Using one skill and then another assigned to a different category can count as a weapon swap for effects that depend on swapping. Other classes change weapons automatically when a skill requires a particular equipped weapon.
What “swapping Arsenal weapons” means
The phrase can refer to two different actions: choosing which weapon category an eligible Barbarian skill uses, or triggering a weapon-swap effect during play. Assignment is made per skill. Once skills have different assignments, using them in succession can produce a swap for relevant build effects.

How to assign a weapon category to a Barbarian skill
- Open the character menu and select Abilities, then Skill Assignment.
- Highlight a damage-dealing skill that allows more than one weapon category.
- Use the on-screen Switch Weapon control to cycle through the available categories. Windows Central lists middle mouse button on PC, X on Xbox, and Square on PlayStation. If your interface shows a different prompt, follow the in-game prompt. Windows Central’s controls guide
- Select the category you want that skill to use. Repeat for other eligible skills if you want their assignments to differ.
Weapon selection is automatic by default, according to a Blizzard-hosted forum response; changing a skill’s assignment is optional. Some skills accept only particular weapon types, so a missing category may be a skill restriction rather than a control problem. Blizzard-hosted forum discussion

Why change assignments?
Use the weapon category that suits a skill or build
Assignment lets a Barbarian choose among the weapon categories a skill permits. The relevant choice depends on the skill, its restrictions, and the rest of the build; the sources do not establish one best assignment for every character.
Activate effects that depend on weapon swapping
Some passive skills, Legendary Aspects, and Unique items can have effects triggered by weapon swapping. A Barbarian might distribute eligible damage skills among two-handed bludgeoning, two-handed slashing, and dual-wield categories so that rotating through them produces a three-category sequence. A Blizzard-hosted player discussion also describes using a skill assigned to a different Arsenal weapon as a “Weapon Swap,” and points to Expertise, conditional benefits, and Paragon effects as reasons it can matter. Arsenal assignment and Weapon Technique are separate
Arsenal assignment determines which eligible weapon category a skill uses. Weapon Technique is a separate Barbarian mechanic chosen from the Weapon Expertise window; changing a skill’s assignment does not itself select a Technique.

Wowhead’s Season 12 guide says the Masters of Battle priority quest becomes available at level 15 in Ked Bardu. After completing it once per account, the mechanic remains unlocked in later seasons. What to check if you cannot change a skill’s weapon
- Confirm the skill allows the category. Not every skill works with every weapon type.
- Check that you are in Skill Assignment. Weapon assignment is configured on the skill, rather than through a general combat toggle.
- Use the control shown on your screen. Listed controller and PC inputs may not match a changed or customized setup.
- Separate assignment from Technique. Weapon Expertise is a different system and does not replace per-skill assignment.
Choosing assignments for your build
Compare the skill’s allowed categories with the build effects you want to activate. If a passive, Aspect, Unique item, or Paragon effect rewards weapon swapping, consider assigning different categories to skills you use in rotation. If no swap-dependent effect matters to your build, there is no universal need to arrange a three-category sequence.
