Use Steam’s Free to Play search, narrow the results with the RPG tag, then open each game’s store page to verify its price and any separately sold content. Steam’s free-to-play definition means you do not have to buy from the Steam Store to play and progress; it does not mean every item or feature is free.

Check what each game includes
On the individual store page, confirm the base-game price and look for purchase categories and description details mentioning in-game purchases, downloadable content (DLC), expansions, or other separately sold content. A free base game can offer optional purchases, and its free-to-play label does not promise that every feature or item is free or that all content is included.
Steam Support defines free-to-play games this way: “You are absolutely under no obligation to purchase anything from the Steam Store in order to play and progress through these games.” The definition concerns playing and progressing without a Steam Store purchase; it is not a promise that the game has no monetization. Prices and availability can vary by region, so use the store page shown for your account.

Compare candidates using the listing details
If you are choosing between games, compare the details Steam actually displays rather than treating the tag or a review sort as a verdict on quality or fairness.

Do not use trading-card drops as a free-to-play test
Trading-card drops do not tell you whether a game requires payment. Steam says drops in free-to-play games are based on in-game purchasing, and buying Steam Store DLC does not grant additional drops for a free-to-play game. See Steam’s Trading Cards guidance for the details.

Know the limits of Steam’s in-game purchase refunds
Do not assume every in-game purchase can be refunded. Steam’s guidance says eligible purchases in Valve-developed games may be refunded within 48 hours if the item has not been consumed, modified, or transferred; Steam indicates eligibility at purchase. This is a conditional policy for eligible purchases, not a universal refund guarantee for every game or item. Check Steam’s Common Refund Questions for the applicable terms.
