The most common reason is simple: an object URL opened in a browser is anonymous, while the S3 console is authenticated with your AWS credentials. S3 therefore lets you see the object in the console but returns HTTP 403 when you open its direct URL.
Fix the problem by first identifying the URL type, then authenticating the request or correcting the exact permission layer that denies it. A download normally needs s3:GetObject on the object ARN; listing a bucket is a separate s3:ListBucket permission. Explicit denies, Block Public Access, endpoint policies, organization controls, encryption requirements, and incorrect website or CloudFront configuration can all override an apparent allow.

What an S3 Access Denied 403 means
S3 evaluates the identity policy of the caller together with the bucket policy, object ownership and ACL settings where applicable, access-point and VPC endpoint policies, AWS Organizations controls, encryption requirements, and request conditions such as source IP or VPC. If the combined permission check does not find a valid allow, or finds an explicit deny, S3 returns Access Denied (403 Forbidden).

Identify which S3 URL you are using
Do not change policies until you know which endpoint produced the error. The hostname and query string determine the authentication and configuration path.

Fast triage before changing permissions
- Record the response. Save the HTTP status, the S3 XML error code and message, request ID, host ID, URL host, region, and exact object key. Note whether the request passed through a VPC endpoint or CloudFront.
- Try the object from the S3 console. If the console also fails, the problem is probably the authenticated principal, object key, region, encryption, or another policy layer. If the console works but the URL fails, treat the URL request as a separate authentication context.
- Check the key exactly. S3 keys are case-sensitive and include every prefix, space, slash, and extension. A copied URL can point to a different key than the one selected in the console.
- Separate download from listing. Opening a known object requires
s3:GetObject. Browsing a bucket or asking for a prefix requiress3:ListBucketon the bucket ARN. Granting one does not grant the other. - Confirm the region and endpoint. A URL for the wrong region can produce redirects, signature failures, or confusing access responses. Use the bucket’s actual region when generating requests and signatures.
Fix a private standard object URL
Use an authenticated client instead of the raw browser URL
Keep the bucket private and make the request with credentials. With the AWS CLI, verify the object metadata first:
aws s3api head-object --bucket example-bucket --key path/to/file.bin --region us-east-1If that succeeds, download it with:
aws s3api get-object --bucket example-bucket --key path/to/file.bin --region us-east-1 file.binThe CLI uses the configured profile, role, or environment credentials. An SDK or an authenticated REST request follows the same principle. Do not paste secret access keys into a URL or browser address bar.

Grant the exact object permission
The identity making the request needs an allow for s3:GetObject on the object resource, for example arn:aws:s3:::example-bucket/path/to/file.bin. A policy that allows access only to the bucket ARN, arn:aws:s3:::example-bucket, does not by itself authorize object reads. Conversely, s3:ListBucket belongs on the bucket ARN and does not authorize downloads.
When a role is assumed, inspect the role policy and the session’s permissions boundary as well as the user policy. A missing allow is an implicit deny. An explicit Deny in any applicable policy wins over every allow.

Check the bucket policy and object ownership
Review the bucket policy for a statement that applies to the actual principal, action, and key prefix. Conditions can narrow an otherwise correct statement by requiring a particular source VPC, source IP, TLS connection, principal tag, or encryption property.
For buckets using Object Ownership with Bucket owner enforced, ACLs are disabled and the bucket owner controls access through policies. In older configurations where ACLs remain enabled, an object uploaded by another account may have an ACL that does not grant the requester read access. Check the object owner and ACL before adding broad permissions.

Inspect encryption requirements
If the object uses server-side encryption with AWS KMS keys, the caller may need the relevant KMS permissions in addition to s3:GetObject. A bucket policy can also require encrypted uploads or particular encryption headers. A request that violates such a condition is denied even when the S3 action appears allowed.
Decide whether the object should be public
A direct browser URL works anonymously only when the object and every governing control permit anonymous read access. Public access is a deliberate security decision, not a workaround for a private bucket.
Check Block Public Access first
New S3 buckets default to Block Public Access controls and Bucket owner enforced object ownership. Account-level and bucket-level Block Public Access settings can reject or neutralize a public bucket policy. Check both scopes before troubleshooting the policy statement itself.

If public access is required, scope it to reads
Use the smallest possible bucket-policy statement: allow the public principal only s3:GetObject and only the required object prefix or objects. Do not grant public listing, write, delete, or bucket-administration actions. After saving the policy, verify that no account or bucket Block Public Access setting prevents it, then test a single known object in a private browser window.

For a single user or a limited application, an authenticated request or presigned URL is safer than making the bucket public.
Repair an expired or invalid presigned URL
Confirm the signer can read the object
A presigned URL does not create new privileges. It delegates the signing principal’s existing permission for the specified operation. The principal that generated the URL must be allowed to perform s3:GetObject on the exact key. If that principal loses permission, the URL stops working even before its visible expiry time.
Check both expiration clocks
The URL expires at its configured X-Amz-Expires time or when the underlying temporary credentials expire, whichever comes first. A URL signed by an assumed role can therefore die earlier than the duration requested. Generate a new URL after refreshing the role or session credentials.
Keep the signed request unchanged
The HTTP method, host, path, query parameters, and any headers included in the signature must match the request that reaches S3. Do not change GET to HEAD, alter the encoded key, remove signing parameters, or add a signed header with a different value. Proxies and download tools that rewrite the URL can also invalidate the signature.

Generate the URL with the same region and endpoint style used by the bucket. Test it immediately with a tool such as curl, preserving the complete URL exactly as generated.
Fix an S3 static website Access Denied error
Static website hosting uses a website endpoint and has different behavior from the S3 REST API. A REST object URL is not interchangeable with the website endpoint. Confirm that website hosting is enabled, the index document name exactly matches the uploaded key, and any configured error document exists at the expected path.
Website requests are normally anonymous, so the objects served by the site need a policy that permits the required public s3:GetObject access. Block Public Access at the account or bucket level can prevent that policy from taking effect. If the site must remain private, place it behind an authenticated service or CDN rather than relying on the public website endpoint.
Use the website endpoint for website traffic and the REST endpoint for API-style requests. A policy can be correct for one path while a request sent to the other still returns 403.
Fix a CloudFront URL that returns 403
CloudFront can read a private S3 bucket through an Origin Access Identity (OAI) or Origin Access Control (OAC). The distribution must use the correct S3 origin type, not an S3 website endpoint when the configuration expects the REST origin, and the bucket policy must grant the distribution identity s3:GetObject for the needed keys.

Check the distribution’s origin domain, default root object, path-based behaviors, and cache status. A behavior may forward a path to an origin that does not contain the key, or may require a method or header that the request does not supply. After changing an origin policy, allow for propagation and invalidate cached error responses if necessary.
Investigate VPC endpoints and organization controls
Requests sent through an S3 VPC endpoint are subject to the endpoint policy in addition to IAM and bucket policies. An endpoint policy that allows only selected buckets, prefixes, principals, or actions can deny a request that succeeds from outside the VPC.
AWS Organizations service control policies and resource control policies can impose an account-wide or organizational deny. These controls are evaluated along with identity and resource policies and cannot be bypassed by adding another allow to the user or bucket. Ask an organization administrator to check those policies when the same request fails for multiple roles or accounts.
Use request evidence to locate the denying layer
Capture the complete S3 XML response rather than relying on the browser’s generic error page. The request ID and host ID help an administrator correlate the event in logs and support records. Record the URL host, bucket, key, region, HTTP method, signing parameters, caller identity, and network path.

A practical fix order
- Copy the exact failing URL and classify it as REST, presigned, website, or CloudFront.
- Write down the bucket, key, region, method, response code, XML message, request ID, and host ID.
- Test the exact key with an authenticated CLI or SDK request.
- Verify
s3:GetObjecton the object ARN and, separately,s3:ListBucketif listing is required. - Review explicit denies and conditions in identity, bucket, access-point, VPC endpoint, and organization policies.
- Check object ownership, ACLs where enabled, KMS permissions, and Block Public Access.
- For presigned URLs, regenerate with valid credentials and unchanged method, headers, query, region, and endpoint.
- For website or CloudFront traffic, correct the endpoint-specific hosting, origin, and read-permission configuration.
- Retest with the same request path and preserve the new response details if the 403 remains.
