Build an Elementor popup from WP Admin > Elementor > Editor > Templates > Popups, design it in the Elementor Editor, then publish it with three separate controls: display conditions decide where it is eligible, triggers decide when it opens, and advanced rules limit frequency or targeting. Elementor popups are templates, not ordinary page sections. You create one in the Popups area, edit it on a modal canvas, and publish it independently from the page content. Before starting, prepare the following:
- WordPress administrator access: You need to reach the Elementor template manager in WP Admin.
- Elementor Pro on an Advanced plan or higher: The Popup Builder, display conditions, triggers, and advanced rules are Pro features. If Pro is not installed and activated, the Popups template area or its targeting controls may not be available.
- A defined job for the popup: Decide whether it collects newsletter signups, promotes an event, announces maintenance, opens a contact form, or presents a two-step offer. A clear job determines the copy, button, and trigger.
- A destination page or content scope: Know whether the popup belongs on one landing page, the front page, a category, a post type, or the entire site.
- The interaction model: Choose between an automatic campaign popup and one that opens only after someone clicks a button.
Think of the configuration as three layers. Conditions establish the set of pages where the template is allowed to appear. Triggers describe the visitor action that opens it. Advanced rules add limits such as repeat frequency, session history, referral source, or device. A popup can have a valid condition and still remain closed until its trigger occurs.

1. Confirm that Popup Builder is available
Elementor’s Help Center states that the Popup Builder and its display conditions, triggers, and advanced rules are available exclusively in Elementor Pro Advanced plans and higher. This statement was last updated August 27, 2026. Confirm that the Pro plugin is installed, activated, and connected to the site before troubleshooting a missing Popups menu.
A standard Elementor page editor license is not enough for this workflow. If your account does not include the required Pro tier, you can still design ordinary pages, but the documented popup creation and targeting controls are not part of that feature set. Activate Pro first, then return to the template manager rather than trying to construct a modal from a regular section.

2. Create a popup template
- Sign in to WordPress and open Elementor > Editor > Templates > Popups.
- Click Add New Popup.
- Enter a descriptive name, such as Game launch newsletter, Weekend tournament announcement, or Contact form overlay. The name is for managing templates; it does not have to be the headline visitors see.
- Click Create Template. Elementor opens the template library.
Use a name that identifies both the purpose and, when useful, the scope. For example, Homepage beta signup is easier to distinguish from Site-wide sale banner than a generic name such as Popup 1. Clear names become especially valuable when a site has several campaigns with different conditions.
3. Choose a starting design
At the template-library screen, you have two legitimate starting points:
Insert a library template
Select a prebuilt popup when you want a layout quickly. Replace its text, imagery, colors, form fields, and button so the design matches your site and the specific offer. Remove sections that do not support the popup’s single job; a compact message is easier to understand than a crowded template.
Start from a blank canvas
Close the library and build the popup yourself when you need a custom campaign, a form with unusual fields, or a visual system that must match an existing game-news or community site. Starting blank also prevents inherited buttons or effects from a library design from conflicting with your intended trigger.

Write the promise before styling. A newsletter popup should explain what subscribers receive and how often. A tournament announcement should state the date and the action required. A two-step offer can use the first view to qualify interest and the next view to collect details. The trigger should support that promise rather than interrupting readers at an unrelated moment.
4. Design the modal in the Elementor Editor
Elementor’s popup settings control the modal’s size and position, while the editor controls its content. Set the container dimensions before fine-tuning typography so you know how much room the message has.

Set width, height, and position
Use the popup settings to choose width, height, and horizontal position. For a full-screen treatment, Elementor documents 100vh for both width and height. A full-screen layout can work for a launch notice or age gate, but it demands careful mobile testing because it removes the surrounding page context. A compact modal is usually better for a newsletter or contact form that should not obscure the article.
Keep the content area large enough for the heading, explanation, form or button, and close control without forcing unnecessary scrolling. If a long form needs scrolling inside the modal, make that behavior obvious and preserve access to the close control.
Add the content and action
- Heading: State the benefit or announcement in one glance.
- Supporting copy: Explain what happens after the visitor submits or clicks. Include timing or frequency details when they affect the decision.
- Primary action: Use a specific label such as Join the beta list, See tournament rules, or Send a question instead of a vague label.
- Form: Include only fields required for the stated purpose. Confirm the form’s destination and success behavior before publishing.
- Background and contrast: Make the modal distinct from the page while keeping text and controls readable.
- Close control: Provide a visible close button or icon and leave enough spacing for touch input.
Check responsive presentation
Adjust the layout for desktop, tablet, and mobile views in the editor. Shorter headings, stacked fields, and a full-width button often fit small screens better than a desktop two-column arrangement. Check that the close control remains reachable when the on-screen keyboard appears and that no important text is hidden behind a viewport edge.
For keyboard users, verify that focus can reach the form and close control, that the focused element is visible, and that closing the modal returns the visitor to the page rather than leaving an unusable overlay. These checks are practical quality controls; Elementor’s configuration documentation describes the controls but does not certify the behavior of a particular site.
5. Publish and set Display Conditions
- When the design is ready, click Publish.
- Elementor opens the Display Conditions panel.
- Add an include rule for the content scope that should be eligible. Depending on your site, that may be the entire site, the front page, a category, a post type, or a selected page.
- Add exclusions for areas where the popup would be irrelevant, such as a checkout flow, a confirmation page, or a page that already contains the same form.
- Confirm the rule and continue to trigger settings.
Conditions answer only the where question. An include rule for the entire site makes the popup eligible across the site, but it does not by itself tell Elementor whether to open on page load, scroll, inactivity, exit intent, or a click. Conversely, a carefully chosen trigger cannot rescue an overly broad condition: a click trigger paired with an entire-site condition can still make the button action available wherever that template is eligible.
Examples of useful condition scopes
- Front-page announcement: Include the front page and exclude inner articles so readers who arrive directly at a story are not interrupted.
- Category newsletter: Include the game-review category and exclude pages where another subscription form is already prominent.
- Single landing page: Include only the campaign page when the popup supports one event or download.
- Site-wide utility: Include the entire site only when the message genuinely applies to every visitor, and pair it with frequency limits.
6. Configure the trigger
After conditions, open the Triggers settings. Elementor defines triggers as when to open based on user-specific actions. Select a trigger that matches the visitor’s intent and the amount of interruption your message requires.

Use one trigger that explains the moment of opening. Combining several automatic triggers can make it difficult to predict behavior and can produce repeated interruptions. If the campaign needs more than one condition, use advanced rules for frequency or audience constraints instead of piling on unrelated triggers.

7. Make a popup open from a button click
A button-opened popup is different from an automatic campaign popup: the visitor has already expressed intent by selecting the button. The popup must be available on the page that contains the button, and the configuration must use an on-click or manual approach rather than a page-load trigger.
- Set the popup’s display condition so the page containing the button is included. If the button appears on several pages, include the smallest shared scope that covers those pages.
- In the popup’s trigger configuration, choose the on-click or manual behavior. Do not enable an automatic page-load delay for this interaction.
- On the page, place the button next to the explanation that prepares the visitor for what will open, such as a contact form, signup form, or rules panel.
- Associate the button with the intended popup using Elementor’s popup-opening action for that button. Select the specific popup template rather than relying on a broad site-wide campaign.
- Save the page and test the button as a logged-out visitor on desktop and mobile. Confirm that the popup opens only after the click and that refreshing the page does not open it by itself.
If the button appears to do nothing, first check scope: a popup excluded from that page is not eligible, regardless of the button action. Next check that the selected template is the one you published and that its trigger is manual rather than an automatic trigger. Finally, test after clearing a cached page or using a private window so an older template version does not mask the change.
8. Add Advanced Rules for frequency and targeting
Open Advanced Rules after selecting the trigger. These rules refine eligibility for visitors who might otherwise see the popup too often or in the wrong context.

Require a number of page views or sessions before showing an offer when the visitor should first understand the site. This is useful for a community site that wants readers to browse before asking for a subscription. A page-view rule counts browsing within the site, while a session rule waits for a later visit; choose the one that matches the relationship you want to build.
Maximum display limits
Cap the number of times the popup can display. A maximum protects returning visitors from an endless announcement loop, especially when the underlying campaign remains active for several weeks. Set the cap in combination with the popup’s purpose: a one-time maintenance notice should not compete with a recurring newsletter prompt.
Referral URL targeting
Use a referral URL rule when visitors arriving from a particular campaign, partner, or social post need different copy. Keep the message consistent with the promise that brought the visitor to the page; a mismatch can feel like a bait-and-switch.
Device targeting
Apply a rule for device when the offer or layout is appropriate only on desktop, tablet, or mobile. Device targeting does not replace responsive styling: a mobile-only popup still needs a usable mobile layout, and a desktop exclusion should be tested on the actual devices that visitors use.

Frequency controls are especially important for automatic triggers. A delay, scroll event, or exit-intent trigger can recur as visitors browse unless advanced rules limit displays. For a button-opened popup, keep the rules aligned with the user’s explicit action; an aggressive frequency cap can make a button appear broken when the visitor expects it to work each time.
9. Save, close, and verify the complete path
When the condition, trigger, and rules are configured, click Save & Close. Then verify the behavior on the page and device where it should appear. Use this checklist:
- Eligibility: The popup appears on every intended page and nowhere that an exclusion should remove it.
- Timing: An automatic popup opens at the selected page-load, scroll, inactivity, or exit-intent moment; a manual popup waits for the button.
- Frequency: Reloading or revisiting behaves according to the page-view, session, and display limits you selected.
- Close behavior: The close button is visible, clickable, and effective on desktop and touch screens.
- Keyboard behavior: A keyboard user can reach the close control and the main action without getting trapped behind the overlay.
- Mobile layout: Text, fields, buttons, and the close control fit the viewport without unintended horizontal scrolling.
- Form destination: A test submission reaches the configured destination and displays the intended success or error state.
- Fresh visitor test: Use a private window or clear relevant site data when checking a rule that depends on sessions or prior displays.
Elementor’s official creation guidance documents the publish flow and settings. The final verification is a site-owner responsibility because caching, other scripts, consent tools, and existing templates can affect what a visitor sees.

The Popups area is missing
Confirm that Elementor Pro is installed and activated and that the subscription tier is Advanced or higher. The Popup Builder is not part of the basic editor feature set.
The popup appears on every page
Review Display Conditions for an accidental entire-site include rule. Replace it with the specific page, front page, category, or content scope that should be eligible, then add exclusions for overlapping areas.
The popup opens immediately instead of after a button click
Inspect Triggers and remove page-load or delay behavior. Use the on-click or manual approach, confirm that the button is associated with the intended popup, and test in a fresh session.
The button does nothing
Check that the button’s page is included by the popup’s conditions and that the selected template is published. A template excluded from the page cannot be opened there. Also verify that the button points to the current popup rather than an older duplicate.

Returning visitors see the same message repeatedly
Open Advanced Rules and set appropriate page-view, session, or maximum-display limits. If the popup is site-wide, narrow its conditions or add a frequency cap rather than relying on visitors to close it repeatedly.

Switch to the mobile view in the editor, reduce oversized spacing, stack columns and fields, and keep the close control inside the visible area. Retest with the keyboard open if the popup contains a form.
Two popups compete on the same page
Look for overlapping conditions and automatic triggers from other popup templates. Exclude the page from one campaign or use a single template with a clearly defined trigger so the visitor receives one coherent interaction.
11. Choose the right popup pattern
Automatic announcement
Use a page-load delay when every eligible visitor needs a short, urgent notice, such as a scheduled service interruption. Keep the condition narrow if the notice concerns only one game, category, or event.
Engagement-based offer
Use a scroll threshold, scroll-to-element trigger, or click count when context matters. A reader who has reached the end of a long review has demonstrated more interest than someone who has just arrived, so the later trigger can support a more relevant subscription request.
Help or recovery prompt
Use inactivity when the visitor may be stuck on a form or configuration page. The message should offer assistance rather than repeat the original sales pitch.
Exit-intent message
Reserve exit intent for a genuinely useful last opportunity, such as saving progress or receiving event details. Pair it with display limits so the same visitor does not encounter it on every page.
User-invoked utility
Use a button-opened popup for contact forms, rules, registration details, or a second-step offer. The click itself supplies intent, so avoid adding an automatic page-load trigger that competes with it.
12. A concise launch checklist
- Verify Elementor Pro Advanced or higher is active.
- Open Elementor > Editor > Templates > Popups and click Add New Popup.
- Name the template and click Create Template.
- Insert a library design or start blank.
- Set dimensions and position, then build the content, action, form, background, and close control.
- Check desktop, tablet, and mobile layouts.
- Click Publish and define Display Conditions for the intended pages.
- Select a trigger that matches the interaction; choose on-click or manual for a button.
- Use Advanced Rules for page views, sessions, display caps, referral URLs, or device targeting where needed.
- Click Save & Close and test eligibility, timing, frequency, close behavior, keyboard access, mobile layout, and form delivery.
The reliable Elementor workflow is therefore template first, design second, conditions third, trigger fourth, and advanced rules last. Keeping those decisions separate makes it clear whether a problem concerns where the popup is allowed, when it should open, or how often a visitor should see it.
