An OTT app delivers video to viewers over the internet through an app on supported devices, such as connected TVs, phones, or tablets. For a creator, building one means choosing where the app will be available, how viewers will access and pay for content, and how to meet each platform’s publishing rules. “OTT” describes the delivery method; it does not mean there is one universal app type or business model.
What “OTT app” means
OTT stands for “over the top”: video is delivered over the internet rather than through a traditional cable or satellite television service. An OTT app is the viewer-facing product that makes a publisher’s programming available on supported devices and platforms. Roku’s developer materials describe OTT apps as a way for publishers to distribute and monetize programming.
For a creator, the important distinction is between delivery and product. Internet delivery is the underlying route; the app, its supported devices, content catalogue, features, and payment options make up the service viewers experience. An app might be available on a connected-TV platform, mobile devices, or both, depending on what its publisher builds and where it qualifies to distribute.
Choose the audience and distribution route first
An OTT app is not automatically the best next step for every video creator. A branded app can give viewers a dedicated place to watch, but the creator must decide which platforms to support and how to reach people there. An established video platform may already offer an audience and creator monetization tools, while a branded app requires its own product and platform-specific publishing work.

There is no established like-for-like cost or audience comparison between these routes in the platform information discussed here. Do not assume that a branded app automatically produces more reach, control, or revenue; those outcomes depend on the app, its distribution, and the creator’s ability to attract and retain viewers.
Choose a monetization model that fits the content
OTT apps can use different business models. Roku’s certification criteria identify free, live-TV, advertising-supported video on demand (AVOD), subscription video on demand (SVOD), transactional video on demand (TVOD), TV Everywhere (TVE), and virtual multichannel video programming distributor (vMVPD) apps. Roku states that “A single app can offer one or more monetization options.” Each option used must meet its applicable requirements.

- Live TV: Programming is presented as a live television-style service.
- AVOD: Advertising supports the video service.
- SVOD: Viewers pay for a subscription to access video.
- TVOD: Viewers pay for an individual title or transaction.
- TVE: Access is associated with an existing television subscription.
- vMVPD: The app offers a multichannel television-style service distributed over the internet.
These are Roku’s app classifications, not a guarantee that every model is available on every platform or in every region. A creator considering a combination—such as a subscription plus paid one-off titles—needs to satisfy the platform requirements for each model. Roku’s certification criteria page reports an update in April 2026; check the current criteria before committing to an implementation.
What it takes to publish on a platform
Roku
Publishing on Roku is a platform-specific process, not a universal OTT requirement. Roku’s guidance for creating an SVOD app describes obtaining a Roku device, enrolling in the developer program, entering the payout program, and having a distribution agreement. Roku also requires app certification. Those steps are relevant if you are developing and testing specifically for Roku; they do not establish that every OTT app needs a Roku device or the same onboarding sequence.

Roku’s distribution terms also govern payments and advertising on Roku. The platform says paid apps must use Roku Pay for subscriptions and one-time purchases under those terms. Its advertising documentation describes a default arrangement in which 30% of ad inventory is sent to Roku and the publisher controls the remaining 70%. Roku separately describes a Sales Representation Program for apps meeting both 5,000 new installs and 50,000 streaming hours over the last calendar month; meeting those thresholds does not guarantee selection. These are Roku-specific terms and reported program thresholds, not general OTT revenue benchmarks. Verify the current agreement and terms before forecasting income.
Apple Video Partner Program
Apple’s Video Partner Program is a narrower fit than a general-purpose OTT publishing route. Apple says an eligible app’s primary function must be to deliver the provider’s own premium video subscription service. The program’s requirements include availability on iOS and tvOS, Live Tune-In support for live content, integration with Universal Search, Siri, and the Apple TV app where available, and AirPlay support.

Apple reported that more than 130 premium subscription video entertainment providers had signed on as of 2025. That figure describes providers in Apple’s program, not the size of the OTT market or a typical creator’s likelihood of acceptance.
YouTube and other established platforms
YouTube’s Partner Program offers eligible creators monetization features, including ad revenue sharing, subject to current eligibility and policy requirements. It is an alternative to building a separate branded app, not a way to publish a creator-owned OTT app. Eligibility and platform policies can change; YouTube’s program information notes a future change beginning February 1, 2027, so check the live requirements before making plans that depend on a particular rule.

A practical decision checklist
- Define the viewer and viewing context. Decide whether your audience is primarily watching on phones, tablets, connected TVs, or a mix, and identify which platforms can reach them.
- Choose the product scope. Specify the content catalogue and whether the service needs on-demand titles, live programming, or both.
- Set the business model. Decide whether access is free, ad-supported, subscription-based, transactional, or a permitted combination. Check the rules of each intended distribution platform.
- Map platform obligations. For each platform, verify developer enrollment, agreements, certification, payment rules, supported features, and geographic availability. Do not assume one platform’s rules apply elsewhere.
- Plan audience acquisition. Work out how viewers will discover the branded app; distribution on a platform does not itself establish an audience.
- Compare ongoing work, not just launch work. Account for device support, app maintenance, content operations, customer access, and compliance with platform changes.
- Check current terms before forecasting. Platform fees, payment rules, certification criteria, and program eligibility may change. Use current platform documentation and agreements for financial projections.
