Open the Infrastructure road builder, select two locations, and inspect the route preview before committing. The tool can build a path chosen for proximity, but roads are most useful when they address a valuable location’s weak proximity, control, or market access—not simply because a road can be built there.
How to build a road in EU5
- Open the Infrastructure road-builder tool.
- Choose the origin and destination locations. By default, the builder searches for a best-proximity path between them and builds all possible road segments along it, according to Paradox’s Tinto Talks 122.
- Review the route preview. Check which segments the tool proposes and whether the route makes sense for the locations you want to connect before confirming construction.
- Check river and maritime alternatives. The 1.4 update describes a builder that can skip road segments where rivers or maritime connections already provide better proximity. The “Ignore Rivers” option can override river-skipping behavior when you want a road to cross a river.
How roads can help control and the economy
Roads can improve proximity to the capital, market access, and army movement. Those are distinct benefits: a route that helps movement does not necessarily solve a location’s control or market-access problem. The fan-made Paradoxpedia economy reference describes these mechanic relationships, but marks some formula details as partial. Treat the effects as directional rather than expecting a fixed return from every road.
Control matters because it affects how much tax and production value a location contributes. Paradox’s 1.4 update also describes an “Uncontrolled Wealth” map mode, which can help identify wealth escaping control. Use it to find candidate locations, then consider whether a road is an appropriate response; roads are not the only possible control measure, and governors may also be relevant.
Which road project should you prioritize?
Compare prospective projects against the same practical checks. A route can be valuable when it improves a relevant location’s proximity or market access, but its value depends on the campaign, map, construction cost, and alternatives.

- Target value: Is the location economically important, and is weak control causing wealth to escape?
- Proximity and market access: Would the proposed route address a real bottleneck for the target rather than merely add road segments?
- Existing connections: Could a river or maritime connection already provide better proximity?
- Opportunity cost: Is the expected benefit worth the road’s construction cost and the use of construction capacity that could go elsewhere?
- Other control options: Would a governor or another control measure be a better complement or alternative?
There is no universal best route or guaranteed income increase: the marginal benefit is location- and patch-dependent, and no controlled comparison establishes a general cost-benefit ranking.
