To compare bitrates fairly, encode the same representative loop at several bitrates while keeping resolution, frame rate, codec, encoder settings, and playback conditions unchanged. Inspect the same moments side by side, then weigh picture quality against upload headroom and live-stream health. A higher local bitrate is not automatically a better or more reliable YouTube stream.
Start with YouTube’s recommendation for your format
Choose a reference bitrate for the exact codec, resolution, and frame rate you plan to stream. YouTube’s live encoder table gives these current examples:

These are YouTube ingest recommendations, not universal quality thresholds or guarantees about what viewers receive. The YouTube live encoder settings page has additional rows for other resolutions and frame rates; use the matching row rather than applying a context-free bitrate rule.
YouTube recommends constant bitrate (CBR), supports H.264, H.265/HEVC, and AV1 for RTMP/RTMPS, and recommends a two-second keyframe interval, not exceeding four seconds. Keep those settings fixed across variants so bitrate is the variable being tested.

Build a fair bitrate comparison
- Choose a representative source. Use the same loop file for every encode. Include both low-motion stretches and the most demanding parts: fine textures, fast movement, detailed scenery, gradients, or animated overlays.
- Make bitrate variants. Create several encodes below, near, and above the matching YouTube recommendation. Change only target bitrate. Preserve codec, resolution, frame rate, keyframe interval, encoder preset, color handling, audio settings, and source timing.
- Record what the encoder actually produced. Note target bitrate and observed or encoded bitrate for each file; the actual rate can differ from the target. Record the other fixed settings too, so a quality difference is not mistakenly attributed to bitrate when another setting changed.
- Compare identical timestamps. View the same source moments from each encode side by side, at the size you expect people to watch. Keep the display, player, scaling, and viewing conditions consistent.
- Inspect picture defects and detail. Look for lost texture, softened edges, blocking, banding in gradients, and motion breakup. Assess still detail and movement separately: a setting can preserve one better than the other.
- Repeat as a live test. Test with audio and motion similar to the intended stream. Keep network conditions as comparable as practical, and note dropped frames, warnings, and stream-health messages alongside visual quality. YouTube advises testing before going live and monitoring health during the event.
For each variant, keep a comparison record with codec, resolution, frame rate, keyframe interval, preset, source segment, actual bitrate, playback size, and network conditions. This makes the result reproducible and helps separate the visual effect of bitrate from stream reliability.
Use VMAF or other metrics as supporting evidence
Visual inspection is essential, but a full-reference metric can help quantify differences between the source and each encode. Netflix’s VMAF project describes a perceptual video-quality assessment algorithm and includes implementations of PSNR, PSNR-HVS, SSIM, MS-SSIM, and CIEDE2000. VMAF is available as an FFmpeg filter when FFmpeg is built with libvmaf; the FFmpeg libvmaf documentation describes comparing a reference and distorted input.

- Use the same source reference for every encoded variant.
- Align frames and timing so each score compares the same content.
- Keep dimensions and preprocessing consistent across comparisons.
- Interpret scores alongside what you see at the intended viewing size, not as a verdict on every playback condition.
Do not compare absolute scores from videos at different native resolutions as if they were interchangeable. Netflix’s VMAF FAQ calls comparing a 1080 video with a 480 video at native resolution an “apples-to-oranges comparison.” If resolution changes, make the comparison dimensions and preprocessing consistent before interpreting the metric.
A VMAF, SSIM, or PSNR score does not predict every viewer’s YouTube playback. The metric assesses a reference/encoded pair, while YouTube transcodes live input into different output formats for viewers. A score can guide your choice among encodes; it cannot promise what each viewer will see.

Check upload capacity before choosing the winner
The best-looking local encode may be a poor live setting if your connection cannot sustain it. YouTube says the total stream bitrate must not exceed available upload bandwidth and recommends leaving 20% headroom. A shared connection can reduce the capacity actually available to the stream below the connection’s nominal rate. Measure upload availability under the conditions in which you will stream, then monitor stream health during the test. See YouTube’s streaming tips.
Choose the highest tested bitrate that delivers a worthwhile visible improvement while preserving that headroom and stable health. If a higher variant adds little discernible detail, or triggers warnings or dropped frames, its nominal quality advantage is not useful for a continuous live stream.

Why viewer playback may differ from your local comparison
YouTube says it automatically transcodes live streams into multiple output formats so viewers on different devices and networks can watch. Your source-side comparison therefore helps select an input encode, but does not guarantee identical viewer-side quality or playback across devices, networks, or YouTube output formats.

Troubleshooting a bitrate test
- Higher bitrate looks no better: Verify that you are comparing the same moments at the same playback size and that only bitrate changed. If detail remains indistinguishable, the higher setting may not provide a practical benefit for this source.
- The live test drops frames or shows health warnings: Check available upload bandwidth and other traffic on the shared connection. Reduce the stream bitrate until it fits available capacity with YouTube’s recommended headroom.
- The metric scores seem inconsistent: Confirm reference and encode frames are aligned and that dimensions and preprocessing match. Do not rank native-resolution scores across different resolutions as direct equivalents.
- The test encode and live stream do not look the same: Treat local comparison as input-encode evidence, not a guarantee of viewer output. YouTube transcodes live streams, and viewer playback varies by output format, device, and network.
