, while Steamworks supplies optional exchange-rate, purchasing-power and multi-variable guidance. China uses Chinese renminbi (yuan, CNY), and Valve’s current tax table lists China at 6% with VAT-inclusive prices where Valve collects VAT. The price you see is therefore a publisher-set regional price, not a universal formula imposed by Steam.
What “regional pricing” means on Steam
Regional pricing is the practice of assigning different prices to the same game in different currencies and geographic markets. A publisher may set one price for the United States, another for China, and different prices for other countries or region groups. The difference can reflect local purchasing power, local entertainment spending, taxes, payment conditions, commercial strategy and the publisher’s expectations for demand.

Steamworks supports pricing in 37 currencies and four region groups, according to Valve’s pricing documentation retrieved on October 13, 2026. That support gives publishers a framework for entering prices; it does not make every game follow the same conversion or guarantee that a particular market will be cheaper.

Valve states that “Pricing decisions on Steam are entirely in the hands of you the developer.” Its regional-pricing explorer makes the same point in more specific terms: “The prices you enter for your game in each currency and region group are up to you.” These statements are the key to understanding why two games with similar US prices can have very different Chinese prices.

How Steamworks suggests a China price
Steamworks describes three ways a developer can compare or generate suggested prices. They are decision tools, not mandatory rules. A publisher can accept a suggestion, modify it, or set an entirely different amount.

The regional-pricing explorer says the public data used for these methods is current as of October 2026. That date matters: exchange rates, income data and spending patterns change, so a recommendation viewed later may not match one generated earlier. The tools also cannot know every publisher’s business objective, such as a launch discount strategy, a premium positioning decision or a plan to align prices across consoles and PC stores.
Why exchange rates alone are not enough
A straight conversion can produce a price that is technically accurate in currency terms but unrealistic for local customers. If the yuan weakens or strengthens against the US dollar, a daily conversion would move the game price even when local wages and typical game budgets had not changed. Purchasing-power methods attempt to address that mismatch by asking what customers can reasonably pay in their market.
Why two publishers can choose different results
The methods provide comparisons, not a required answer. One publisher may prioritize a low entry price to build a large player base; another may preserve a higher global price to protect revenue or maintain a premium position. Both can use the same Steamworks data and still enter different CNY amounts.
What currency China uses on Steam
Steamworks lists CNY as a live supported currency and identifies it as Chinese Renminbi, commonly called yuan. Prices are reported in fen, the subdivision of the yuan. Support for CNY means a game can display a yuan-denominated price in the relevant storefront; it does not mean every title uses an identical conversion or ending.

China should not be treated as interchangeable with every Chinese-speaking market. Hong Kong dollars and New Taiwan dollars are different currencies, and their storefront pricing can be entered separately. A price shown in CNY is evidence that the transaction is being presented in the mainland-China currency system, not that the same amount applies in Hong Kong or Taiwan.
How tax affects the displayed China price
Valve’s Steamworks Taxes FAQ lists China at a 6% tax rate in its current table, retrieved October 13, 2026. Valve also says Steam prices are VAT-inclusive in countries where it collects VAT and that it remits collected tax to the relevant authorities.
That means a customer generally should not assume that a displayed Chinese price will have an additional 6% added at checkout when Valve is collecting the tax under that system. The 6% figure is Valve’s published current rate, not a permanent promise: tax law, collection responsibilities and platform policies can change. A publisher evaluating net revenue should use the applicable tax and remittance rules rather than treating the store price as its payout.
Who enters the price and how changes are reviewed
Partners manage game prices through Steamworks. Valve says its review of initial prices and proposed price adjustments is usually processed within one or two business days. The review checks for input errors, but Valve cautions that it cannot guarantee every mistake will be caught, so the partner remains responsible for verifying each amount.
- Choose the base commercial plan. Decide the intended launch price, discount schedule and how China fits the game’s overall positioning.
- Compare the available methods. Review the exchange-rate, purchasing-power and multi-variable figures in the regional-pricing tools. Treat them as reference points rather than automatic outputs.
- Enter the CNY amount and other regional prices. Check the currency, region group, decimal or fen presentation and whether the amount is consistent with the game’s editions or bundles.
- Submit an initial price or adjustment for review. Valve’s usual processing time is one or two business days, although the exact timing can vary.
- Verify the storefront after approval. Confirm that the intended amount, currency and package prices appear correctly. Do not rely solely on the review to detect a typo.
A change in a US list price does not automatically establish what a Chinese price should be. The publisher must decide whether to adjust CNY, leave it unchanged or use a different commercial rationale.

Why a game may look cheaper or more expensive in China
Readers often describe a Chinese price as “converted” from a US price, but that wording hides several possible causes. A lower CNY price may reflect purchasing-power data, expected local spending on entertainment or a publisher’s choice to reduce the barrier to entry. A higher relative price may reflect a premium strategy, a globally aligned price structure, a small target audience or the publisher’s desire to limit regional price differences.

- Local affordability: purchasing-power data can point below a simple foreign-exchange conversion.
- Comparable entertainment spending: the multi-variable approach considers what customers typically spend on other entertainment, not only income.
- Exchange-rate timing: a conversion captured at one date can differ from a later market rate.
- Edition and package structure: deluxe editions, bundles and add-ons may have separate publisher-set prices.
- Taxes and platform rules: the displayed amount can incorporate VAT where Valve collects it.
- Commercial objectives: launch goals, audience growth, revenue targets and price consistency are decisions made by the publisher.
Because these factors are independent, you cannot reliably infer a game’s China price from its US list price alone. The only dependable answer for a specific title is the amount shown for the customer’s applicable Steam storefront.
China pricing versus Steam China
“China” can refer to two related but distinct subjects. One is regional pricing in CNY on the ordinary Steam storefront. The other is Steam China, a separate publishing context documented by Steamworks.
Steamworks maintains a dedicated Steam China documentation page and refers developers to Perfect World as a potential local Chinese publisher. That publishing relationship should not be treated as a pricing formula. The available documentation does not establish a complete current comparison of Steam China’s consumer catalog, access rules or purchase mechanics with the ordinary Steam storefront. Avoid assuming that a CNY price, a game’s availability on one storefront or a publisher’s Steam China plans automatically answers the others.
Geographic restrictions and account compliance
Regional prices are intended for the geography to which they apply. The Steam Subscriber Agreement says: “You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to order or purchase at pricing not applicable to your geography, or for any other purpose.”

In practical terms, do not use a VPN, proxy, false residence information or another method of hiding your location to obtain a China price from a different region. Such conduct can violate the agreement and may also create problems with payment, account access or game activation. Regional pricing is a storefront policy, not a lawful discount-hunting technique for bypassing geographic controls.

A publisher can make a defensible decision without treating any single Steam recommendation as mandatory. The following checklist keeps the commercial choice separate from the mechanical task of entering a number.
1. Establish the base price and audience
Define the game’s intended global position and the audience you want in China. A premium single-player release, a competitive game that benefits from a large population, and a small specialist title may rationally use different regional strategies.
2. Examine all three reference methods
Record the exchange-rate-only, purchasing-power-only and multi-variable comparisons. Note the date of the underlying data, which the explorer identifies as October 2026, and avoid presenting those figures as guaranteed market prices.

Compare the proposed amount with the game’s own editions and with comparable paid entertainment. The multi-variable method is useful here because it includes expected spending on comparable entertainment goods, but the publisher still has to decide which comparisons are appropriate.

4. Check tax-inclusive presentation
Use Valve’s current tax guidance when estimating what customers see and what the publisher receives. China’s 6% entry in the October 13, 2026 tax table should be treated as time-sensitive.
5. Audit every package before submission
Check the base game, deluxe editions, bundles, downloadable content and planned discounts. A correct base price cannot compensate for a mistyped bundle or an inconsistent edition price.
6. Recheck after Valve’s review
Allow the usual one-to-two-business-day review window, then inspect the live storefront. Valve’s review is not a substitute for the partner’s own verification.
What players should check when a price looks wrong
- Confirm the currency. Make sure the amount is in CNY rather than Hong Kong dollars, New Taiwan dollars or another currency.
- Check the exact package. Compare the base game with deluxe editions, bundles and add-ons; they can have independently chosen prices.
- Allow for publisher changes. A developer can revise regional prices, so an older screenshot or cached listing may no longer match the current amount.
- Consider tax presentation. Valve says prices are VAT-inclusive where it collects VAT, so do not automatically add another 6% to the displayed total.
- Use the storefront that matches your residence. Do not attempt to force a different region with a VPN, proxy or false account information.
If the amount still appears inconsistent, the issue is usually a publisher’s package or pricing choice rather than a universal Steam conversion error. Steam’s public tools do not promise that every title will follow a suggested number.
