For a prerecorded program sent to YouTube as a live feed, use YouTube’s live encoder bitrate recommendations—not its separate recommendations for uploaded video files. Choose a target based on the feed’s codec, resolution and frame rate, then confirm your upload connection can sustain it with headroom. For H.264, the recommended starting points are 14 Mbps for 1080p30, 17 Mbps for 1080p60, and 8 Mbps for 720p30 or 720p60.
Choose the bitrate for the live feed
A prerecorded video becomes a live ingest stream when an encoder plays it and sends it to YouTube Live. In that workflow, the bitrate is the rate of the feed delivered to YouTube; it is not a promise that every viewer will receive video at that bitrate. YouTube transcodes live streams into viewing formats. Use the live encoder table for the format you send.
The recommendations below are YouTube’s live ingest targets. They vary by codec, resolution and frame rate; they are not a separate 24/7 preset. The figures are Mbps.
| Ingest resolution and frame rate | AV1 / H.265 recommended | H.264 recommended |
|---|---|---|
| 2160p (4K), 60 fps | 35 | 50 |
| 2160p (4K), 30 fps | 30 | 42 |
| 1440p, 60 fps | 24 | 34 |
| 1440p, 30 fps | 15 | 21 |
| 1080p, 60 fps | 12 | 17 |
| 1080p, 30 fps | 10 | 14 |
| 720p, 60 fps | 6 | 8 |
| 720p, 30 fps | 6 | 8 |
| 480p, 30 fps | 3 | 4 |
| 360p, 30 fps | 3 | 4 |
These are recommended targets, not minimums. YouTube also publishes lower minimum settings: for H.264, its minimums range from 0.4 Mbps at 480p30 to 14 Mbps at 2160p60; for AV1/H.265, they range from 0.3 Mbps at 360p30 and 480p30 to 10 Mbps at 2160p60. See YouTube’s live encoder settings and bitrate guidance for the full table and codec requirements.

Match the target to your video and connection
Start with the format you intend to send
Decide on resolution and frame rate from the source material and the output you want to deliver. Then choose a codec your encoder supports and use the corresponding row in the table. YouTube’s general guidance is to select the highest resolution and bitrate your setup can stream, but the connection must be stable at that rate.
Consider motion without guessing a discount
Rapid movement, fine detail and changing scenes can be harder to encode cleanly than a largely static image. YouTube’s bitrate table does not specify a lower target for low-motion prerecorded content, so do not assume a fixed discount just because the video loops. Test a representative section of the actual program, including its busiest or most detailed scenes.

Leave bandwidth headroom
YouTube Help says the total bitrate cannot exceed available upload bandwidth and recommends leaving 20% room. Treat that as YouTube’s operational guidance, not a guarantee of uninterrupted service or a special 24/7 formula. Check outbound upload capacity under realistic conditions, including other people and devices using the same connection. If more than one live feed shares it, account for their combined bitrate. YouTube’s streaming tips explain the bandwidth guidance.
Set and validate the encoder
YouTube lists RTMP and RTMPS as ingest protocols, supports H.264, H.265 (HEVC) and AV1 video, and supports up to 60 fps. Its settings guidance recommends CBR and a two-second keyframe interval; do not exceed four seconds. For audio, YouTube recommends AAC or MP3. Check your encoder’s labels, since the exact controls vary by software.

- Select the ingest protocol and key. Configure the encoder to send to the YouTube Live ingest destination using RTMPS where available; YouTube recommends the secure RTMPS option. Copy the stream key from the intended YouTube live stream into the encoder’s stream-key field. Keep the key private, and verify you have selected the right event or persistent stream before starting.
- Set video format and rate. Choose the source-matched resolution, frame rate and supported codec, then enter the corresponding recommended bitrate from the table. Set rate control to CBR.
- Set keyframes and audio. Use a two-second keyframe interval, never more than four seconds, and configure AAC or MP3 audio. Confirm the encoder is not outputting a frame rate above YouTube’s stated 60 fps limit.
- Choose latency for the program. YouTube notes that lower latency can mean more playback buffering. For prerecorded continuous programming with little or no audience interaction, lower latency may matter less; latency is a separate choice from bitrate.
- Test and monitor. Before relying on a 24/7 loop, run a test with audio and motion similar to the real program. Check the YouTube stream-health status and messages, and observe whether the encoder maintains its configured output. YouTube advises testing before going live and monitoring stream health during the event.
For round-the-clock operation, test the complete chain—playback, encoder and network—for a representative period, then keep monitoring it. That is a practical reliability measure based on YouTube’s testing and monitoring guidance, not an official uptime guarantee.
Do not use the uploaded-video bitrate table
YouTube’s separate recommended upload encoding settings page concerns video files uploaded to YouTube. For example, its H.264 file recommendations include 8 Mbps for 1080p at standard frame rates and 12 Mbps at high frame rates. Those values are not the live encoder targets for playing a prerecorded video into a live stream. Match the recommendation to the workflow: file upload or live ingest.

Common bitrate and stream problems
- YouTube reports an unstable or insufficient bitrate: Check actual outbound bandwidth while the stream is running, reduce other network use, and preserve the recommended headroom. If the connection cannot sustain the chosen target, select a lower resolution or frame rate and use that row’s recommendation.
- The image looks poor despite meeting the target: Confirm that the bitrate matches the selected codec, resolution and frame rate, and test a representative high-motion segment. Also distinguish the encoder’s ingest rate from the transcoded quality delivered to viewers.
- The stream will not connect: Check the selected ingest protocol, server destination and stream key in YouTube and the encoder. Ensure the key belongs to the live stream you intend to use and has not been replaced.
- Playback buffers even though the feed is stable: Verify the encoder output and YouTube stream health first. Latency settings can affect viewer buffering; YouTube cautions that lower latency may increase playback buffering.
- A long-running stream stops after a network interruption: A bitrate setting cannot guarantee continuity. Check the network, encoder and playback chain, and monitor YouTube’s status messages so you can identify where the feed failed.
