Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteA 403 from Microsoft Azure Application Gateway v2 does not identify one specific fault. The response may be generated by Web Application Firewall (WAF), a custom deny rule, the backend application, or a health probe that the backend refuses. Identify which component produced the response before changing a rule: a WAF false positive needs a narrow exclusion, while a backend 403 usually needs an HTTP-setting, Host-header, route, or application-authorisation correction.
Use the response body, Application Gateway diagnostics, backend health, and application logs in that order. Do not leave WAF in Detection as a permanent workaround: Detection records matches but does not block them, including genuine attacks.

What an Azure Application Gateway v2 403 means
Clients see the same HTTP status whether the gateway or the backend refused the request, but the remediation is different. A WAF-enabled gateway can return 403 when a managed ruleset or custom deny rule matches an inbound request. A backend can return 403 because the URL is protected, the request has an unrecognised Host header, or an application policy rejects it. A health probe can also receive 403, causing the backend to be marked unhealthy even when another URL works in a browser.
The first job is attribution. Record the exact URL, method, timestamp in UTC, response headers, response body, listener hostname, and whether the failure affects every path or only one. Preserve a failing request that can be repeated safely; a change made before you capture these details can remove the evidence needed to find the rule or route.

Fast triage: identify the component that generated 403
- Capture the response. Save the status, body, headers, requested path, query string, and timestamp. Check whether the body contains
Microsoft-Azure-Application-Gateway/v2and a WAF block reference or transaction ID. - Confirm the gateway SKU. In the Azure portal, open the Application Gateway resource and review its configuration. WAF rules apply to the
WAF_v2SKU. AStandard_v2gateway can still expose a backend or custom-rule 403, but it is not producing a managed-WAF block. - Check policy association and mode. Open the gateway’s WAF policy association and confirm which policy is attached to the listener or gateway. Check whether the policy is in Prevention or Detection mode. Prevention can block; Detection logs matches without blocking.
- Inspect diagnostics. Open the gateway’s diagnostic settings and Log Analytics workspace, then inspect
ApplicationGatewayFirewallLogfor the request time. A useful entry identifies the rule ID, matched variable, selector, and action. - Compare backend evidence. If there is no matching WAF record, inspect the backend application’s access and authorisation logs for the same timestamp. The backend status code, URL, and Host value should explain a backend-generated 403.
- Open backend health. In the gateway resource, open Backend health and inspect each pool member, probe status, HTTP status, and error text. A message such as
Received 403means the probe URL itself was forbidden.
When diagnostics were just enabled, Log Analytics data can take 15–20 minutes to appear according to Microsoft guidance published in 2026. Retry the query after that interval before deciding that the request was not logged.
Fix a 403 generated by WAF
Confirm Prevention mode is the blocker
A WAF 403 normally has the gateway signature in the body and a WAF transaction or block reference. In the firewall log, the action indicates that a managed rule or custom rule stopped the request. Confirm that the attached policy is the one you are editing; changing an unattached policy has no effect on the listener returning 403.
Detection mode is useful only while you observe and tune rules. It records matches but allows the request through, so it also permits real attacks. If you switch temporarily from Prevention to Detection to diagnose a suspected false positive, define the test window, monitor the firewall log, make the narrow correction, and return to Prevention.
Find the exact rule and request field
Do not disable an entire managed rule family because one sign-in or API request failed. In ApplicationGatewayFirewallLog, note the rule ID, message, matched variable, selector, request URI, and action. The variable may be a query parameter, form field, JSON value, cookie, header, or URL segment. This information tells you what to exclude and what to leave protected.
Benign matches commonly include SQL-like text in a sign-in field, angle brackets or HTML-looking text in a JSON description, and cookie or header patterns that raise an anomaly score. The fact that a value is legitimate for your application does not make a broad bypass safe; it means that the exception should cover only that known field, route, or rule.
Apply a narrow exclusion or rule override
- Open the associated WAF policy and the managed rules configuration.
- Locate the rule ID shown in the firewall log.
- Add an exclusion for the specific request variable and selector, or override only the identified rule for the affected path or field, depending on the policy controls available in your portal version.
- Keep the exclusion as narrow as possible. Prefer one JSON property, query parameter, cookie, header, or URL path over a whole request body, listener, or rule group.
- Save the policy, wait for propagation, and repeat the original request.
- Check the firewall log again. The request should no longer be blocked by that rule, while unrelated requests should continue to generate normal detections or blocks.
Document why the value is expected, which selector is excluded, who owns the application field, and when the exception should be reviewed. If the application later changes its input format, an old exclusion can become unnecessarily broad.
Use a custom Allow rule only for a clearly trusted characteristic
A custom WAF Allow rule can bypass managed rules for traffic with a reliably identifiable characteristic such as a controlled source IP, a dedicated URL path, or an internal header. Use it only when that characteristic cannot be forged or reached by untrusted users in your deployment. Scope the rule to the smallest path, address range, or header condition that solves the operational need, and place it according to the policy’s rule-evaluation order.
Recommended Free Tools
An Allow rule is not a substitute for understanding the managed-rule match. If the same endpoint is public, allowing all requests to its path defeats protection for that endpoint. A field-level exclusion is safer when only one value is producing a false positive.
Fix a backend-generated 403
Check application authorisation and routing
If the firewall log has no matching block and the gateway is not a WAF SKU, the backend is the likely producer. Review the backend access log for the exact path, method, Host header, authentication state, and response reason. Confirm that the listener’s URL map sends the request to the intended backend pool and setting. A protected route, missing authentication context, method restriction, or application-level allowlist can all legitimately return 403.
Test the backend directly from an allowed network location when your security model permits it, using the same path and hostname that the gateway sends. Compare the direct response with the gateway response. Do not treat a successful request to a different hostname as proof that the gateway route is correct; multitenant services often authorise by hostname.

Correct an unrecognised Host header
App Service, Azure Functions, and other multitenant platform services can reject a request when the Host header does not identify an accepted site. Open the Application Gateway HTTP setting used by the affected rule and inspect its host-name behaviour.

After saving, repeat the request and inspect the backend log to verify the Host value actually received. Keep the public listener hostname separate from the backend hostname when the service requires that distinction.
Fix a health probe that receives 403
Backend health reports the probe’s response, not the result of a user’s authenticated browser session. Application Gateway probes cannot send user credentials. If the probe URL requires login, a special header, a cookie, or a role, it will return 403 and the gateway can mark the member unhealthy.
Choose an unauthenticated health endpoint
- Identify the custom or default probe attached to the affected HTTP setting.
- Set the probe path to a small endpoint that permits an unauthenticated HTTP GET and returns a success response when the service is ready.
- Use the correct protocol, port, and hostname for the backend.
- Save the probe and wait for the next probe interval, then reopen Backend health.
- Confirm that the status changes from 403 or unhealthy to healthy before retesting user traffic.
If the service cannot expose an unauthenticated endpoint, define a custom probe with an accepted status range only when that response is an intentional, reliable health signal. Accepting 403 from an ordinary protected page hides a routing or authorisation problem and can send user requests to a backend that is not actually ready. Keep the accepted range as narrow as the application’s health contract permits.
Set the correct HTTPS host and TLS SNI
For HTTPS probes on Application Gateway v2, the custom probe host value is used both as the HTTP Host header and as the TLS Server Name Indication value. Set it to the DNS name that matches the backend certificate’s common name or a subject-alternative name and that the application recognises. Avoid an IP literal when the server selects its certificate or virtual host by name. A wrong name can produce certificate, virtual-host, or authorisation failures that appear as an unhealthy probe.

Review URL and host-header rewrites
Application Gateway WAF evaluates the request after URL or host-header rewrites have been applied. A rewrite can therefore change the path, headers, or Host value that WAF evaluates. It can expose a different managed-rule match or cause the backend to reject a route that worked before the rewrite.
- List every rewrite set attached to the listener, path rule, or routing rule.
- Compare the original request path and Host header with the rewritten values.
- Check access logs and firewall logs for the post-rewrite URI and fields.
- Temporarily remove or narrow the rewrite in a controlled change if it is the only difference between a working and failing request.
- Retest both the intended route and neighbouring routes so that a rewrite correction does not break another backend.
Internally generated responses, including WAF 403 responses, bypass rewrite rules. A rewrite cannot restyle a block that the gateway generated before forwarding the request.
Custom error pages: presentation, not repair
Custom error pages can replace the client-facing presentation of an Application Gateway-generated error with your own instructions or branding. They do not change the WAF rule, backend authorisation decision, probe result, Host header, or TLS SNI. Add a custom page only after the producing component and cause are understood. Otherwise it can make a diagnostic response harder to recognise while the 403 continues unchanged.
Choose the least risky fix
| Producer | Evidence | Preferred fix | Security and runtime effect |
|---|---|---|---|
| Managed WAF rule | Gateway signature, WAF transaction reference, matching entry in ApplicationGatewayFirewallLog |
Field-, selector-, path-, or rule-specific exclusion or override | Preserves protection for unrelated fields and routes |
| Custom WAF deny rule | Firewall log identifies the custom rule and its condition | Correct the condition or narrow its source, path, or header scope | Retains the intended deny policy for other traffic |
| Backend application | No WAF block; backend access log records 403 | Correct route, authentication, authorisation, or expected Host header | Changes application access behaviour rather than WAF inspection |
| Health probe | Backend health shows Received 403 |
Use an unauthenticated health path, correct host/SNI, or a deliberate accepted status range | Determines whether the member is considered available |
| Rewrite interaction | Failure begins after a path or Host rewrite; logs show changed values | Correct or narrow the rewrite and retest the resulting request | Changes what WAF and backend receive |
| Custom error page | Only the appearance or body needs changing after diagnosis | Configure presentation after the blocking cause is fixed | Changes display only; it does not permit the request |
Verification checklist after a change
- Repeat the original request and confirm the expected status, body, and backend route.
- Send a request that should still be blocked and verify that the relevant WAF protection remains active.
- Test the same endpoint with a normal value, the previously flagged value, and an unrelated path.
- Recheck firewall and access logs using the new timestamp to confirm which component handled the request.
- Review every backend member in Backend health, not only the member used by one test.
- For HTTPS, verify both certificate-name matching and the Host value received by the application.
- Record policy changes, exclusions, Allow rules, probe paths, accepted status codes, and rewrite settings for later review.
A successful browser test alone is insufficient: it may use cached authentication, a different hostname, or a route that does not exercise the failing probe or rewrite. The durable fix is the smallest change that matches the producing component and remains observable in logs.
