Towns start with one slot, Cities with two, and Capitals with four. Build capacity-boosting structures in the settlement that needs more slots; the Camel resource can also increase a City’s capacity. Resource rules and specific bonuses have changed in patches, so check the current in-game tooltip for exact amounts.
How to assign a resource to a settlement
Resources are assigned to settlements, not equipped on map tiles. First, acquire the resource—commonly by improving its map tile within a settlement’s reach, or through a Merchant trade route. The game’s official feature overview describes trade routes as a major way to gain access to resources, particularly when the Settlement Limit constrains expansion.
- Open the resource-allocation screen when the game makes it available.
- Select the resource you want to place.
- Choose an eligible settlement with an open slot.
This is the usual interface flow; exact controls can vary by platform or game version. The screen may not permit reassignment at any time. Community-maintained guidance reports that reassignment becomes available when you acquire a new resource or increase capacity; treat that as a troubleshooting clue, and follow any message shown in the current allocation screen.
Why a resource will not slot
- The resource is for the wrong settlement type. City Resources can be assigned to Cities, while Bonus Resources can go to any Settlement. Empire Resources provide empire-wide effects and do not occupy an assignment slot. These categories are described in the official feature overview.
- The settlement has no open slot. Its capacity may be full, so increase its capacity or choose another eligible settlement.
- Reassignment is not currently available. Check the allocation screen’s message and try again when a new resource is acquired or capacity changes.
- The resource has not been acquired or connected. Improve the map resource within a settlement’s reach or gain access through trade; check its status in the game interface.
Starting resource slots by settlement
A community-maintained resource reference lists these base capacities. The official overview confirms the relative arrangement: Towns have one slot, Cities have multiple, and Capitals have the most.

Ways to increase resource capacity
Capacity belongs to a settlement, so focus on the Town, City, or Capital where you want to assign more resources. The official overview confirms that certain buildings increase capacity and that Camels increase City capacity. Other options depend on your civilization, leader, age, available bonuses, and current version.
Build capacity structures in the target settlement
Community-maintained lists name buildings such as Market, Lighthouse, Wharf, Factory, and Department Store, alongside other settlement-specific effects. Their exact availability and slot bonuses are not consistent across published lists, so use the building’s current in-game tooltip before committing production. For example, the community reference and Game8’s resource-capacity guide disagree on Department Store’s capacity bonus.

Use Camels for City capacity
The official feature overview identifies Camels as a way to increase City capacity. A community reference lists the gain as two slots, but check the Camel tooltip in your current build before relying on that number.
Check other conditional bonuses
Capacity may also come from wonders, civics, policies, attributes, city-state bonuses, civilization-specific effects, or a Town focus. Each has its own requirements and opportunity cost; check the relevant unlock and tooltip rather than assuming a bonus applies to every settlement.

Official patch notes illustrate why exact values need a version check: on June 23, 2025, notes listed Stockpiles as adding two Resource Capacity in the Capital and Factory Town as adding one Resource Slot; on August 19, 2025, notes removed a previously listed two-capacity effect. These are dated examples, not a guarantee that the same bonuses or numbers remain in the current build. See the official Civilization VII update notes.

Resource effects and capacity have been adjusted over time. Official notes dated November 4, 2025, changed resource generation and documented more specialized behavior for Pitch. Notes dated December 9, 2025, corrected Salt and Truffles’ Production bonus toward training units when assigned to a City, and corrected Songhai’s assignment effect. Consult the official update notes and your in-game tooltips for the current effect; the latest relevant official notes covered here are dated December 9, 2025.
