Apex is an Arma 3 expansion, not a Steam Workshop mod. You do not enable it by subscribing to a Workshop item. The server administrator must run the Arma 3 dedicated-server installation supported by Bohemia Interactive, and every player who needs Apex content must own the Apex DLC on Steam.

Apex is paid downloadable content for Arma 3. It adds maps, vehicles, weapons, units and missions, but it is distributed as downloadable content rather than as a Workshop mod. That distinction matters: a Workshop subscription cannot install or license Apex, and a server collection cannot grant Apex ownership to a player.
There are two separate questions whenever someone says Apex is “enabled”:

- Can the dedicated server load the required content? This depends on the server installation and the official server-side method for the current Arma 3 build.
- Can a particular player use that content? The player’s Steam account must own the relevant DLC. A server cannot transfer that entitlement.
A server may therefore be correctly configured while a player still receives a missing-content warning, cannot select an Apex item, or cannot join a mission that requires an Apex-only map.
Requirements to check before configuring the server
The host account needs Arma 3
A community dedicated-server guide states that the account setting up the server must own a valid copy of Arma 3 on Steam. Treat that as a prerequisite for the account performing the installation and authentication; it is not a substitute for players owning DLC they intend to use.

Each player who is expected to use Apex content should own Apex on that player’s Steam account. Buying or installing it only on the administrator’s account does not unlock it for everyone else.

Identify whether the mission uses Tanoa
Forum reports consistently identify Tanoa-set scenarios as the main practical blocker for players without Apex. Those reports are player observations, not an official Bohemia Interactive compatibility rule, so use them as a planning signal rather than a guarantee. Ask the mission maker which terrain and assets the scenario actually loads.
Use the official dedicated-server procedure
The Arma 3: Dedicated Server page on Bohemia Interactive’s official wiki is the authoritative place to check the current installation, update and launch procedure. The exact Apex enabling mechanism was not confirmed here, so the server should not be treated as ready until that page’s current instructions have been checked against the installed game build.

- List the content your event will use. Record the terrain, campaign or mission, vehicles, weapons and any required packages. Mark every item that comes from Apex. If the scenario is set on Tanoa, assume players without Apex may not be able to use it until the mission author or current official guidance confirms otherwise.
- Verify the administrator’s Steam ownership. Sign in with the Steam account that will install and maintain the dedicated server and confirm that it owns a valid Arma 3 copy. Keep the account and installation details documented for future updates.
- Install or update the dedicated server using Bohemia Interactive’s current instructions. Follow the official wiki for the supported server files, authentication and update process. Do not substitute a Workshop download for the dedicated-server installation.
- Check the Apex-specific instruction on that wiki before launching. The required mechanism may depend on the current server build, distribution channel or branch. Because the exact parameter or branch was not verified, do not invent a command-line switch, add a guessed DLC folder to a startup line, or assume that a Workshop collection activates Apex.
- Deploy the mission only after its dependencies are known. Confirm the mission’s terrain and required addons in its documentation. A server that starts successfully can still fail when a mission requests content that the installation or a player does not have.
- Test with accounts representing your real group. Use at least one account that owns Apex and, if you intend to support a mixed-DLC group, one that does not. Test the actual mission rather than an empty lobby; the dependency may appear only when the terrain or an Apex object loads.
- Record the working build and settings. Save the server version, mission version, enabled content and the date of the successful test. Recheck the official wiki after major game or server updates because launch options and content distribution can change.
What is not a valid way to enable Apex
Subscribing to Workshop content
Apex is not installed through Steam Workshop. Workshop subscriptions can provide community missions or mods, but they do not purchase the official DLC or make its assets available to an unlicensed account.
Installing the “Apex Framework”
A GitHub project called Apex Framework is a separate community mission-framework project. Its name does not mean that it enables the Apex DLC. Installing a framework cannot replace the official DLC entitlement or the dedicated-server procedure.
Copying an unverified startup argument
No confirmed Apex launcher parameter, SteamCMD app or branch value, or server configuration key is available in the evidence used for this article. A command that appears plausible can leave the server unchanged or prevent it from starting. Verify the current syntax in Bohemia Interactive’s dedicated-server documentation before using it.

Player access in mixed-DLC groups
The following matrix reflects the available player reports and should be presented to your group as practical guidance, not as a formal compatibility guarantee.

Troubleshooting by symptom
The server starts, but a Tanoa mission will not work for everyone
First separate server loading from player entitlement. Confirm that the mission really uses Tanoa, then check Apex ownership on every affected Steam account. If the server owner has Apex but a player does not, changing the server’s startup line will not grant that player access. For a group that cannot standardize ownership, use a mission on a terrain that does not require Apex and remove Apex-only dependencies.
A player can join but cannot use a vehicle or item
This is consistent with player reports that non-owners may ride in some DLC vehicles but cannot operate them. Move the operating role to an Apex owner and test the mission’s role restrictions. Do not infer from successful passenger access that the player has full DLC rights.

A non-Tanoa mission still fails
Check the mission’s complete dependency list rather than relying on its terrain name. A scenario can avoid Tanoa while still requesting an Apex vehicle, weapon or other asset. Compare the mission requirements with each player’s DLC ownership and test with a minimal mission that uses only content everyone owns.
The administrator installed a Workshop item called Apex
Remove the assumption that the item is the official expansion. Confirm whether it is a community mission, framework or mod. The GitHub Apex Framework, in particular, is a separate project and is not the DLC activation mechanism.
A copied command produces an error or has no effect
Remove the guessed argument and return to the current Bohemia Interactive dedicated-server wiki procedure. Check the server build, update state and account ownership, then apply only syntax documented for that build. Keep a record of the original command so you can undo an unsuccessful change without layering more unverified options on top.
How to plan an Apex server for a group
For an all-Apex group
- Verify Apex ownership for every participant.
- Choose the Tanoa or other Apex scenario you actually want to run.
- Complete one full join-and-play test after following the official server instructions.
- Document the mission version and server settings before inviting the whole group.
For a mixed-DLC group
- Do not make Tanoa or another Apex-dependent mission the default event.
- Choose missions whose documented dependencies are owned by every participant.
- Expect role limitations if a non-owner enters an Apex vehicle or interacts with an Apex item.
- Keep a separate Apex event plan for players who later obtain the DLC.
For a public server
- Publish the DLC expectation in the server name, description or community rules.
- State whether the current mission uses Tanoa or other Apex assets.
- Do not promise that every visitor can join merely because the server process is running.
- Re-test after server updates and mission changes.
Bottom line on enabling Apex
You can establish the important prerequisites now: Apex is paid DLC, it is not a Workshop mod, the setup account needs a valid Steam copy of Arma 3, and players need Apex to use Apex content. Tanoa is reported by players as the major DLC gate, while non-Tanoa missions may accept players without Apex when they avoid Apex-only assets. The one detail that must not be guessed is the server-side activation method. Before publishing or deploying a launch command, consult Bohemia Interactive’s current Arma 3: Dedicated Server wiki and test the exact mission with representative player accounts.
