Fix 0x80070422 by restoring the Windows Update service before trying to activate Windows again. Press Win + R, open services.msc, set Windows Update to Automatic, start it if it is stopped, apply the change, restart the PC, and then run Windows’ built-in Activation troubleshooter. The code usually means that Windows Update is disabled or not running—not that Windows has a separate, dedicated “activation repair” error.
What error 0x80070422 means during activation
Microsoft maps 0x80070422 to the condition ERROR_SERVICE_DISABLED: the Windows Update service is disabled or stopped. Windows may display the code while you are trying to activate, but Microsoft does not list it as a dedicated activation code. In that situation, treat the Windows Update service as the first repair target, then check the activation page again and follow any new code that appears.

The code by itself is not proof of malware, a bad product key, or damaged personal files. It identifies a service-state problem. Activation can still fail after the service is repaired if the device has no valid entitlement, the installed Windows edition does not match the license, or the device cannot reach Microsoft’s activation services.

- Instantly productive. Simpler, more intuitive UI and effortless navigation. New features like snap layouts help you manage multiple tasks with ease.
- Smarter collaboration. Have effective online meetings. Share content and mute/unmute right from the taskbar (1) Stay focused with intelligent noise cancelling and background blur.(2)
- Reassuringly consistent. Have confidence that your applications will work. Familiar deployment and update tools. Accelerate adoption with expanded deployment policies.
- Powerful security. Safeguard data and access anywhere with hardware-based isolation, encryption, and malware protection built in.
Before changing anything
- Sign in with an account that has administrator rights. Administrator access is required for the built-in Activation troubleshooter.
- Connect the PC to the internet. The activation check needs network access, and the Activation page should be checked again after Windows Update is working.
- Note the Windows edition shown on the device and the edition covered by your license or digital entitlement. Windows 11 Home cannot activate Windows 11 Pro, and Windows 11 Pro cannot activate Windows 11 Home.
- Do not begin with a reinstall or a new product key. Repair the service and run the troubleshooter first; these steps do not remove your applications or personal files.
Fix 0x80070422 by enabling Windows Update
These are Microsoft’s documented steps for the error. Use the graphical Services console rather than changing unrelated services.
- Press Win + R to open the Run dialog.
- Type
services.msc, then press Enter. If Windows asks for permission, approve the administrator prompt. - In the list, find Windows Update. The list is alphabetical, so scrolling to the W section is usually quickest.
- Open Windows Update—double-click it, or right-click it and choose Properties.
- In Startup type, select Automatic.
- Look at Service status. If it says Stopped, select Start.
- Select Apply, then OK to close the properties window.
- Restart the computer.
After the restart, open Windows Update and check it again. A successful start of the service removes the condition represented by 0x80070422, but it does not itself prove that Windows is licensed. Activation must be checked separately.
Run the built-in Activation troubleshooter
Run the troubleshooter after the service repair and restart. It is available only while Windows is not activated, and it requires administrator access.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWindows 11
- Open Start > Settings.
- Select System, then Activation.
- Select Troubleshoot and follow the instructions shown by Windows.
Windows 10
- Open Start > Settings.
- Select Update & Security, then Activation.
- Select Troubleshoot and follow the instructions shown by Windows.
If Troubleshoot is not present, check that Windows is actually reported as not activated and that the Settings window was opened with an administrator account. If Windows is already activated, there is no activation problem for the tool to repair; if it is not activated but the option still does not appear, record the status and any code shown and proceed to Microsoft support guidance.

Check the result on the Activation page
When troubleshooting finishes, return to the Activation page and record the current status and code. The result can fall into three broad categories:
- Windows is activated: the service repair and entitlement check resolved the immediate problem. No reinstall is needed.
- A different code appears: stop treating it as 0x80070422. Microsoft’s guidance for the new code is the appropriate next step because the original service-state condition is no longer the complete description.
- The same code or an unresolved activation message remains: continue with the entitlement and edition checks below, then use Microsoft support if the built-in troubleshooter cannot resolve it.
Confirm the license and Windows edition match
Activation depends on both a working service and a valid entitlement. Microsoft describes the entitlement as a product key or digital license paired with the device’s hardware configuration. A repaired Windows Update service cannot create a license that the device does not have.
Check the installed edition
Open the Windows Activation settings and note whether the installed system is Windows 11 Home, Windows 11 Pro, or another edition. You can also review the Windows edition in the device’s Windows specifications. Compare that edition with the product key or digital entitlement you own.
| Installed edition | Entitlement needed | What to do if they differ |
|---|---|---|
| Windows 11 Home | Windows 11 Home license or entitlement | Use a matching Home entitlement; a Pro-only entitlement is not a match. |
| Windows 11 Pro | Windows 11 Pro license or entitlement | Use a matching Pro entitlement; a Home-only entitlement is not a match. |
The same principle applies to other Windows editions: the installed edition must correspond to the license. If the device was upgraded, replaced, or had its hardware configuration changed, the entitlement may need to be associated with that device again through the official activation process.

Check network access and retry
Make sure the PC can reach the internet, then revisit Settings > System > Activation on Windows 11 or Settings > Update & Security > Activation on Windows 10. Recheck the status after the Windows Update service is running. If activation still fails, write down the exact code instead of repeatedly retrying without recording the change.
What to do when the error changes or the troubleshooter fails
A new error code is displayed
Use Microsoft’s current instructions for the new code. The changed code is useful evidence: it indicates that the service condition was not the only issue, or that the original condition has been cleared and a licensing, network, edition, or entitlement problem is now being reported.
The troubleshooter says it cannot fix the problem
Verify the Windows edition and entitlement one more time, confirm internet access, and check the Activation page for the exact current message. Microsoft advises contacting support when the troubleshooter cannot fix the issue or the code is not covered by its guidance. Have the exact code, Windows edition, and whether the Windows Update service was stopped or disabled ready for the support conversation.

The service cannot be started
Reopen services.msc and confirm that Windows Update is set to Automatic. If the service immediately returns to a stopped state or Windows reports another error, record that message. Do not randomly change other services or delete registry entries; the documented repair is to set this service to Automatic, start it when stopped, apply the setting, and restart.

When a Windows license or installation media is actually needed
No valid entitlement exists
If the device has no valid license for the installed edition, the direct remedy is to obtain a genuine Windows 11 license or product key through Microsoft or a seller you can verify. Select the edition that matches the installation. Buying a Home key for a Pro installation, or a Pro key for a Home installation, does not solve the mismatch.
Reinstalling Windows as a last resort
Installation USB media is a recovery or reinstall aid, not the first response to 0x80070422. Use it only after the service repair, Activation troubleshooter, and entitlement checks fail and you have backed up important data. The edition installed from the media must match the license. A reinstall can remove applications and may affect personal files depending on the chosen option, so preserve backups and verify the edition before proceeding.
Decision guide: choose the next step without losing work
| What you observe | Most appropriate next action | Files and applications | License purchase needed? |
|---|---|---|---|
| Windows Update is disabled or stopped and 0x80070422 is shown | Set Windows Update to Automatic, start it, apply, restart, then retry activation. | Preserved. | Not unless no valid entitlement exists. |
| The service runs, but Windows is still not activated | Run the Windows 10 or Windows 11 Activation troubleshooter as administrator. | Preserved. | Only if the device lacks a matching license. |
| The installed edition does not match the entitlement | Use a license for the installed edition or install the edition covered by the existing license. | Changing edition or reinstalling can affect the system; back up first. | Possibly, if you need a different edition. |
| The code changes after troubleshooting | Follow Microsoft’s guidance for the new code. | Usually preserved while troubleshooting. | Depends on the new diagnosis. |
| The troubleshooter cannot resolve an unsupported or persistent code | Contact Microsoft support with the exact code, edition, and service status. | Preserved while seeking support. | Depends on entitlement findings. |
| Official steps fail and recovery is necessary | Consider matching-edition installation USB media after backing up data. | Applications may need reinstalling; file retention depends on the reinstall choice. | Required for activation unless an existing digital entitlement applies. |
Common mistakes to avoid
- Calling it an activation-only code: Microsoft’s mapping points first to Windows Update being disabled or stopped.
- Skipping the restart: restart after applying the service change before checking Windows Update and Activation again.
- Running the troubleshooter without administrator rights: use an administrator account.
- Ignoring edition matching: Home and Pro entitlements are not interchangeable.
- Buying a key before checking the current entitlement: confirm the installed edition and activation status first.
- Reinstalling too soon: the documented service repair and built-in troubleshooter should come before installation media.
- Repeating the same attempt without recording the result: note whether the code changes, because the new code determines the next repair path.
As an optional shortcut after the manual steps, Outbyte PC Repair can check and repair more than 100 common Windows issues where possible, including broken system elements and shared DLL problems, while also offering settings tweaks and cleanup tools. It runs on Windows 11, 10, 8 and 7 and includes a free trial by category of at least two days before a subscription; results vary, it complements an antivirus rather than replacing one, and no tool repairs every crash.
When to contact Microsoft
Contact Microsoft when the Activation troubleshooter cannot resolve the issue, the displayed code is not covered by the available guidance, or the device’s entitlement and edition remain unclear. Provide the exact current code—not only 0x80070422 if it has changed—the installed Windows edition, whether Windows Update was stopped or disabled, and the result shown after the restart. This information distinguishes a service-state repair from a licensing or edition problem and avoids repeating steps that have already succeeded.
