How to Address the Skilled Labor Shortage in Manufacturing

Manufacturers can address skilled-worker gaps by targeting specific roles, developing and retaining current employees, and connecting training to real work. Here’s how to choose a pathway and measure results without mistaking projections for current vacancies.

Manufacturers can respond to skilled-worker shortages by identifying which roles are hardest to staff, improving retention, and building training around the actual competencies and equipment those roles require. Registered Apprenticeship is one established way to combine paid work, mentoring, classroom instruction, wage progression, and a credential. None of these approaches is a guaranteed fix: employers should measure results locally rather than assume one program will reduce vacancies or improve productivity by a set amount.

There is no single national vacancy figure that captures the problem. Industry projections, employer surveys, and federal occupational projections cover different populations and time periods—and many projected openings are replacements for workers who leave an occupation, not newly created jobs or currently vacant positions.

What the shortage figures do—and do not—tell employers

Manufacturing workforce estimates are useful for understanding pressure on the labor market, but they measure different things. A projection of openings is not a count of unfilled jobs; a survey records the views of respondents, not every manufacturer; and a study projection is not a current headcount. Employers should use national figures as context, then diagnose their own roles, locations, and hiring patterns.

Figure What it measures How to interpret it
More than 12.8 million people employed in manufacturing in 2024; top-line employment projected to be little changed over 2024–2034 U.S. Bureau of Labor Statistics (BLS) employment and projection for manufacturing A broadly stable employment projection can coexist with substantial hiring needs as workers leave and employers replace them. Source: BLS, “Producing the goods of the future: Job opportunities in manufacturing,” May 2026.
Nearly 1 million production-occupation openings per year on average, 2024–2034 BLS projection across production occupations These are not manufacturing vacancies alone. BLS expects openings primarily because workers permanently leave an occupation, including through retirement or transfer. Source: BLS, “Producing the goods of the future: Job opportunities in manufacturing,” May 2026.
41,200 projected additional industrial machinery mechanics in manufacturing, 2024–2034 BLS projection for a specific occupation in manufacturing BLS links expected demand to continued adoption of automated manufacturing machinery that requires maintenance and repair. This is a projected employment increase, not a count of jobs open today. Source: BLS, “Producing the goods of the future: Job opportunities in manufacturing,” May 2026.
3.8 million manufacturing jobs to fill over the next 10 years, with nearly half potentially unfilled A Manufacturing Institute and Deloitte study projection, as summarized by the National Association of Manufacturers (NAM) in 2025 This is a study projection, not a BLS estimate or an observed count of current vacancies. Source: NAM, “The State of the Manufacturing Workforce in 2025.”
72.1% of Q4 2025 survey respondents cited skilled production workers, including technicians, welders, and machinists, among their hiring needs NAM’s Q4 2025 manufacturer survey This describes participating respondents’ reported hiring needs. It is neither a share of all U.S. manufacturers nor a vacancy rate. Source: NAM, “2025 Fourth Quarter Manufacturers’ Outlook Survey,” December 4, 2025.
About 177,500 annual openings for assemblers and fabricators, projected for 2025–2035 BLS projection for the assembler and fabricator occupation BLS says most openings are due to replacement needs. The occupation scope and forecast period differ from the production-occupation and manufacturing figures above. Source: BLS, “Assemblers and Fabricators: Occupational Outlook Handbook,” projections 2025–2035.

Together, these figures show why employers may face persistent recruiting and replacement work even when manufacturing employment is projected to change little overall. They do not establish how many vacancies exist at a particular plant, which roles are hardest to fill locally, or which intervention will work best there.

Start with the jobs and competencies that are difficult to staff

“Manufacturing worker” is too broad a category for a hiring plan. A plant may need more maintenance mechanics while having adequate staffing in another production role; another employer may struggle to find machinists, quality technicians, or robotics technicians. Training and recruiting become more useful when tied to a defined role, a location, and the tasks a worker must perform.

Build a site-level picture before choosing a program

Review vacancy, turnover, overtime, retirement, and production information by occupation and site. Compare the time a role remains open with how often it must be filled, and look for operational pressure associated with gaps. Separate recurring workforce needs from a temporary vacancy or a one-time expansion. If the data are available, distinguish external hires from internal moves and examine where candidates or employees leave the process.

Then translate the priority roles into observable competencies. A job title alone does not explain what someone must learn. List the relevant tasks, equipment, safety requirements, technical knowledge, and level of independence expected. Managers, experienced workers, maintenance staff, and training partners can help identify which skills are essential on day one and which can be acquired on the job.

Use occupational frameworks as a starting point, not a substitute for local analysis

The U.S. Department of Labor’s advanced manufacturing information identifies roles including CNC machine operator, mechanical engineering technician, mechatronics technician, precision machinist, tool and die maker, industrial manufacturing technician, maintenance mechanic, robotics technician, and quality technician. These examples can help employers name a target role and structure a skills discussion. They do not establish that every listed occupation is difficult to recruit at every plant, or that a national framework automatically matches a company’s processes and equipment.

Improve retention and develop the workforce already in place

Recruiting more candidates is only part of the response if trained workers leave or experienced employees depart with knowledge that has not been transferred. NAM’s summary of the workforce study points to retention and upskilling as part of addressing workforce needs. BLS projections also underscore replacement demand: projected openings can be substantial even where employment growth is limited.

Look for workplace conditions that affect whether people stay

Review pay progression, schedule predictability, supervisor support, access to training, and visible advancement routes. Check whether employees can understand how their skills and responsibilities relate to the next role or wage level. Where an issue is identified, choose a focused change and track it by role or cohort rather than assuming a company-wide policy affects every job in the same way.

Retention work should also connect training to a credible path forward. If employees gain new technical responsibilities but cannot see how those skills are recognized, the training may not support the advancement goal the employer intended. Define how competencies will be assessed and how a completed learning step relates to future work or progression.

Plan for knowledge transfer when experienced workers leave

For roles where a departure could disrupt production, identify the tasks that rely on individual experience and document how they are performed. Pair experienced employees with learners for shadowing, practice, and feedback; record troubleshooting steps and handoffs where appropriate. A plan should name which competencies need transfer, who can teach them, and how a new worker will demonstrate readiness. This does not eliminate replacement needs, but it can make the transition less dependent on informal knowledge held by one person.

Compare training routes against the role, not just the credential

Registered Apprenticeship is one established work-based training pathway. The Department of Labor describes it as combining paid work, a mentor, classroom instruction, progressive wages, and a portable nationally recognized credential. Advanced manufacturing frameworks are competency-based and developed with employers, educators, and workforce experts. Employers can use a role-specific framework to shape a program with a local technical college, community college, workforce board, or apprenticeship sponsor.

Other routes—short-course upskilling, community-college programs, and internal training—may also fit particular needs. The available sources establish apprenticeship as a model and document participation, but do not supply a side-by-side cost or outcome ranking across these options. Compare them on the dimensions below, then confirm local requirements, availability, and support with prospective partners.

Decision factor Questions to answer
Fit to the role and equipment Does the curriculum cover the employer’s actual tasks, processes, and equipment? Which competencies must be customized?
Time to competency What can the learner do at each stage, how is it assessed, and what level of supervision is needed before independent work?
Learning structure Does the route combine paid work, mentoring, classroom instruction, and practical assessment? Which components are essential for this role?
Credential and portability What credential, if any, does the learner earn? Is it recognized beyond the employer, and does portability matter for the hiring or retention goal?
Cost, support, and administration What will the employer pay in time and resources? Is public or partner support available locally, and what registration or coordination work is required?
Recurring workforce needs Can the route develop a continuing pipeline or incumbent workers, or does it address only a single opening?
Evidence of results Can the employer compare completion, retention, placement, time to competency, or productivity with a baseline and a suitable comparison period?

In 2025, 97,500 apprentices were served in advanced manufacturing, a 20% increase over five years, according to Apprenticeship.gov. That figure indicates program scale and growth; participation alone does not show completion, retention, employer outcomes, or causal effectiveness. Program structure and registration requirements vary by jurisdiction and sponsor, so employers should confirm what applies locally before committing.

A Department of Labor advanced manufacturing factsheet quotes Thomas Gombos, Maintenance Manager at Mack Trucks’ Lehigh Valley Operations: “Through customized training, our apprentices build their skill sets working directly with our equipment, enabling them to become very efficient in supporting our manufacturing facility as they progress through and complete the program.” This is a company representative’s testimonial about that program, not an independent outcome study or proof that the same result will occur at another employer.

Make training and recruitment understandable to candidates

Job postings and outreach can make technical work more legible by describing what workers will do, which skills they need, what training is available, what schedules apply, and what advancement opportunities exist. Concrete descriptions help candidates assess whether a role fits their interests and experience better than a generic label alone. Employers should be precise about what is required at entry and what they are prepared to teach.

Schools, community organizations, technical colleges, workforce boards, and apprenticeship sponsors can help explain local training and work pathways. Showing what modern production roles involve may help connect prospective workers with opportunities, particularly as technology, automation, and AI change skill needs. The cited sources identify these as ongoing workforce concerns, but do not establish one recruitment tactic as superior. Choose outreach that can reach the people suited to the roles and evaluate whether it produces qualified applicants and hires.

Set a baseline and measure whether the response is working

Before launching a training or recruiting initiative, record the current state for the selected roles. Decide how each metric will be defined, who will track it, and when it will be reviewed. Without a baseline, a change in hiring or retention cannot be interpreted reliably; without a consistent definition, one site or cohort may not be comparable with another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Time to fill: define the start and end points consistently, such as approval to accepted offer, and report by role.
  • Vacancy duration: track how long each position remains open, while distinguishing a posted vacancy from an unapproved or temporarily paused opening.
  • First-year retention: follow new hires by cohort and role, and specify whether the measure includes transfers within the company.
  • Apprentice completion: count entry and completion cohorts over a defined period rather than treating enrollment as completion.
  • Time to competency: use role-specific assessments to identify when learners demonstrate the agreed tasks at the expected level.
  • Internal promotion: record movement into target roles and the competencies that enabled the move.
  • Placement: where an education or workforce partner is involved, determine whether learners enter the intended role and remain long enough for the placement to be meaningful.

Review results by role, location, and cohort. Averages across an entire company can conceal a program that helps one occupation but does not fit another. Where possible, compare outcomes with the period before the change and document other factors that may have affected hiring, staffing, or production. These measures help an employer learn about its own program; the sources cited here do not provide a comparative causal estimate showing that a particular intervention reduces vacancies or raises productivity by a specified amount.

A practical sequence for employers and workforce partners

  1. Select a narrow set of priority roles. Use site-level vacancies, turnover, overtime, retirement, and production information to identify the positions where staffing pressure matters most.
  2. Define the work and skill gap. Describe the tasks, equipment, safety practices, competencies, and assessment standards required. Separate entry requirements from skills that can be developed through training.
  3. Check retention and internal-development opportunities. Examine pay progression, scheduling, supervisor support, advancement routes, and employee access to learning; identify experienced workers whose knowledge needs to be transferred.
  4. Choose a route that fits the role. Compare internal training, short courses, college programs, and Registered Apprenticeship on curriculum fit, time to competency, mentoring, instruction, credentials, employer effort, local support, and recurring need.
  5. Build the program with the people who will use it. Involve supervisors, experienced workers, educators, workforce partners, and an apprenticeship sponsor where relevant. Confirm curriculum, assessment, responsibilities, and local registration requirements.
  6. Explain the opportunity clearly. Describe actual duties, schedules, entry expectations, training, and progression in postings and outreach so candidates can understand the work before applying.
  7. Measure, learn, and adjust. Establish a baseline, follow outcomes by role and cohort, and revise the training or recruitment approach when results show a mismatch.
