A nearby city is not automatically the best location: test the routes your viewers actually use, and consider whether a CDN can deliver cached video closer to them.
Start with the stream, the audience, and the constraints
Before asking providers for quotes, document what the server must do and what cannot be compromised. AWS recommends accounting for user location, data location, and other constraints when selecting a region (AWS Well-Architected performance efficiency guidance, 2022-03-31).
- Audience: Map viewers by geography and, where possible, by access network or ISP. Identify the regions that matter most rather than choosing based on the operator’s office location.
- Workload: Record whether you serve interactive live video, scheduled live streams, or a large video-on-demand library; estimate ingest, storage, transcoding, origin, and delivery needs.
- Dependencies: List where storage, ingest, transcoding, databases, authentication, and other services live, including cloud regions and existing network links.
- Service objectives: Define expected capacity, growth horizon, acceptable interruption, recovery objectives, and maintenance needs.
- Hard constraints: Identify data residency and security obligations, permits, required go-live date, power availability, and budget boundaries.
Do not select a city before these inputs are clear. Without the audience distribution, workload, jurisdiction, and route measurements, there is no defensible universal “best” location.
Measure network performance from viewers, not from a map
For streaming delivery, proximity can help, but a short geographic distance does not establish a good network path. Procore’s industry guide describes video streaming as latency-sensitive and points to network-rich, population-adjacent sites as relevant considerations (Procore’s data center location guide). Treat that as a starting point, then collect measurements from representative viewer locations and ISPs.

- Latency: Measure round-trip delay along the relevant paths, including the path to the origin or delivery layer.
- Jitter: Check variation in delay, which can matter for real-time and interactive services.
- Throughput: Verify available capacity under expected load, not only a provider’s headline port speed.
- Packet loss and failure behavior: Observe losses and what happens when a route or circuit fails.
- Peak periods: Test when viewer networks and upstream paths are busy where possible.
Request route information from candidate providers and run tests from networks representative of your audience. A test from one office connection is not a substitute for coverage across relevant ISPs and regions.
Separate the origin location from viewer delivery
The server that ingests or stores a stream and the locations that deliver video to viewers are separate architectural decisions. AWS recommends considering edge services and caching for latency-sensitive delivery; CDN edge locations can cache content and respond nearer to users (AWS Well-Architected performance efficiency guidance). A nearby origin alone does not guarantee fast startup or uninterrupted playback.
Compare the path and cost between the origin, storage, transcoding, cloud services, and any CDN. For interactive live streaming, give latency and jitter greater weight. For a large VOD library, origin-to-CDN economics, storage geography, and egress may matter more. These priorities depend on the service design; neither pattern dictates a particular city.

AWS distinguishes regions, availability zones, and edge or local options, and cautions against concentrating all workload resources in one geographic location. Confirm current platform availability and service limits before making a design depend on a specific option. AWS also advises choosing for workload users rather than simply for the operator’s convenience.
Compare resilience as a physical design, not a label
Ask providers to show what is redundant and whether the supposedly independent components really avoid common failure points. Microsoft describes its own availability zones as having independent power, cooling, and networking, with diverse fiber and backup power; this is an example of design dimensions, not a promise about every location or provider (Microsoft Service Assurance: data center resiliency).
Network paths
Request carrier and transit choices, peering options, circuit capacity, physical route maps, and failure-test evidence. Ask whether separate circuits share ducts, poles, building entrances, landing paths, or other vulnerable segments. Dropbox’s published site-selection account describes identifying shared-fate fiber paths that could leave apparently separate circuits vulnerable to one cut (Dropbox Tech’s site-selection process).

Power, cooling, and recovery
Clarify utility feeds, UPS and generation arrangements, backup duration, monitoring, maintenance procedures, staffing, and expansion capacity. Ask how failures are detected and what recovery options are available; do not infer an availability commitment from a facility feature alone. Dropbox recounts a specific proposal where an inertia-wheel design offered 30 seconds of emergency power versus five minutes for a standard UPS arrangement. That is an example from one provider evaluation, not a general UPS specification.
For any redundancy claim, ask which components are independent, what failure scenario was tested, and what service commitment applies to your contract.

Check legal, climate, water, and power fit
Eliminate sites that cannot meet residency, security, permit, or local operating requirements. Then consider exposure to severe weather, flood, fire, and heat, along with utility reliability, power availability, and water constraints. These factors affect both whether a site is feasible and how it may operate over the life of the service.

Cooling choices can involve trade-offs: Equinix’s provider-authored overview discusses energy and water considerations between evaporative and air-cooled approaches (Equinix, “What to look for in a data center location,” originally published 2024-08-06 and updated May 2026). Ask for the proposed cooling approach and relevant local constraints rather than assuming one method is universally preferable.

First reject any candidate that fails a hard requirement, such as lawful data placement, achievable power, required network reach, or the go-live date. Score the remaining candidates using consistent evidence and weights that reflect your workload.

Dropbox describes a selection workflow involving a technical questionnaire, bid leveling, and commercial review (Dropbox Tech’s site-selection process). Applying the same questions and cost categories to every candidate makes proposals easier to compare and exposes costs hidden outside the headline rack or compute price.

Choose between colocation and cloud by comparing actual offers
Colocation may suit an operator bringing hardware or needing facility and carrier choice. Cloud services may suit a team prioritizing managed infrastructure or elastic deployment. Those are decision framings, not universal cost or performance rankings: compare specific offers, routes, support, and operating requirements.
Cloud features are also configuration-specific. AWS states that a supported EC2 placement-group setup using supported instance types and an Elastic Network Adapter can participate in a low-latency 25 Gbps network (AWS Well-Architected performance efficiency guidance, 2022-03-31). That platform-specific capability is not a recommended streaming bitrate, a site-selection threshold, or a guarantee for other providers.
