Start the quest and find the Harbormaster Hotel
- After leaving Vault 111, open the Pip-Boy radio and tune in to the Mysterious Signal.
- Follow the signal’s quest marker to the Harbormaster Hotel near Boston Harbor.
- Enter the New England Technocratic Society (NETS) meeting hall. Expect hostile enemies on the approach.
If the signal or quest marker does not appear, keep in mind that a community patch changelog documents changes to the quest’s start trigger and signal behavior. That does not establish a universal fix: behavior may vary by platform, game version, or mod setup. A current official troubleshooting solution has not been established.

Get through the NETS meeting hall
Inside, a feral-ghoul ambush blocks progress. Clear the ghouls, then continue through the adjoining rooms toward the locked control-room door. The rooms contain clues for the keypad puzzle, but gas and traps make exploring them hazardous. Move carefully as you investigate.

Open the control room
Enter 4346 at the keypad. The clue-room objects—specimen jars, skull candles, teddy bears, and plastic pumpkins—correspond to the four digits. If you prefer to use the keypad’s attribute-based guess and meet its requirements, the walkthroughs report that it requires Perception 5 and Luck 5.

Disable the AI and collect the reward
- Use the terminal in the control room and select the system-controls option.
- Choose the option to disable the AI Control System. This is the required quest-completion action.
- Pick up the Picket Fences Halloween Special near the terminal. This separate magazine pickup unlocks Halloween settlement decorations.
Optional loot in the room includes Jack O’Lantern masks and a De-Capitalist helmet; collecting those items does not replace disabling the AI or picking up the magazine. Be ready for a hostile Protectron in the hall as you leave.
