Use the current Meta Horizon app and its Menu → Devices setup flow; pairing the headset from the phone’s Bluetooth settings is not a substitute.
Try these non-destructive fixes first
- Install or update the official Meta Horizon mobile app, then sign in with the Meta account that should be the headset’s primary/admin account.
- Turn on Bluetooth and Wi-Fi on the phone. Allow the app to use Bluetooth or Nearby Devices and, if requested, Location or precise location.
- Keep the phone close to the headset. Put both on the same private Wi-Fi network; if your router shows separate 2.4 GHz and 5 GHz networks, try the same band on both.
- In the app, open Menu → Devices, choose the option to add or pair a headset, select Quest 2, and follow the prompts. If automatic pairing does not work, enter the code displayed in the headset.
- Close the app, restart the phone and headset, then try again. If needed, update or reinstall the app before considering a headset reset.
Meta says initial pairing should normally happen automatically after the headset’s initial update; if it does not, the headset’s code can be entered in the mobile app. See Meta’s pairing troubleshooting video.
Identify where pairing is failing

Check the app, phone compatibility, and account
Use the current Meta Horizon mobile app. Older instructions may call it the Oculus app or Meta Quest app; follow the current official app listing rather than installing an unofficial pairing app. The official Meta Quest mobile app page is the appropriate starting point. Phone requirements can change, so check the app’s current store listing for compatibility rather than relying on an old Android or iOS minimum.
Make sure the app is signed into the Meta account that will be the Quest 2’s primary/admin account. A secondary profile or a different account from the one associated with the headset can complicate setup. Meta support representatives identify the primary account and phone compatibility as relevant checks in their Quest 2 pairing guidance.

If the headset is used or gifted, ask the previous owner to remove it from their account where applicable. A factory reset clears the headset’s local setup; it does not transfer ownership or account association by itself. Set it up using the new owner’s Meta account.
Allow the phone permissions pairing needs
Android
Open Settings → Apps → Meta Horizon → Permissions (labels and locations vary by Android version and phone maker). Allow Nearby devices and, if requested, Location or Precise location. Also allow any other permission the app explicitly requests during setup. Meta support has specifically called out Nearby Devices and precise location; Android’s Bluetooth permission model varies by OS version and app implementation, as described in Android’s Bluetooth permissions documentation.
iPhone
Check Settings → Privacy & Security → Bluetooth and enable Meta Horizon. If the app requests location access, check Settings → Privacy & Security → Location Services and the app’s location permission. Reset the connection state and restart both devices
- Close Meta Horizon completely.
- Restart the phone.
- Power off the Quest 2 normally, then turn it back on. If it will not shut down normally, Meta support guidance has recommended holding the power button for about 30 seconds as a forced reboot.
- Turn Bluetooth and Wi-Fi back on, open Meta Horizon, and retry from Menu → Devices.
If the headset is not listed, Meta support recommends checking Bluetooth and, if needed, uninstalling and reinstalling the app. Their app pairing troubleshooting thread also describes device-specific Bluetooth cleanup steps.
Android: clear Bluetooth cache only if the option is available
Some Android phones expose a Bluetooth system service under Settings → Apps. If yours does, open its storage controls and use Clear cache—not Clear data, which can remove saved Bluetooth connections. The Bluetooth service may be hidden, named differently, or lack a cache option on your phone.
iPhone: forget devices only after simpler checks
Meta guidance has suggested forgetting Bluetooth devices under Settings → Bluetooth, then restarting the iPhone. This can remove saved connections to other devices too, so use it only if toggling Bluetooth, restarting, and checking app permissions have not helped. iPhone does not use the Android Bluetooth-cache procedure.

Check Wi-Fi and network restrictions
Keep the phone and headset on the same normal private Wi-Fi network. On dual-band routers with separate network names, try the same frequency band for both. This is a troubleshooting recommendation, not a guarantee that every setup requires a particular band. Meta support has recommended matching the network and band when addressing pairing failures; see its pairing-code troubleshooting guidance.
- Avoid guest, hotel, school, workplace, or public Wi-Fi during first-time setup; these networks may use sign-in portals or isolate devices from each other.
- Temporarily disable a VPN on the phone and retry.
- If you suspect the router is blocking setup, a phone hotspot can be a diagnostic test—not a guaranteed fix. Do not treat a successful Bluetooth connection as proof that Wi-Fi setup is complete.
- If other devices also cannot connect to the network, restart the router before troubleshooting the headset further.
Update or reinstall Meta Horizon
Update Meta Horizon through the phone’s official app store. Keep the headset powered on and connected to its charger while it checks for available software updates, then retry setup after any update finishes. Meta support recommends current app and headset software in its Quest 2 pairing guidance.
If the headset still does not appear or the app remains stuck, reinstall the mobile app:

- Sign out if you can.
- Uninstall Meta Horizon.
- Restart the phone.
- Install the official Meta Horizon app again, sign in, and grant the requested permissions.
- Retry through Menu → Devices.
Reinstalling the phone app may require signing in again, but it does not itself erase purchases tied to your Meta account.

Retry setup with another phone that meets the current app’s compatibility requirements. If the headset pairs there, focus on the original phone’s permissions, Bluetooth state, compatibility, or app installation. If it fails on multiple compatible phones, the cause could instead involve the headset, account, network, firmware, or a Meta-side service issue. Do not leave the headset registered to someone else’s phone after using it as a test. Meta support has recommended an alternate-phone check in its pairing-code guidance.
Factory-reset the Quest 2 only as a last resort
Warning: a factory reset erases local headset data and settings, and you will have to set the headset up again. Account-linked purchases can generally be downloaded again after signing in, but a reset does not preserve every local save or configuration. Do not reset a headset that was previously working until you have tried the non-destructive checks above.

- Turn off the Quest 2.
- Press and hold Volume Down + Power until the recovery/USB Update Mode menu appears.
- Use the volume buttons to select Factory Reset.
- Press the Power button to confirm.
- After it restarts, set it up through Meta Horizon with the intended primary account.
Meta community support documents this reset sequence in its pairing-code troubleshooting thread. A reset is not a guaranteed pairing fix. Meta’s account support information explains that account-linked purchases are associated with the account rather than permanently lost with a device reset: account and Quest 2 support article.
When to contact Meta Support
Contact Meta Quest Support if pairing still fails on multiple compatible phones after checking permissions, account, app/software, and a normal private Wi-Fi network; if the code is persistently rejected; or if the headset is stuck after a reset, cannot update, or cannot connect to any network. Repeated failure may indicate a headset, firmware, account, or service problem, but pairing trouble alone does not prove the headset is defective.
