These are separate constraints: adding a trade route will not fix poor local access or an unstaffed workplace, and improving access will not create goods a market cannot produce or import.
Start by identifying where the shortage occurs
Check the location where the shortage appears, the market it belongs to, and the building or population that needs the good. A market can appear supplied while a distant location receives fewer goods because its access to the market is low. A market may also lack the good entirely, or trade may be unable to move enough of it.

Paradox’s EU5 overview explains that locations farther from a market center have lower market access, reducing locally available goods, output, and tax base. At 0% access, a location is cut off from market goods. This is different from a market’s trade capacity, which limits imports and exports.

Check the location’s market access
If the good appears available in the broader market but not at the affected location, inspect that location’s access and connection to the intended market. Low access can restrict the goods it receives even when the wider market has supply.

- Flexible Nation Building – decide on your type of government, the structure of your society, your trade politics and much, much more
- Highly detailed and interactive cities which are unique for each culture
- Use historical Ideas and recruit Great Men in order to make your country flourish the way you want it to
- Co-operative multiplayer over LAN or Internet
Where the connection is weak, consider infrastructure suited to the location’s geography. The EU5 community troubleshooting guide suggests roads for inland access and ports for coastal access; treat this as version-sensitive guidance and confirm the effect in your current game. Improving one connection may not help if the location is linked to a different market than the one you are inspecting.
Check whether the market can import or export more
Trade capacity is a market-level limit on the volume of imports and exports. If a route cannot be created or is moving little volume, inspect the capacity of the particular market involved rather than assuming the location’s access is the problem. The EU5 community trade guide recommends marketplaces in the relevant market’s hubs to raise capacity. Verify the current effect in-game, since the guide is marked for v1.0.x.

Capacity and access solve different problems: capacity concerns trade volume for the market, while access concerns a location’s connection to market goods. Both can be constrained at once, so address the one that matches the shortage you see.
Check trade advantage when scarce goods go elsewhere
If a good is present but your country receives little of it, inspect trade advantage. Advantage determines priority: countries with more advantage get earlier access to goods available for export. Paradox identifies marketplaces, maritime presence, and control of more locations in a market as ways to improve advantage.

This does not guarantee that a good will reach every location. A country can have priority in a market while a particular location still suffers from low access, or while the market’s trade capacity is constrained.
Import goods a market cannot supply
Not every market naturally has or can produce every good. Paradox describes trade as the movement of goods between markets and notes that trade can supply resources a destination market struggles to access. If the deficient market lacks a good, consider a route from a market where it is available.

Before relying on the route, check the exporting and importing markets, route range, available capacity, and the price gap. Distance, tolls, and trade maintenance reduce the economic benefit of moving goods, so a route that relieves a shortage may still lose money. Whether that cost is worthwhile depends on the building or population affected and the value of restoring its supply; no route is guaranteed to be profitable.

Check the building’s inputs and staffing
If a building is idle or producing less than expected, inspect both its required inputs and its employment. Missing inputs can stop production, but an input shortage is not the only possible cause. The EU5 community building guide connects stalled production and unfilled jobs with food and housing shortages, low access or control, and zero market capacity. These troubleshooting details are community guidance for v1.0.x-era play, not a guarantee that every current-version interface or mechanic is unchanged.

If jobs remain unfilled, address the population’s basic food and housing needs before adding more jobs or buildings. Expansion will not solve a shortage if existing workplaces cannot obtain inputs or workers.

| What you see | What to inspect | Possible response |
|---|---|---|
| A location lacks goods despite apparent market supply | That location’s access and connection to the intended market | Improve the relevant connection; low access reduces locally available goods. |
| A trade route cannot be created or moves little volume | Capacity in the specific market | Check whether capacity is constrained; community guidance recommends marketplaces in market hubs to raise it. |
| Scarce goods exist, but your country receives little | Trade advantage | Consider marketplaces, maritime presence, or control of more locations in the market. |
| A building lacks inputs or does not produce | Input supply, staffing, and population needs | Check whether the good reaches the location and whether jobs can be filled; investigate food and housing needs. |
| A trade route supplies the good but loses money | Price gap against maintenance, distance, and tolls | Compare the cost with the production or population needs the route would relieve. |
These constraints can overlap. For example, a location with poor market access may also be part of a market without enough trade capacity. Fixing only one may leave the shortage in place.
Use the current interface to verify the result
After changing a connection, adding capacity, adjusting a route, or addressing staffing, check whether the affected location receives the needed good and whether the building resumes production. Exact labels, costs, and route outcomes can vary by game version, and the community troubleshooting material cited here is identified as v1.0.x-era guidance. Paradox’s overview describes the underlying market and trade mechanics, but does not establish that every interface detail remains the same in a later patch.
