A 403 Forbidden error means the website or an intermediary understood your request but refused to allow it. Windows 11 itself has not necessarily failed. The refusal may come from one site’s access policy, an expired browser session, a VPN or proxy, security software, Windows Update’s service path, IIS configuration, or the HTTP.sys layer before IIS. Find which layer is refusing the request, then apply the matching fix; a server-side denial cannot be repaired solely from your PC.
What “403 Forbidden” means
HTTP status 403 is an access decision, not a connection failure. Your browser reached a server or an intermediary, and that system deliberately declined to serve the requested resource. The server may know who you are but still deny the account, IP address, certificate, URL, or request pattern.

The wording can appear on a normal website, an Edge download, Windows Update, or an IIS-hosted application. The same number therefore has different remedies. A 403 on one website usually points to that site’s policy or your session. A 403 across several unrelated sites suggests a local security product, proxy, VPN, network, or service path. Decimal substatuses such as 403.6 and 403.16 are especially useful to administrators because they identify a more specific IIS condition.

Write down the exact URL, time, browser, network, VPN or proxy state, and the complete error text before retrying repeatedly. Those details make escalation much faster.
Fix a 403 that affects only one website
1. Confirm the address and required sign-in
Re-enter the address carefully rather than following an old bookmark. A copied URL can contain an expired download token, an internal path, or a character that changes the requested resource. If the site requires an account, sign in through its normal login page first and then open the resource again. A correctly authenticated account can still be denied if the site owner has not granted the needed permission; in that case, only the owner can change the policy.
2. Remove stale data for that domain
Open the browser’s privacy or site-data settings, search for the affected domain, and remove its cookies and cached files. Close the affected tabs, restart the browser, sign in again, and retry. Deleting data for only the affected domain avoids unnecessarily logging you out of every site.
3. Compare a private window and a second browser
A private window starts without most saved cookies and commonly disables extensions. If it works, disable extensions in the normal profile one at a time, beginning with download assistants, privacy filters, web accelerators, or traffic-modifying add-ons. If every browser fails on the same network but a hotspot works, stop changing browser settings and investigate the network path instead.
4. Allow for a site-side block
Some sites deny requests from a particular IP range, geographic region, account role, or automated-looking session. Repeated refreshes will not remove that policy. Contact the site owner with the URL, timestamp, account name (without a password), public network type, and the response details. Do not send cookies, authentication tokens, or full private headers.

Test VPNs, proxies, and security software safely
Bypass a VPN or proxy for diagnosis
Disconnect the VPN temporarily and retry. If your organization uses a proxy, test a permitted direct connection or ask the administrator to check the proxy rule. A site may see the VPN or proxy address rather than your normal address, and a blocked or reputation-listed intermediary can produce 403. If bypassing it works, reconnect the VPN or proxy after testing and ask its operator or the site owner whether that exit address is restricted. Do not leave an organization’s proxy disabled without approval.
Pause third-party web filtering only for the test
Third-party antivirus, firewall, download-assistant, and web-accelerator products can interfere with some Microsoft access paths and other HTTPS requests. Temporarily pause the web-filtering component, retry once, and immediately restore protection. If the 403 disappears, add a narrowly scoped exception only through the product’s documented controls or ask its support team; do not leave all protection disabled.

This test is diagnostic, not a recommendation to remove security software. A 403 by itself is not proof of malware, and disabling protection for long periods creates a separate risk.
When Windows Update shows 403
Windows Update has its own service path, so a browser test does not prove that Update is healthy. Microsoft identifies personal firewalls and other security or download software, as well as a damaged Hosts file, as possible contributors to Windows Update 403 responses.
- Open Settings → Windows Update and note the exact error text and time. Try Check for updates once so the failure can be reproduced.
- Run the built-in Windows Update troubleshooter from Settings → System → Troubleshoot → Other troubleshooters → Windows Update, then apply only the changes it recommends.
- Temporarily bypass a VPN or proxy and pause third-party firewall, antivirus web filtering, download-assistant, or web-accelerator components for one test. Restore each component immediately afterward.
- Inspect the Windows Hosts file for an unintended entry that redirects or blocks Microsoft update addresses. Use an administrator account and follow Microsoft’s documented Windows Update sequence; do not delete lines you cannot identify. If the file was managed by your organization, ask its administrator before editing it.
- Retry Windows Update. If the 403 remains, collect the Update error code, exact time, security-software state, proxy or VPN state, and any troubleshooting results before contacting Microsoft support or your administrator.
Do not assume that a successful browser visit to a Microsoft page proves the Update service is reachable. The service can be affected by a firewall or filtering rule that does not block ordinary web browsing.

When Edge or a Microsoft download is denied
Microsoft notes that a VPN can block an Edge download in some circumstances. For an Edge-specific 403, first retry the download in an InPrivate window and confirm that the download URL is complete and current. Then bypass the VPN or proxy for a single test. If a third-party firewall, antivirus web filter, download assistant, or accelerator is installed, pause only its traffic-filtering feature, retry, and restore it immediately.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteIf the download works only after bypassing one of those layers, update that product, review its HTTPS or download policy, or ask its administrator for a targeted exception. If it fails in every browser and on another network, the download server may be denying the request or the link may have expired; the publisher must issue a new link or change the permission.
Check Windows Security Firewall and app permissions
Windows Security can block an application even when other websites load. Open Windows Security → Firewall & network protection and review the active network profile and the list of allowed apps. If the affected app is not allowed on the appropriate profile, use Allow an app through firewall rather than turning the firewall off. Make the narrowest change required, then retry.
Microsoft warns that enabling firewall protection can cause some apps to stop working and provides a network troubleshooter. If the firewall was recently changed, restore the previous rule or use the troubleshooter to identify the blocked connection. Never create a broad inbound rule or disable every profile merely to make one web request succeed.
For IIS administrators: interpret the 403 substatus
If you administer the site, inspect the IIS response and logs for a decimal substatus. The substatus identifies the policy that refused the request and determines whether a client-side change can help.

IIS 403.6 — IP address rejected
In IIS Manager, open IP Address and Domain Restrictions at the server, site, application, and directory levels. Look for an unintended deny rule, an allow-list that omits the client, or a default policy that rejects unspecified clients. Remove only the incorrect rule or add the correct client, proxy, or load-balancer address according to your security policy.
A proxy changes what IIS sees: when a client connects through a proxy, IIS normally receives the proxy server’s IP address rather than the original client address. Therefore, allowing the user’s home IP will not fix a 403.6 if the request arrives from a proxy or load balancer. Verify the address visible to IIS and account for every restriction level, including inherited rules.
IIS 403.16 — invalid or untrusted client certificate
Check the client certificate’s validity, issuer, expiration, and chain. IIS describes this condition as a client certificate that is not trusted or is invalid. If the issuing root certificate is missing or untrusted, place the correct root certificate in the IIS server’s Trusted Root Certification Authorities store using your organization’s certificate-management procedure. Then restart or recycle the affected service only if your change process requires it and test with a known-good client certificate.
When IIS logs are empty: HTTP.sys
HTTP.sys can generate a 4xx response before IIS receives the request, which explains an empty IIS log. Capture a HAR trace while reproducing the error and inspect the response headers. A Microsoft-HttpApi/2.0 header is evidence that the kernel-level HTTP stack may have produced the response. Check HTTP.sys bindings, reservations, SSL requirements, and server-level filtering with the server administrator; changing browser cookies will not repair a denial that occurs before IIS.

What to record before asking for help
- The complete URL, including the path, and whether it was opened directly or from a link.
- The UTC or local timestamp and your time zone.
- Browser name and version, private-window result, and whether another browser behaved differently.
- Whether the failure occurred on one site, several sites, Windows Update, or an Edge download.
- Network type, VPN or proxy state, and whether a phone hotspot changed the result.
- Whether third-party antivirus, firewall, download-assistant, or web-accelerator filtering was paused for the controlled test, and whether protection was restored.
- Response headers, a HAR trace when appropriate, and any decimal IIS substatus such as
403.6or403.16.
Send this evidence to the site owner, network administrator, or IIS administrator responsible for the refusing layer. Do not include passwords, session cookies, bearer tokens, or private certificate keys. If the refusal is server-side, no Windows 11 setting on the client can override it.
Quick Recap
Common mistakes that waste time
- Repeatedly refreshing: A policy denial is not usually cleared by retries and can trigger additional rate limits.
- Disabling every security control: Test one layer at a time, restore it immediately, and use a narrow exception only when the responsible administrator approves it.
- Assuming a 403 is a hardware fault: The status describes an access decision, not a failed Windows component.
- Allowing the wrong IP in IIS: A proxy or load balancer may be the address IIS evaluates.
- Editing the Hosts file blindly: Preserve organizational entries and follow the documented Windows Update procedure; an incorrect edit can break unrelated services.
- Ignoring the substatus: 403.6 and 403.16 require different server-side corrections, while an HTTP.sys response may never appear in IIS logs.
