You can broadcast a campus radio-style show on YouTube in India by preparing an eligible, verified channel, sending your mixed audio and any visuals through YouTube Studio and a webcam or encoder, and rehearsing before the event. Clear the rights to every song and other third-party element first. If the campus will also transmit over terrestrial FM as a Community Radio Station (CRS), check the separate Ministry of Information and Broadcasting (MIB) permission framework; YouTube access is not FM permission.
First decide what kind of broadcast you are running
A radio-style program streamed only on YouTube is different from operating a terrestrial FM Community Radio Station. YouTube’s channel and livestream requirements govern access to the platform; they do not establish that a campus has permission to transmit over FM. MIB publishes a separate CRS policy and permission framework. The official material does not settle every legal classification or obligation for every online-only campus stream, so consult your institution’s legal adviser if the boundary is unclear.
| Plan | What to check |
|---|---|
| YouTube-only radio-style show | Meet YouTube’s livestream requirements, clear content rights, and check any legal requirements that apply to the online service and its territory. |
| Terrestrial FM CRS, with or without a YouTube simulcast | Check the current MIB CRS permission process and applicable operating and content rules separately from YouTube setup. |
MIB’s revised CRS policy guidelines were issued on 13 February 2024. Its Community Radio materials also list implementation guidelines for the 2026–31 scheme. MIB says CRS and private FM content are governed under GOPA guidelines and the AIR Broadcast Code. See the MIB Community Radio Stations materials and revised CRS policy guidelines; confirm the current process before planning FM transmission.
Check YouTube eligibility and prepare the channel
- Use an institution-controlled channel. Choose an appropriate station identity and ensure authorized staff can manage access. Treat the stream key as a credential: restrict access and do not publish or share it with viewers.
- Verify the channel and enable live streaming. YouTube’s general guidance says a channel must be verified and have no live-streaming restrictions in the preceding 90 days. First-time activation can take up to 24 hours, so do this well before announcing the show.
- Confirm the requirements for your chosen method. YouTube’s general live-streaming guidance specifies a minimum age of 16. Mobile live streaming has additional requirements, including at least 50 subscribers and a supported device. These mobile conditions are not the same as the general eligibility requirements for webcam or encoder streams; check the current YouTube Help page for your method.
- Create or schedule the event in YouTube Studio. Set the title, description, audience and visibility, then follow the on-screen setup for your selected streaming method. Use an unlisted or private rehearsal where appropriate before making the event public.
YouTube’s live streaming start guide explains the current options and eligibility. Platform rules can change; recheck them before the broadcast.

Choose webcam or encoder production
| Method | Best fit | Trade-off |
|---|---|---|
| Webcam | A single host with a simple setup and few audio sources. | Less suited to a show that needs several microphones, a mixer, playback sources or multiple visual scenes. |
| Encoder | A production using a mixer or audio interface, multiple sources, graphics, or more controlled scenes. | Requires an operator to configure the encoder, select the correct YouTube stream settings and monitor the production. |
YouTube supports mobile, webcam and encoder approaches. For a radio format with multiple audio sources, an encoder gives the production more flexibility. YouTube’s encoder streaming guide describes relevant setup and hardware, including microphones and preamps as possible equipment—not mandatory purchases.
Plan the audio and video signal path
For an encoder workflow, connect host microphones and any permitted playback to an audio interface or mixer. Send the resulting program mix, along with a camera feed or station graphic if you have one, to the encoder. In YouTube Studio, create the stream settings and connect the encoder using the stream key and other settings shown there. The exact routing depends on your equipment and encoder; test the complete path rather than assuming that a microphone connected to one device will be heard by viewers.

- Check that the host microphone is routed into the live mix and that playback is not muted or routed only to headphones.
- Set sensible speech and playback levels; listen for clipping, noise, unintended silence and left-right channel problems.
- If the program includes video, check that the picture and sound remain in sync. A static station graphic can be used for a radio-style show, but test it in the actual encoder scene.
- Do not expose the stream key in a public post, screenshot or shared document. If it is disclosed, replace it in YouTube Studio and update the encoder.
Rehearse, then start the broadcast
- Schedule a rehearsal. Use an unlisted or private test stream so the production team can check the actual channel-to-encoder path before the public event.
- Check the Studio preview. Confirm the correct scene, image, microphone and playback are present. Listen to the preview rather than relying only on meters.
- Check access from a viewer’s perspective. Open the watch page on desktop and a phone, and verify the intended audience can reach it with the chosen visibility setting.
- Monitor throughout the show. Assign someone to watch the live status and listen for changes in audio or video quality. YouTube recommends checking stream accessibility and monitoring audio and video during an encoder event.
- Share the event link in advance. YouTube’s promotional guidance recommends sharing it at least 48 hours before going live. Make sure the link and visibility settings match the event plan.
For event setup and promotion, consult YouTube’s encoder guide and live streaming guidance.
Clear music and other content before going live
The channel operator is responsible for having the necessary rights to the material carried on the stream and for meeting applicable regulatory requirements in the territory. This includes music and recordings, as well as images or other third-party material used in the program. A campus setting, educational purpose, unlisted test, or possession of an audio file does not by itself establish permission for a YouTube livestream.

YouTube may interrupt or terminate live streams that match third-party content. Even material that is licensed can be interrupted if the channel is not allowlisted by the relevant rights holder. Before the event, obtain the permissions the program needs and confirm any Content ID allowlisting arrangements with the rights holder. Review YouTube’s Terms of Service and live-stream copyright guidance. Do not assume that a song cleared for one use or platform is automatically cleared for this stream.
Troubleshoot common broadcast problems
| Symptom | Likely cause | What to check or do |
|---|---|---|
| You cannot start a stream | The channel is not verified, live streaming is not enabled, activation is still pending, or the channel has a recent live-streaming restriction. | Check channel verification and livestream status in YouTube Studio and review the current eligibility page. First-time activation may take up to 24 hours. |
| Mobile streaming is unavailable | The channel or device does not meet the additional mobile requirements. | Check YouTube’s current mobile eligibility, including the subscriber threshold and supported-device requirement, or use a webcam or encoder workflow if eligible. |
| Viewers hear no microphone or playback | The source may not be routed into the encoder’s program mix, or the wrong input may be selected. | Trace the signal from microphone or playback through the mixer/interface to the encoder. Check the Studio preview and listen from a separate viewer device. |
| Audio is distorted, unbalanced or out of sync | Levels, channel routing or the audio/video path may be misconfigured. | Rehearse with speech and playback at realistic levels; check for clipping, mono/stereo routing issues and synchronization before the public stream. |
| The stream is interrupted after music starts | A rights match may have been detected, or the channel may not be allowlisted for licensed material. | Pause the matched material, resolve rights with the relevant owner and verify allowlisting before resuming or scheduling another broadcast. |
| The watch page is inaccessible to intended viewers | The event’s visibility or link may not match the promotion plan. | Check the event’s visibility in Studio and test the watch page from a viewer account or device before sharing it. |
Or let it run in the cloud
If the campus wants a YouTube channel to keep playing a prepared radio-style recording or playlist around the clock, StreamNeo is a cloud option: upload the video, add the YouTube stream key, and go live. It is for uploaded videos, not a live camera or microphone feed.
