How to Add a Chat Rules Screen to a 24/7 Educational Livestream

Add rules to the outgoing video scene, rehearse the stream privately, and remember that a visible panel does not gate or moderate YouTube chat.

To put chat rules on a continuous educational livestream, add a concise rules panel to the video scene your encoder sends to YouTube, then check it in a private or unlisted test stream. The panel makes expectations visible; it does not make viewers read or accept them before chatting. Manage chat separately with moderators and YouTube’s available controls—or turn chat off if you cannot moderate it.

Choose how the rules will appear

A rules screen in the outgoing video is part of the encoded picture: viewers see it as they watch the lesson. It is different from a message or setting in YouTube’s chat interface, and it does not control who may post.

  • Scene text or a graphic: Put the rules directly in the encoder’s scene or layout. This is the straightforward choice when the rules should remain visible in the program.
  • Third-party overlay: OBS documents embedding a third-party overlay with a Browser Source. The OBS Project’s article, “How do I add my chat to my stream?” (2022-10-07), explains that OBS does not itself directly provide facilities to show stream chat; third-party chat overlays can be embedded in the stream using Browser Source. That is a route for an overlay, not proof of a YouTube pre-chat rules gate. Read OBS’s explanation.

Keep the panel concise and position it so it does not obscure slides, demonstrations, captions, or other lesson content. There is no font size, safe-area measurement, or rule count established by the sources cited here, so treat layout choices as design decisions: view the stream at the size your audience is likely to use and confirm the text can be read.

Add the panel and test the actual stream

  1. Write the rules. Use a short, readable set of expectations suited to the class or subject. For example: “Be respectful. Keep questions on topic. No spam or personal information. Follow the moderator’s instructions.” Adapt the wording to your community; these are sample rules, not YouTube policy text.
  2. Place the content in the outgoing layout. Add text or a graphic to the encoder scene, or use a third-party overlay through OBS Browser Source. Confirm that the panel appears in the program output rather than only in your local preview or a separate chat window.
  3. Check the lesson beneath it. Play representative parts of the educational video and confirm the rules panel does not cover material viewers need to see. Check legibility at the intended viewing size, including on a phone.
  4. Run a private or unlisted rehearsal. Google’s Live Streaming Guide recommends testing the complete setup on a private or unlisted stream. Check the encoded image, panel placement, and audio/video before relying on the setup for a continuous broadcast. Read the Live Streaming Guide.
  5. Choose a chat plan. Decide who will monitor chat, which YouTube moderation tools to use, or whether chat should be off. Google’s guide recommends planning for live chat and having moderators available—or turning chat off to suit available resources.

Keep the screen separate from chat access and moderation

A visible graphic is a reminder, not an acknowledgement flow: the sources reviewed do not establish that YouTube requires viewers to read or accept rules before they can chat. Do not present an overlay as a control that blocks messages or confirms consent.

Also check whether chat is available for the stream. YouTube says live chat is disabled when a stream or channel is set as made for kids, and its help pages describe other age-related live-chat restrictions. A rules panel cannot override those settings or YouTube’s eligibility rules. Check YouTube’s live-streaming restriction guidance and its live-streaming help page.

YouTube requires live streams to comply with its Community Guidelines and Terms of Service. The panel does not replace moderation, platform enforcement, or choosing an appropriate audience setting.

Troubleshoot the common failures

  • The panel appears in the editor but not in the stream: Verify that it is part of the scene or overlay being sent to the program output, then inspect the private or unlisted stream itself.
  • The rules cover the lesson: Move or resize the panel and rehearse during different parts of the video. Check slides, demonstrations, and other content—not just a static opening screen.
  • The text is hard to read: Simplify the wording, improve contrast, or adjust the panel, then check it at the intended viewing size. The cited platform guidance does not prescribe a particular font size.
  • Viewers cannot chat: Check the stream and channel audience settings and current YouTube eligibility restrictions. A graphic cannot make chat available when YouTube has disabled it.
  • Chat is open but nobody is handling problems: Assign moderators and plan which tools they will use, or disable chat if available staffing is not enough for the stream.
