To let players chat in a Roblox experience, use Roblox’s TextChatService and its TextChannels. For speech bubbles, enable BubbleChatConfiguration. NPC dialogue bubbles use a different, client-side method: TextChatService:DisplayBubble().
Set up chat between players
Roblox requires experiences that offer in-game text chat to integrate TextChatService. Player-to-player messages must pass through a TextChannel; do not create an alternate communication path that bypasses Roblox’s chat system. The built-in system applies filtering and respects privacy settings. See Roblox’s chat system guidelines and in-experience text chat documentation.
For a standard setup, keep the TextChatService-based chat system and its default interface. Roblox’s chat window, input bar and optional channel tabs are separate components, so you can configure their appearance without replacing the underlying chat system. Their settings are documented in Roblox’s text chat configuration reference.

Select
BubbleChatConfiguration. -
In Properties, enable
Enabled.
This enables bubbles associated with the built-in chat system. Roblox’s bubble chat documentation covers the available configuration.
Make an NPC display a bubble
For developer-authored dialogue above an NPC or another object, call TextChatService:DisplayBubble(partOrCharacter, message) from client-side code. The first argument can be the character or a part such as its head. This method runs in a LocalScript, or in a Script with RunContext set to Client. It is for displaying authored bubbles, not for replacing player-to-player chat. See DisplayBubble in the Roblox API reference.
Customize chat or add commands
Change the default chat interface
Use ChatWindowConfiguration and ChatInputBarConfiguration to configure the chat window and entry bar. ChannelTabsConfiguration controls optional channel tabs. Roblox also provides callbacks for customizing how messages look. The relevant configuration objects and callbacks are listed in the in-experience text chat documentation.
Add a chat command
Add a TextChatCommand under TextChatService, then connect its Triggered callback in a script to the game action you want the command to perform. See Roblox’s TextChatCommand guidance.
Build a replacement chat UI
A custom interface is still a front end for TextChatService, not a substitute for it. Roblox’s custom chat UI example disables the default chat window and input bar through TextChatService configuration, then supplies a replacement interface while retaining the required chat system. Follow the custom chat UI example if the default interface does not meet your needs.

Filter incoming text from other users before displaying it. Roblox defines in-game text chat broadly: it includes chat-window messages, direct and team messages, and avatar bubbles. Messages must use TextChannels so they can be filtered, visible to moderators and subject to privacy settings. The requirements are in Roblox’s chat system guidelines.

TextChannel:SendAsync()handles basic privacy and parental settings. Eligibility can vary by user, so do not assume every pair of players can communicate. Roblox providesCanUserChatAsync(),CanUsersChatAsync()andCanUsersDirectChatAsync()for checking permissions. -
For a direct-chat channel, set its requester with
TextChannel:SetDirectChatRequester(). Communication features should remain reportable for abuse; TextChannels provide the platform’s related functionality.Recommended Free Tools

If editable text from one user is shown to others but is not chat, Roblox’s guidelines require a rate limit of at least one minute. Intentionally built communication and chat systems otherwise need to adhere to and call into TextChatService.
Account, privacy, parental-control, app-store and local-law restrictions can also affect whether a particular user can chat.
