Afterward, Raikou and Entei roam Johto as wild Pokémon; use the Pokédex’s location display to find where they are reported, then search for an encounter in that area. They do not stay in the tower for stationary battles.
Release Raikou and Entei at the Burned Tower
- Travel to Ecruteak City and enter the Burned Tower.
- Reach the area where the three legendary beasts appear and trigger their release scene.
- Leave the tower and begin looking for Raikou and Entei as roaming wild encounters around Johto.
The Burned Tower scene is the prerequisite: until it happens, the roaming encounters are not available. The tower is the trigger, not where you return to fight them.
Track the roamers with the Pokédex
Check the Pokédex location display for Raikou or Entei to see the area where that Pokémon is reported. Go to the indicated area and search for a wild encounter. The display is a guide to where a roamer is reported, rather than a promise that it will appear immediately in a particular patch of grass.
The available references establish this tracking method but do not establish a precise route-transition algorithm. They also do not reliably verify whether damage or status carries over between separate encounters, so avoid relying on those battle details as certain.

How Suicune’s encounter differs
Crystal treats Suicune through a separate storyline. The Burned Tower release scene involves all three beasts, but the roaming search described here is for Raikou and Entei; Suicune’s story encounter is not another way to locate either one.
