Before paying, check the specific item page and the seller’s current terms. Confirm whether you are buying, renting, or subscribing; what downloading and offline play mean; how long access lasts; and whether access depends on an account, app, device, or DRM. A file saved to your device does not by itself prove that you own it or can use it indefinitely.
What “download” and “keep” actually mean
“Download” usually describes how content is delivered or stored—not the rights attached to it. The EU digital-content directive gives downloading and storing an e-book as an example of a single act of supply; the license and applicable terms determine how the content may be used afterward. For a game, the key question is not only whether a file can be installed, but whether you can continue to launch and use it under the stated conditions.
Likewise, “keep” can mean different things: retain a local file, continue using a license, or keep access through an account or service. Those are not interchangeable. The FTC’s April 2024 consumer guidance puts it plainly: “When you click on the ‘buy’ button for a digital product, it really depends.” FTC guidance on digital purchases.
How to check a game or other digital item before paying
- Identify the transaction. On the item page, determine whether the offer is a one-time purchase, rental, or subscription. Do not infer duration from a button labeled “Buy” or “Download.” A platform can offer different access models within the same storefront.
- Read both item-specific and general terms. Check the game or content description and its usage terms, then the store or service agreement. PlayStation recommends reviewing both the content description and usage terms; the item-specific conditions can vary by category and title.
- Search for the clauses that define time and availability. Look for words such as “indefinite,” “authorized term,” “subscription,” “offline,” “download,” “redownload,” “withdrawal,” “availability,” and “termination.” Note the exact condition attached to each term. “Indefinite” is not necessarily the same as an unconditional guarantee that access will last forever.
- Check how offline access works. Confirm whether the particular item can be downloaded, whether it remains playable offline, and whether it needs periodic online authentication. A store’s general download feature does not prove that every item has the same offline rules.
- Check technical and account limits. Find out which app or software is required, how many devices can be activated, whether the license is tied to an account or territory, and what happens if you replace a device or lose account access. Check whether transferring the file or account is permitted.
- Check withdrawal and redownload terms. Find out whether you can redownload after uninstalling, and what happens if the item is removed from sale or the seller loses rights to provide it. Initial download access and future redownload access are separate questions.
- Save the terms that apply at purchase. Keep a copy or record of the item page and applicable terms. This is useful documentation, not a guarantee: terms may change, and the contract and local law that apply to your transaction matter.
Compare options by the rights that matter
If you are choosing between games or stores, compare the actual conditions rather than relying on price or the word “buy.”

DRM can affect whether content works across devices, as the FTC explains in its digital-content guidance. A file that is technically present on a device may still depend on compatible software, authorization, or continued access to an account.
What platform terms illustrate—and what they do not
PlayStation Store: different forms of licensed access
The cited PlayStation Store terms are for the United States. They describe purchases as a personal, private, non-commercial license and say the purchaser does not own the product. The terms distinguish video rentals, other licensed content for an indefinite duration, and content supported by advertising or promotions. Downloading, device limits, account association, and availability conditions vary by content category and item. Apple Media Services: purchase does not settle future availability
Apple’s terms say a transaction acquires a license to use content. The cited Ireland terms also say that, although described as unlikely, content may become unavailable for further download or access after purchase—for example, if Apple loses relevant rights from a content provider. That is a regional example; check the current terms for the storefront where you buy rather than applying it to every Apple marketplace. Apple Media Services terms for Ireland.
Steam: check the user agreement, not assumptions about game ownership
Steam’s Subscriber Agreement describes a non-exclusive right to use content and services for personal, non-commercial use. That is a reason to read the applicable agreement rather than assume a digital game purchase is unrestricted ownership of software. Steam Subscriber Agreement.

Kindle: marketplace and membership terms can matter
The cited Kindle terms are for the UK. They grant personal, non-commercial use of Kindle content through Kindle software or as the service permits, subject to supported-device terms; subscription content is tied to an active membership. Can you redownload it later or keep playing if it is removed?
Do not treat the ability to download once as a promise of permanent redownloads. Apple’s cited Ireland terms acknowledge that further downloads or access can become unavailable in some circumstances. Store and item terms may also address removal, licensing changes, account access, or service termination differently. Check the specific clauses before purchase; the fact that a game is no longer listed for sale does not, by itself, tell you what happens to an existing license.

Also distinguish a local copy from a usable copy. A downloaded game may require the seller’s app, account authorization, supported hardware, or an online check. Terms and technical requirements together determine whether you can continue to use it and under what conditions.

There is no universal rule in these examples guaranteeing that every digital purchase remains accessible forever. The European Commission says Directive (EU) 2019/770 on contracts for digital content and digital services applied from 1 January 2022 after member states transposed it into national law. It provides remedies for faulty digital content or services: depending on the circumstances, a consumer may ask the trader to fix the problem and, if it persists and applicable conditions are met, seek a price reduction or terminate the contract for a refund.
