Build a large Minecraft city in layers: map its footprint, districts, landmarks, and main routes; mark that plan in the world; test your scale and style in one small area; then expand in phases while keeping a current map, coordinate list, and short change log. Plan enough to protect space and connections, but leave room to adapt as the city takes shape.
1. Set the city’s boundaries and constraints
Before designing individual buildings, choose a site and decide how much land you want to develop. Terrain affects how much terraforming a location will need. In Survival, also account for gathering materials, tools, armor, and food; those resource demands do not apply in the same way in Creative. These practical distinctions are discussed in the community-maintained Minecraft metropolis tutorial.
Mark a rough boundary and identify the features that will anchor the city: perhaps a station, civic center, waterfront, stadium, industrial area, or landmark tower. Reserve generous space around major features so later routes and districts do not crowd them.
2. Make a master plan you can read at a glance
Draw a rough top-down plan on graph paper, in a digital note, or with another medium you will actually update. Label the center, districts, major routes, and distinctive landmarks. A grid can make planning easier, but it is only one option; connected roads and districts matter more than forcing every city into a rigid street pattern.

If the sketch becomes hard to read, add a compact legend. For example, use separate colors for main roads, local streets, residential, commercial and industrial zones, parks, and reserved landmark sites. The metropolis tutorial suggests using plentiful temporary blocks such as scaffolding, wool, terracotta, or concrete to outline proposed areas in-game; color-coding those outlines can make reserved space obvious while you build.
3. Test scale and style before repeating buildings
Choose a few dimensions to guide the city: typical street width, block depth, sidewalk or edge treatment, and the height range for each district. Build a short test street or one small block, then view it both from the ground and from above. A small prototype helps reveal whether roads feel too wide, plots too cramped, or building heights out of proportion before those choices spread across the map.

Keep a recognizable visual language while giving districts room for different identities. A dense center might use taller buildings and more formal roads; a quieter neighborhood might use lower buildings and less regular paths. Repeating a palette or a few architectural details can tie the city together without making every area look identical. The metropolis tutorial likewise recommends varying heights, materials, and open spaces to give areas distinct character.
4. Build outward in manageable phases
Lay out enough of the main road network to protect connections and leave room for future districts. Then focus on one area at a time: establish its routes and plots, build the primary structures, add smaller details, and update your plan. Keep the edge of the city expandable rather than treating the first boundary as permanent.

That balance between structure and flexibility appears in Minecraft.net’s “Colossal City!” feature on City of Anarchs. Builder Joshua described starting with the central district, planning roads, and adding buildings beside them; the team also left room to improvise. The feature reports that the project covered 2,000 by 2,000 blocks and took eight months, with seven builders working on the project and thirteen members in Octovon overall. Those are details of one featured build, not recommended targets or a typical schedule.
Do not decide every small road before you know what it needs to connect. The community tutorial suggests creating roads as needed rather than forcing buildings to follow a predetermined path. Use that as a flexible principle, not a rule: a planned grid, a winding terrain-led layout, or a mix can all work if routes connect useful places.

5. Keep one current record of the build
Use one plan as the source of truth, with named zones and a short landmark list. For each important site, note its coordinates and status so you can distinguish planned areas from work already underway.

After each building session, update only what changed: mark finished work, revise a route or boundary if needed, and write down the next one or two tasks. Periodic overview screenshots can help you compare progress. Backing up the world before major edits is also a prudent safeguard; there is no universal schedule that suits every project.

6. Choose editing tools for your edition and task
Tools can save time on repetitive work, but their setup and scope differ. Check the documentation for your edition, platform, installation, and permissions before relying on a particular workflow.

For a city project to stay legible, the essential system is simple: protect the broad layout, make the plan visible in the world, test the look at small scale, and keep the record current as you build.
