Froakie is reported in Wild Zone 16, which opens after Main Mission 24, “Reaching Rank C.” You can also obtain one through the side mission “A Challenge from Froakie.” Once you have it, level Froakie to 16 to evolve it into Frogadier, then level Frogadier to 36 to evolve it into Greninja.

The side mission’s prerequisite and availability timing are not established in those listings, so there is not enough information to say whether it is faster or easier than searching Wild Zone 16.
How to catch Froakie in Wild Zone 16
The location guide describes Froakie as shy and says it may disappear if it notices you. Wait until it is looking away, approach from behind, then aim and throw a Poké Ball. Pokémon’s official capture guidance likewise recommends hiding or sneaking up on wild Pokémon that flee when spotted. If a stealth approach is not working, battling to lower Froakie’s HP can make it easier to catch.

- Look for Froakie and keep out of its line of sight while it is facing you.
- When it looks away, approach from behind and throw a Poké Ball.
- If it spots you or the throw does not catch it, try again from cover or battle it to reduce its HP before throwing another Poké Ball.

In Pokémon Legends: Z-A, the reported level-based evolution line is:

Pokémon’s official guide explains that Pokémon can gain experience after battles and may evolve as they level up, while noting that some species use other evolution methods. Mega Greninja is not a standard evolution
Greninja is the final step in Froakie’s ordinary evolution line. Mega Evolution is a separate mechanic: Mega Greninja requires the Greninjite Mega Stone, and the official Pokémon page identifies Mega Greninja as Water/Dark.
Pokémon’s Mega Evolution announcement says Greninjite is offered as a promotion reward through the Z-A Battle Club’s online Ranked Battles and is not normally obtainable during regular gameplay. The announcement also says Mega Stone rewards are planned to be redistributed in future seasons. Because season schedules and reward availability can change, check the game’s current notices for the latest conditions.
