To accept international donations with PayPal, set up a PayPal Donate Button on your organization’s website, confirm that the organization’s PayPal account can receive funds in its home market, and check the fee schedule for that market before publishing. Donors complete payment on PayPal. International fees are not one worldwide rate: the receiving account’s market, the donor’s account market, the currency received, and any conversion can all affect what your organization nets.
How the PayPal donation flow works
PayPal’s US help guidance directs organizations to create a Donate Button and integrate it into their website. When a donor clicks the button, they complete the donation on PayPal. The button can also be configured for optional automatic monthly donations and optimized for mobile. Set up international donations step by step
- Identify the receiving account’s market. Establish the country or region in which the organization’s PayPal account is registered. Use that market’s fee schedule and eligibility rules; a donor’s apparent physical location is not enough to determine the fee.
- Create and publish the Donate Button. Follow PayPal’s button setup process, then add the generated button to the organization’s website. Explain that the supporter will complete payment on PayPal. If recurring support is appropriate, enable the optional monthly donation setting.
- Complete charity confirmation if eligible. PayPal’s US guidance describes possible confirmation evidence such as legal registration and proof that the account holder represents the organization; it may also link a charity bank account or request information. Requirements vary by market. Do not advertise a discounted charity rate until PayPal has approved the account.
- Check the applicable fees and currency terms. Determine whether the transaction is domestic or international under PayPal’s account-market definitions, then check the domestic rate, any international surcharge, fixed fee for the currency received, and any currency conversion terms.
- Test the donor experience. Check the published button on desktop and mobile and make sure the donation purpose, organization identity, and any recurring option are clear before asking supporters to use it.
How international PayPal donation fees are determined
PayPal defines international transactions using the sender’s and recipient’s registered or identified account markets. Some markets may be grouped for fee calculations, so a donor’s location alone does not establish whether a payment is international. The final credited amount may also reflect the currency received and currency conversion. Check the schedule for the organization’s account market and the terms applying to the currency involved.

The UK rates are from PayPal’s official UK fee pages accessed October 3, 2026. Fees can change; confirm the active schedule before setting a fundraising target or estimating net proceeds.

These examples do not establish the rate for accounts in other countries. Fixed fees depend on received currency, and conversion can further affect proceeds. Use the PayPal fee page for the organization’s account market and its currency before quoting a net amount.
Charity pricing: confirm eligibility before budgeting
Discounted charity rates are conditional, not automatic. PayPal’s US help and fee pages say the account must be confirmed and the organization must meet eligibility requirements; the fee schedule requires an application and PayPal preapproval for the charity transaction rate. PayPal’s UK schedule likewise makes charity pricing subject to application and approval. Because confirmation procedures may differ between markets, follow the requirements shown for the receiving account rather than assuming US documentation applies everywhere.

Tell donors what to expect
State plainly that the organization accepts online donations through PayPal and link directly to the Donate Button. Do not imply that PayPal covers processing fees for a direct gift to the organization: recipient transaction charges apply. PayPal’s separate statement that fees are covered concerns donations made through PayPal Giving Fund, subject to that service’s terms; PayPal says funds can take up to 45 days to reach the selected charity. Common mistakes to avoid
- Using a foreign donor’s location as the fee rule: PayPal considers the sender’s and recipient’s account markets, and may group markets.
- Applying a US or UK rate to an account elsewhere: fee schedules are market-specific; the examples above are not global pricing.
- Promising a charity discount before approval: budget using the applicable standard rate until PayPal confirms the organization’s eligibility and preapproval.
- Ignoring currency conversion: the fixed fee varies by currency, and conversion can change the amount ultimately credited.
- Confusing Donate Button processing with Giving Fund: fee coverage and payout timing described for Giving Fund do not establish that direct button donations are fee-free.
Does PayPal guarantee that every international supporter can donate?
No universal guarantee is established by PayPal’s cited US and UK setup and fee pages. Whether an organization can receive a donation depends on the receiving account’s market and applicable PayPal rules. Check the account-market policy and receiving eligibility rather than assuming every country or payment route is supported.
