Steam’s bundle rules determine whether you pay for games already in your Steam library; a duplicate-key error means a particular code has already been tied to a Steam account. Check the offer while signed into the account that will receive it, then follow the support route for the type of key you have.
First, identify what kind of offer you’re checking
A Steam store bundle is a discounted collection of packages sold through Steam. Steamworks documents two purchase types, and they handle existing ownership differently. A third-party offer that supplies activation keys is a separate arrangement: Steam’s store-bundle rules do not establish what that seller will deliver.

Steamworks also states that Steam store bundles cannot have keys associated with them. Developers who need keys that grant multiple products are directed to use a key-only package instead. So, don’t assume a Steam store bundle and a third-party multi-game key offer work the same way. Valve’s Steamworks documentation on bundles explains the distinction.
How Steam bundle types handle games you already own

These rules refer to ownership in the Steam account making the purchase. Don’t assume owning a game on another platform counts as owning it on Steam.

Check a Steam store bundle before buying
- Sign in to the right Steam account. Use the account that will receive the purchase; bundle eligibility and the treatment of owned items depend on that account’s library.
- Open the bundle’s Steam store page and inspect its included products. Check whether the offer is listed as Complete The Set or Must Purchase Together.
- For Complete The Set, review the checkout total. Steam’s documented rule is to charge for and grant only the included items not already in your library. Confirm the displayed total before completing the purchase.
- For Must Purchase Together, check that none of the included products is already owned. This type is purchasable only if you own none of them.
- If a game seems to be missing, check the account and Library filters. Steam Support recommends checking that you’re signed into the correct account and that Library filters aren’t hiding the game. See Steam Support’s missing-games guidance.
What a duplicate-key error means
Steam Support says a duplicate product code error means the key has already been tied to a Steam account and cannot be registered again. That is different from owning one of the games in a Steam store bundle: bundle eligibility concerns products in the purchasing account’s library, while the error concerns the specific code’s registration history. Removing a game from your library does not make a previously redeemed key reusable.
If you believe you never successfully registered a retail key, contact the retailer that supplied it. Steam’s duplicate-key guidance says Steam Support cannot issue a replacement CD key for a retail duplicate. Check which kind of key you have before seeking help
Not every key associated with Steam is used to add a game to your Steam library. Steam distinguishes retail or digital product codes that register products on Steam from Steam-issued activation keys that appear in your library under Manage → CD keys. The latter register a product with a third-party client or service.

- Retail or digital key that registers a product on Steam: For a duplicate, contact the retailer if you believe the code was never registered by you. Steam’s duplicate-key guidance says it cannot provide a replacement retail CD key.
- Steam-issued key for a third-party client or service: If it is invalid or duplicate, contact the game’s third-party developer or publisher support team. See Steam Support’s explanation of Steam-issued activation keys.
- Third-party seller’s multi-game offer: Check the seller’s own listing for the contents and key format. Steam’s rules for store bundles do not tell you what a separate seller will deliver.
