Choose an AWS live-streaming service by starting with the viewer experience: use Amazon IVS for managed interactive streaming, and consider AWS Elemental MediaLive for broadcast-style encoding, live-event feeds, or linear playout. Add MediaPackage when you need packaging or origination, and CloudFront when you need to distribute the resulting stream to viewers. These services have distinct, often complementary roles—not interchangeable names for the same job.

For a typical broadcast-style workflow, evaluate the processing chain rather than looking for one service to do everything: MediaLive encodes the feed, MediaPackage prepares outputs for delivery, and CloudFront serves viewers. IVS is a different starting point when the central requirement is a managed interactive experience.
Choose latency for the experience you need
Interactive experiences
AWS describes IVS low-latency channels as capable of delivering under five seconds of latency, and IVS stages as capable of under 300 milliseconds. Those product descriptions can help you choose an experience pattern: a real-time stage is aimed at more immediate interaction than a conventional broadcast-style stream.
Broadcast and OTT viewing
AWS notes that conventional OTT streams may have latency as high as 30 seconds. The IVS figures and this OTT comparison are product-level descriptions, not guarantees for a complete deployment. Actual delay depends on the entire path—from contribution and encoding through packaging, delivery, and playback—so validate the end-to-end result against your audience and interaction requirements.

MediaLive: ingest and encode
Use MediaLive as the encoding part of a broadcast workflow when you need to turn an input feed into outputs for delivery. AWS’s reference solution describes adaptive-bitrate outputs and parallel MediaLive processing as part of a resilient design. Treat that design as a reference to adapt to your reliability needs, not a required configuration for every event.
MediaPackage: package and originate
Add MediaPackage when the delivery workflow needs packaging or origination—for example, to provide HLS, DASH, and CMAF outputs in the AWS reference design, or to support needs such as DRM, time-shifted viewing, or live-to-VOD. Select formats and player support together: a format is useful only if it fits the playback devices and delivery path you intend to serve.

CloudFront: deliver to viewers
CloudFront can use a MediaPackage endpoint as its origin to distribute the packaged stream. The AWS reference design also includes authorization between CloudFront and MediaPackage. Decide how access should be controlled as part of the architecture rather than assuming that delivery alone provides the security model you need.
Low-Latency HLS implementation detail
If your design uses LL-HLS with CloudFront, AWS’s developer guidance calls out the _HLS_msn and _HLS_part query-string parameters for the cache policy used with manifest requests. This is a configuration detail for that delivery path, not a general reason to choose one AWS service over another.

Account for the whole workflow before committing
- Write down the experience requirement. Decide whether viewers need to interact in near real time, watch a live event, or tune in to a linear channel. Set a latency target that reflects that experience.
- Map your inputs and outputs. Identify how the feed reaches AWS, which service encodes it, whether packaging or origination is needed, and which formats and players must be supported.
- Set reliability and access requirements. Determine whether the design needs parallel processing, authorization, DRM, or other controls. Use the AWS reference architecture as a pattern where relevant, not as a blanket requirement.
- Check region availability and quotas. AWS says MediaLive, MediaPackage, and MediaConnect in its reference solution are available only in specific regions. Check current regional support and service quotas before deployment. If MediaConnect is the input, AWS says it must be deployed in the same Region as its flow.
- Estimate cost against the actual workload. Include event duration, viewer count, bitrate and resolution mix, delivery geography, and all required processing. Recheck current AWS pricing for the selected services and regions.
Estimate costs using the right billing units
Service names alone do not give a useful cost comparison because the billing units differ. AWS IVS documentation separates input and output charges, with output cost varying by resolution and billing region. AWS describes MediaLive charges by input and output channel-hours, and MediaPackage charges by ingested and originated data. CloudFront distribution is another cost to account for in a broadcast chain.
AWS’s implementation guide gives an illustrative estimate of $69.74 for about 1,000 viewers watching a one-hour 540p event in US East (N. Virginia): $2.50 for encoding and packaging plus $67.24 for CloudFront distribution. That example assumes all viewers receive the highest bitrate, and AWS says prices are subject to change. It is a scenario estimate, not a current quote or a general per-event rate.

For a meaningful estimate, model the expected audience and playback mix rather than assuming every viewer receives the same rendition. Then price the actual region, processing configuration, and delivery volume using current AWS pricing.
