How to Check a Rental Property’s Expenses Before You Buy

A practical checklist for verifying rental property costs before closing, from tax bills and leases to insurance quotes, inspection findings, and repair estimates.

Before you buy a rental property, treat the seller’s expense summary as a claim—not a forecast. Verify bills and records, check local charges independently, get current insurance and repair quotes, and use an inspection to uncover likely costs. Then build a cash budget that separates recurring operations from one-time repairs and future replacements. The real figures depend on the property, its condition, coverage, and local rules.

What expenses should you verify?

Check the same cost categories across the seller’s records, public information, and current quotes. Identify who is responsible for each bill: an owner-paid expense may be tenant-paid under one lease, included in an association’s services, or likely to change after a sale.

  • Property tax: Latest bill, assessment record, and any notices or changes to the assessment.
  • Insurance: Current policy information and a quote for the property’s intended rental use, including relevant supplemental coverage.
  • Utilities: Recent bills, service fees, seasonal variation, and which utilities the owner must pay.
  • Association charges: HOA or condominium dues, assessments, reserve responsibilities, and rental restrictions, if applicable.
  • Operations: Management and service fees, routine maintenance, pest control, legal or accounting services, and vacancy-related carrying costs.
  • Financing and purchase costs: Your own loan terms and closing costs; keep one-time purchase costs separate from annual operations.
  • Repairs and replacements: Current defects, deferred maintenance, and systems that may need work or replacement soon.

These are categories to investigate, not standard amounts. Taxes, premiums, utilities, repair costs, and association charges vary by location, building, coverage, and condition. National figures cannot establish what a particular property will cost.

How do you verify the seller’s expense history?

Request documents, not just a pro forma

Ask for a year-by-year operating history supported, where possible, by original bills or third-party records. Request tax bills and notices, insurance declarations and renewal premiums, utility statements, HOA or condo dues and assessment notices, repair invoices, service contracts, management statements, pest-control records, warranties, and current leases. IRS guidance describes the importance of keeping records that support rental income and expenses, including bills, receipts, and canceled checks: IRS Publication 527.

For every charge, note the amount, period covered, payer, and whether it is recurring. Reconcile totals against bank or management statements if available. Compare leases with utility accounts and seller explanations to confirm who actually pays each bill.

Look for gaps and misleading totals

  • Missing months or years can make a total unrepresentative.
  • A one-time repair should not be presented as an annual recurring bill—or ignored when it signals deferred maintenance.
  • Separate personal expenses from property expenses and identify costs paid by an association.
  • Check whether current arrangements are likely to change after closing, including insurance, utilities, management, or assessments.
  • Treat a rounded estimate or listing pro forma as a starting point, not a substitute for documentation.

How do you check taxes, insurance, utilities, and HOA costs independently?

Property tax

Look up the property’s latest tax bill and local assessment record, then contact the assessor or tax authority with questions about the assessment and billing. A past bill may not predict your cost if a sale or reassessment changes the taxable amount. The Consumer Financial Protection Bureau (CFPB) recommends checking local tax records and authorities when researching ownership costs: CFPB: Prepare your finances.

Insurance

Get a current quote using the property address, intended rental use, age and condition, and the coverage you are considering. Ask whether flood or other supplemental coverage is relevant, and review deductibles and exclusions as well as the premium. Risk exposure can affect insurance and repair costs; CFPB advises buyers to investigate disaster risk as part of assessing costs: CFPB: Think about the risks.

Utilities and association charges

Ask for recent utility bills and confirm responsibility under the leases. Check rates, service fees, and seasonal patterns rather than relying on one month. For a condo or HOA property, obtain current dues, the budget or fee schedule, information about reserve and maintenance responsibilities, pending assessments, and any restrictions affecting rentals. How should an inspection change your cost estimate?

Arrange an independent inspection early enough that you can consider its findings before proceeding. CFPB says: “You want an independent home inspector who is accountable to you and gives you a complete inspection and an honest opinion.” Its guidance also distinguishes an inspection from an appraisal: CFPB: Schedule a home inspection.

Use the report to sort work by timing and urgency:

  • Immediate: Safety or habitability issues that need prompt attention.
  • Near term: Repairs or system replacements indicated by condition or age.
  • Routine: Ongoing upkeep supported by the property’s maintenance history.

If the general inspection flags a major defect or a system requiring closer review, obtain a relevant specialist evaluation and a written local estimate. An inspection cannot guarantee that every defect will be found; consider it alongside seller disclosures, permits and maintenance records where available. Its findings may help you decide whether to proceed or negotiate repairs or a credit, but the options depend on your purchase contract and market circumstances.

How do you turn the evidence into a realistic budget?

Separate recurring costs from irregular needs

Build a monthly and annual operating-cost table using verified figures. Keep variable and irregular items visible rather than burying them in a single expense ratio. Alongside recurring operations, create a separate schedule for deferred maintenance and likely repairs or replacements identified by inspection. Use written estimates for work; the available guidance does not establish a universal reserve percentage or standard repair allowance.

Show documented current bills separately from plausible changes, such as a new insurance quote, a changed tax assessment, or a repair identified during inspection. Include costs the seller’s current arrangement may not reflect—for example, owner-paid utilities, management, HOA charges, or insurance for your intended use.

Keep cash flow, financing, and taxes distinct

Use your own loan terms and assumptions to calculate financing and cash flow. Keep closing costs and one-time repairs out of the annual operating total, while still accounting for them in the cash needed to buy and prepare the property. Do not treat a tax deduction as money off a bill or as proof that an expense makes economic sense.

For U.S. federal tax purposes, IRS guidance lists common rental expenses such as insurance, interest, legal and professional fees, management, repairs, taxes, utilities, and depreciation. It generally distinguishes repairs and maintenance from improvements, which may need to be capitalized and recovered through depreciation. Whether a cost is deductible, and when, depends on the facts and current rules. Do not assume the seller’s tax treatment will apply to you; consult a tax professional about your situation.

How can you compare two rental properties fairly?

Use the same periods and categories for each candidate. Mark each figure as documented, quoted, estimated, or unknown so that a missing number does not look like a confirmed cost.

Compare Evidence to use
Property tax Latest bill, local assessment record, and information from the relevant authority about how billing or assessment may change.
Insurance Current quote, coverage limits, exclusions, deductibles, and relevant hazard exposure.
Utilities Recent bills, seasonal context, and lease terms identifying the responsible party.
HOA or condominium Dues, assessments, budget or fee schedule, reserve and maintenance responsibilities, and rental restrictions.
Condition and repairs Maintenance history, inspection findings, specialist assessments, and written near-term repair estimates.
Operations and leasing Management and service fees, leases, vacancy-related carrying costs, and responsibility for each expense.
Purchase and financing Your loan terms and closing costs, shown separately from recurring operating costs.

This comparison helps expose differences; it is not a universal investment scoring formula. Rent, vacancy, future costs, financing, and local law also affect results, and no return can be inferred from expense records alone.

What U.S. reference figures should not replace a local estimate?

A CFPB monthly payment worksheet gives illustrative national reference figures of a 1.1% median annual property-tax rate and $750 annually for homeowner’s insurance. The worksheet’s publication year is not established, it cautions that costs vary, and the insurance figure is not a current quote for a rental property. Use the property’s local tax record and an address-specific rental insurance quote instead: CFPB monthly payment worksheet.

The federal tax discussion here is U.S.-specific. State and local tax rules, landlord-tenant law, disclosure requirements, assessment practices, licensing, insurance availability, and actual charges depend on the property’s jurisdiction and circumstances. Confirm local requirements with the relevant authorities and qualified professionals.
