To block visitors from a country, put the rule at your CDN or web application firewall (WAF), where the request IP can be mapped to a country before your origin serves the page. Create a deny rule for countries you do not want, an allow rule for the countries you do want, or a challenge rule when you want to screen traffic rather than reject it outright.

Cloudflare custom WAF rules, Amazon CloudFront geographic restrictions, and AWS WAF geographic match statements all implement this basic model. None is an identity check: the decision is based on an IP-geolocation estimate, so VPNs, mobile networks, traveling users, inaccurate databases, and undetermined locations can produce exceptions.

What country blocking actually does

A country block is usually called geoblocking. The edge service receiving a request reads its source IP address, looks up the country associated with that address, and applies a policy:

  • Allow: continue processing and deliver the request.
  • Block: stop the request at the edge, before it reaches the origin in the normal flow.
  • Challenge: require an additional check or verification step, useful when you want to slow or screen traffic without imposing an absolute denial.

The country is inferred from the network address, not from a passport, billing address, browser language, GPS signal, or the visitor’s declared location. A person in the United States using a VPN exit node in another country will normally be evaluated as being in the VPN country. A traveler may likewise appear to be in the country of the hotel, mobile carrier, or corporate gateway they are using.

Country filtering is therefore a traffic-control measure, not proof of a user’s legal residence. It can help enforce distribution rights, reduce unwanted traffic, or meet a business policy, but it cannot guarantee that every person physically in a blocked country is denied.

Choose where the rule belongs

Use the service that already sits in front of the traffic you need to control. The right choice depends on whether the same country policy should cover an entire distribution and whether you need exceptions or additional request conditions.

Cloudflare custom WAF rules A site already proxied through Cloudflare that needs a country block, allowlist, or challenge Block, allow, or challenge using expressions such as ip.src.country; combine geography with other request conditions Cloudflare recommends custom rules rather than legacy IP Access Rules for IP- or geography-based blocking.
Amazon CloudFront geographic restrictions A distribution that should use one country allowlist or denylist for all delivered content Choose an Allow list or Block list at distribution level The setting covers every file associated with that distribution; it is not a per-path exception system.
AWS WAF geographic match statement An AWS deployment where country logic must be combined with paths, IP sets, bot controls, or other rules Match countries or regions from the request IP; block selected locations and nest an IP-set exception More flexible than a distribution-wide list, but requires a Web ACL rule design and testing.

CloudFront is the simplest fit when one policy should govern the complete distribution. AWS WAF is preferable when approved addresses must bypass a country rule or when only certain paths, methods, bots, or request patterns should be restricted. Cloudflare custom rules provide the same kind of layered control when Cloudflare is the reverse proxy.

Block or allow countries with Cloudflare custom rules

Cloudflare’s WAF documentation recommends creating custom rules for geography-based blocking. The rule evaluates the country field derived from the source IP, then takes the action you select.

Before you enforce a rule

  • Confirm that the relevant DNS records are proxied through Cloudflare. A request that goes directly to the origin cannot be filtered by an edge rule that never sees it.
  • List the countries to deny or permit using the country codes shown by Cloudflare’s rule editor. Keep an emergency administrative route that will remain reachable if the policy is too broad.
  • Decide whether you need a hard denial or a challenge. A challenge gives you a reversible screening option while you inspect traffic and legitimate-user impact.

Create a denylist

  1. Open the site’s Cloudflare dashboard and go to the WAF area for Custom rules.
  2. Create a rule whose geography expression tests the country field. For North Korea, the documented example is (ip.src.country in {"KP"}). Replace or extend the set with the country codes in your policy.
  3. Choose the Block action.
  4. Place the rule where it will be evaluated before a broader allow rule that might otherwise permit the request. Save or deploy it according to the dashboard’s confirmation step.
  5. Test from an approved network and from a test egress in the affected country, then review the security-event log before expanding the list.

A denylist is appropriate when most of the world should continue to work and only a small number of countries need to be excluded. It also reduces the chance of accidentally cutting off travelers, international staff, or customers in countries you forgot to name.

Create an allowlist

An allowlist reverses the test: permit only the countries in the approved set and block everything else. Cloudflare documents the pattern (not ip.src.country in {"US" "MX"}) to block requests whose country is not the United States or Mexico.

  1. Create a separate custom rule in the WAF custom-rules area.
  2. Enter the negated country expression, replacing the examples with your complete permitted set.
  3. Use the Block action for requests outside that set.
  4. Check that your own administration network, monitoring service, payment provider, and required API partners are either in an allowed country or covered by a deliberate exception.
  5. Deploy during a period when someone can watch logs and undo the rule if an essential service is denied.

Allowlisting is much stricter than a denylist. It denies every country omitted from the expression, including a country you may have intended to support but failed to add. Treat the list as an explicit inventory that needs change control whenever your audience or vendors change.

Use a challenge instead of a hard block

Cloudflare custom rules also support challenge actions. A challenge is useful when traffic from a country is suspicious or costly but you do not want an unconditional denial. Visitors who pass the challenge can continue; automated clients and users who cannot complete it may be stopped.

Challenge mode is not a substitute for a licensing restriction that requires an absolute block. It is a graduated response for investigation, abuse reduction, or a temporary rollout. Measure challenge success and support tickets before deciding whether to convert it to Block.

Combine geography with other conditions

Country alone may be too broad. A custom rule can be designed so that geography is evaluated together with a path, request method, IP range, or another signal supported by your WAF. For example, you can restrict only an administrative path while leaving public game pages available, or use an approved IP condition for a corporate service that must operate from a blocked country. Keep the exception logic readable and document which rule takes precedence.

Apply a distribution-wide restriction in Amazon CloudFront

CloudFront geographic restrictions operate at the distribution level. In the distribution’s geographic-restriction setting, choose either an Allow list of permitted countries or a Block list of denied countries.

  1. Open the CloudFront distribution that serves the site or application.
  2. Find the distribution’s geographic restrictions setting.
  3. Select Allow list when only named countries may receive the distribution, or Block list when named countries must be denied.
  4. Add the countries required by the policy and save the distribution change.
  5. Wait for the configuration to propagate, then test content through the distribution hostname and review access behavior from both permitted and denied networks.

The restriction applies to all files associated with that distribution. It is therefore a good fit when the same rule should cover HTML, JavaScript, images, downloads, and other objects. It is not a good fit when one URL or API route needs a different country policy from the rest of the distribution; use AWS WAF or application-level authorization for that design.

CloudFront’s location accuracy and unknown locations

Amazon’s CloudFront documentation reports 99.8% overall country-mapping accuracy (documentation dated 2026), while noting that accuracy varies by region. CloudFront also states that when it cannot determine a user’s location, it serves the requested content. That fallback behavior means a geographic restriction is not an absolute guarantee that every request with an uncertain location will be denied.

Use the documented accuracy as an operational expectation, not as a promise for a particular ISP, mobile carrier, VPN, or region. Monitor real requests after deployment and provide a support path for legitimate users who are misclassified.

Build exceptions and layered rules with AWS WAF

AWS WAF geographic match statements determine a request’s country and region from its source IP. This approach is more suitable than a simple CloudFront list when the country decision must interact with other rules.

Basic country block

  1. Open the Web ACL associated with the resource that receives the traffic.
  2. Add a rule containing a geographic match statement for the countries you want to deny.
  3. Set the rule action to Block, and position it according to the Web ACL’s evaluation order.
  4. Associate or update the Web ACL, then test through the protected resource rather than directly against the origin.

Add an approved-IP exception

AWS WAF allows a geographic rule to be combined with an IP set. Nest an exception so that approved source addresses continue to work even when their country matches the blocked set. This is useful for a corporate office, a support vendor, a payment processor, or an operations jump host that must reach an otherwise restricted endpoint.

  1. Create or select an IP set containing the approved addresses and keep its ownership and review date documented.
  2. Construct the geographic match for the blocked countries.
  3. Add the IP-set condition as the exception in the rule logic so an address in the approved set is allowed to bypass the geographic block.
  4. Test both branches: an address in the exception must reach the intended resource, while another address from the same blocked country must still receive the block action.

Restrict only selected paths or traffic types

Because AWS WAF evaluates request conditions, you can combine the geographic statement with a path, method, header, bot, or other rule. That lets you protect a login or administration endpoint without denying a country’s access to public content, or apply a stricter policy to an API than to static game assets. Keep separate rules for materially different purposes so that a future operator can identify which condition caused a denial.

Choose a denylist, allowlist, or challenge policy

Use a denylist when the exception is narrow

Choose a denylist when your service is broadly international and you have a defined set of countries to exclude. The rule is easier to maintain as new countries or vendors appear because an unlisted country remains available by default. Confirm that the exclusion is justified for every type of content covered by the rule.

Use an allowlist when access must be confined

Choose an allowlist when distribution rights, contractual terms, or an internal policy genuinely limit access to a known set of countries. Write down the full permitted set, including countries used by employees, support teams, monitoring systems, and third-party integrations. An allowlist fails closed for every omitted country, so omissions are expected failure points rather than edge cases.

Use a challenge for uncertain traffic

Choose a challenge when you need evidence that a visitor is a human or legitimate browser but do not yet want to impose a permanent country denial. A challenge can reduce automated abuse while preserving a path for legitimate travelers. It does not solve rights enforcement when the requirement is a definitive geographic exclusion.

What a country block cannot guarantee

  • VPNs and proxies: the edge sees the exit address, which may be registered in a different country from the user.
  • Mobile networks: carrier gateways can place a subscriber in another country or a shared regional address pool.
  • Corporate and cloud networks: a business may centralize traffic through a gateway whose registered location differs from the employee’s location.
  • Travel: a legitimate customer can be classified according to the network used while abroad.
  • Database variation: IP-geolocation providers do not agree on every address, and accuracy varies by region.
  • Unknown locations: a service may have fallback behavior. CloudFront documents that it serves content when it cannot determine the user’s location.
  • Direct-origin exposure: if the origin can be reached without passing through the CDN or WAF, a visitor may bypass the edge rule. Protect the origin so the intended control point is the only public route.

For high-value content, pair geoblocking with authentication, account-level entitlement, signed URLs, or another authorization control. Geography should be one signal in the access design, not the sole proof of eligibility.

Protect legitimate services before rollout

A broad country rule can break more than page views. Make an inventory before deployment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Administrative accounts and emergency access paths
  • Uptime monitors and synthetic checks
  • Search crawlers and other indexing services you intentionally support
  • Payment, tax, identity, analytics, email, and fraud-prevention providers
  • Game clients, update servers, webhooks, and public APIs
  • Support staff and contractors who travel or use corporate VPNs

Decide whether each dependency should be exempted by IP, moved to a separate endpoint, or included in the permitted country set. Do not assume that a vendor’s website country is the country from which its production requests originate.

Test and monitor the change

  1. Start with observation: where the platform supports it, use logs or a challenge action to see which requests would be affected before enforcing a block.
  2. Test both sides: verify a known permitted request, a request from a blocked-country egress, and an address that should use an exception.
  3. Check every content type: load pages, static files, downloads, API calls, login flows, and webhooks covered by the policy.
  4. Inspect edge and origin logs: confirm denied requests stop at the intended control point and that allowed requests still reach the origin normally.
  5. Watch real traffic after deployment: look for spikes in blocks, failed payments, crawler loss, support reports, and monitoring gaps.
  6. Keep rollback ready: retain an emergency administrative path from an approved address or a separate control plane, and document who can disable the rule.

Record the rule expression, countries, exceptions, owner, rationale, and review date. Geolocation data and business requirements change; a country list that was correct at launch can become wrong when a provider, audience, or distribution agreement changes.

Troubleshoot common failures

A user in an allowed country is blocked

Ask for the public IP observed by the edge, not the user’s local address. Check whether the user is on a VPN, mobile carrier, company gateway, or privacy relay. Compare the platform’s country classification for that IP with the policy, then decide whether to add a narrowly scoped exception or direct the user to a supported network. Avoid adding an entire country to solve one misclassified address.

A blocked-country request still succeeds

Verify that the request passed through the CDN or WAF and did not reach an exposed origin hostname. Check rule order, expression syntax, distribution association, and propagation status. In CloudFront, review the documented unknown-location behavior; an undetermined location may be served rather than blocked.

An API or monitor stopped working

Identify the service’s actual egress addresses and countries. If the dependency is trusted, add an IP-set exception where supported, create a separate endpoint with an appropriate policy, or include its operating countries in the allowlist. Re-test from the provider’s production network rather than from its corporate office.

The policy is too broad for one route

Move from a distribution-wide CloudFront restriction to AWS WAF or a comparable custom-rule system that can combine geography with the request path. Apply the country condition only to the sensitive route and leave public assets under their intended policy.

Practical decision checklist

  • Is the goal to exclude a short list of countries, or to permit only a short list?
  • Should one policy cover every file, or do paths and APIs need different treatment?
  • Do trusted networks need exceptions?
  • Will a challenge satisfy the goal, or is an unconditional denial required?
  • Can the origin be reached without the edge service?
  • What is the rollback route if administrators are misclassified?
  • Who reviews country lists, IP exceptions, logs, and user-impact reports?

For an entire distribution with one simple policy, CloudFront’s allow or block list is the direct option. For exceptions and layered conditions, use AWS WAF. For a site already behind Cloudflare, use a custom WAF rule with the documented country field and select Block, Allow, or Challenge according to the risk.
