Build the repeatable video operation before you build the crew. For most organizations, the strongest first hire is a versatile producer who can connect a business goal to a finished video, while establishing intake, prioritization, templates and review practices. Add specialist roles and equipment only when recurring work shows a real need.
Should you build an in-house team, outsource, or use both?
An internal team is most compelling when video is a consistent business need, outside turnaround is too slow, and recurring outsourced spend compares unfavorably with the full cost of an internal operation. It can accumulate brand and business context, retain access to raw footage and project files, and make repeat work easier to coordinate. Those advantages do not guarantee lower costs: weigh volume, speed, operating costs and the specialist skills required.
If you need only occasional high-end brand films, an agency may remain the better fit. The right model also depends on the job: SaaS product education, funnel content, brand storytelling and internal communications call for different formats, capabilities and budgets.

A hybrid model is often practical: keep repeatable work inside and bring in freelancers or agencies when the brief exceeds the team’s expertise or capacity. The official MSKTC video production guide notes that a producer may be internal or external depending on available expertise and technology.

Who is the first hire?
Hire for end-to-end ownership
Start with a producer who can take a goal from brief to finished video and can also shoot or edit. The role should combine practical production ability with the judgment to clarify objectives, coordinate stakeholders and move a project forward. A camera operator alone may make good footage, but will not necessarily build the system the organization needs.
Ben Jay, Head of Video at Trustpilot, recommends starting with repeatable production systems and a producer to build and run them, rather than buying gear or hiring crews first. He describes an effective first hire as “one versatile producer who can be on tools (shooting and editing) and can take a business goal and return a finished video.” Jay’s recommendation was published on 20 July 2026; it is practitioner guidance, not a universal org chart.

Map the work your team must do, then decide which capabilities need dedicated owners and which can be combined. Common functions include:

Use an intake brief that makes the purpose clear
A form should help the team understand the work, not merely collect requests. Ask for:
- Business goal, target audience and problem the video should address.
- Primary message and call to action.
- Release date, distribution channels and required aspect ratios.
- Deliverables, stakeholders and the person authorized to approve the work.
Prioritize requests by value and complexity, then set expectations for different production tiers. Give internal teams templates and toolkits for simple, on-brand work that does not require specialist production time.

Make the workflow visible
Track each project from concept and scripting through production, rough cut, review, final cut, delivery materials such as copy and thumbnails, and performance data. For every stage, make the owner, deliverable, priority, date and review milestone visible. Agree on review rounds and who can approve them; a large or unclear reviewer group can slow delivery.
Schedule the whole job, not just the shoot
Allow time for scripting, shot lists, filming, edits, feedback and delivery, plus buffer for setup, revisions and schedule changes. The MSKTC guide warns that video can be time-intensive and that last-minute requests may make internal production impractical or increase contractor costs. Keep raw footage and project files organized so the organization can locate and reuse them.

What equipment should you buy first?
Start with the formats and frequency
List the work you expect to make—events, interviews, tutorials, social videos or edits built mainly from stock footage—and buy for those recurring tasks. For event work, portability may matter more than a large lighting setup. If the team mostly edits stock footage and rarely films, editing software and an asset library may deliver more value than a camera kit.

Storyblocks’ equipment guide gives a vendor-provided example starter setup around $5K: a mirrorless camera, versatile zoom lens, wireless lavalier system, two-light COB kit, spare batteries and media, tripod and teleprompter. Choose tools your editors can use
Editing software is a core post-production tool. Favor software your editors already know unless there is a compelling reason to switch; a new tool can introduce training and workflow costs as well as a license expense.
Rent to test occasional gear
Rent unfamiliar equipment before buying, or rent specialized gear for a particular event rather than carrying a large capital cost for rare use. Storyblocks quotes Nolan Nichols, Manager of Video Production at the U.S. Travel Association: “Renting can give you a better idea of what you want to buy.” Its guide points to ProductionHub for equipment rentals in the United States and Canada.

What should the operating budget include?
Do not compare an internal team with a contractor quote by looking at salaries or camera costs alone. Build a full estimate around the work you expect to produce and include:
- Producer and editor time, scripting and project coordination.
- Voice-over, transcription, music and motion graphics where needed.
- Travel, equipment, editing software and any asset-library costs.
- Additional edit rounds and the time required for stakeholder feedback.
Complexity rises with video length, interview and scene count, locations, graphics and schedule changes. Define review rounds and agree in advance on contractor cancellation or delay terms.
