The fastest way to fix an Xbox controller in Windows 11 is to identify how it connects, test it directly over USB, and check whether Windows detects it in joy.cpl. A controller that works in Windows but not in one game usually has a game, Steam Input, or remapping problem—not a hardware failure.
1. Identify your controller and connection
The correct fix depends on whether you are using USB, Bluetooth, or an Xbox Wireless Adapter.

- Modern Xbox Wireless Controllers support Windows 10 and Windows 11 through Bluetooth, a compatible USB cable, or the Xbox Wireless Adapter.
- Xbox 360 wireless controllers do not use Bluetooth. They require a compatible Xbox 360 Wireless Receiver for Windows. Do not try to pair them through Settings > Bluetooth & devices.
- A USB cable must carry data. A charge-only cable can power the controller without allowing Windows or Xbox Accessories to communicate with it.
2. Test the controller over USB first
- Turn off the controller.
- Connect it directly to the PC with a known data-capable cable.
- Avoid hubs, docks, monitors, keyboards, and front-panel extensions during testing.
- Try another USB port directly on the computer.
- Restart Windows through Start > Power > Restart.
If the controller works over USB but not wirelessly, the controller is probably functional. Focus on Bluetooth or the wireless adapter rather than repeatedly reinstalling the controller.
3. Check whether Windows detects it with joy.cpl
Press Windows key + R, enter joy.cpl, and press Enter. In Game Controllers, select the Xbox controller, choose Properties, and open the Test tab.

- It does not appear: Windows has not exposed the device as a game controller. Check the cable, USB port, Bluetooth pairing, receiver, and Device Manager.
- It appears but inputs do not respond: check firmware, profiles, drivers, and possible hardware damage.
- It responds here but not in one game: Windows is receiving input; troubleshoot the game and its input configuration.
joy.cpl confirms that Windows can see and receive input from the controller, but it does not guarantee that every game will use it. Games must support an appropriate input system such as XInput and may have separate controller settings.
4. Pair a compatible controller over Bluetooth
- Open Start > Settings > Bluetooth & devices.
- Turn on Bluetooth.
- Turn on the controller with the Xbox button.
- Hold the controller’s Pair button for about three seconds, until the Xbox button flashes.
- Select Add device > Bluetooth.
- Choose Xbox Wireless Controller, then select Done if prompted.
Keep the controller close to the PC and make sure its batteries or rechargeable pack have sufficient charge. Turn off nearby consoles, phones, and tablets that may claim the controller. Modern Xbox controllers can switch between an Xbox Wireless host and a Bluetooth host, so a previously used device can interfere with pairing.
5. Remove and re-pair Bluetooth
If the controller is listed but will not connect:
- Go to Start > Settings > Bluetooth & devices.
- Find the controller and select More options (…) > Remove device.
- Turn Bluetooth off, wait about 10 seconds, and turn it on again.
- Restart the controller.
- Pair it again through Add device > Bluetooth.
Microsoft’s Bluetooth troubleshooting guidance also recommends checking that Airplane mode is off, updating drivers, reducing distance, and moving unshielded USB 3.0 devices and cables away from the Bluetooth hardware.

6. Run Windows’ Bluetooth troubleshooter
Open Get Help from the Start menu and search for Bluetooth connection problems. Follow the automated diagnostic steps. You can also check Start > Settings > System > Troubleshoot > Other troubleshooters, although the troubleshooters shown can vary by system configuration.
7. Update Windows and Bluetooth drivers
Install Windows updates
- Open Start > Settings > Windows Update.
- Select Check for updates.
- Install available updates and restart the PC.
Update the Bluetooth adapter
- Open Device Manager.
- Expand Bluetooth.
- Right-click the adapter, radio, or manufacturer-named Bluetooth device.
- Select Update driver > Search automatically for drivers.
- Restart Windows if prompted.
If Windows finds no driver, download the Bluetooth driver from your PC manufacturer’s support site instead of using an untrusted driver-download site.
8. Update Xbox controller firmware
Install Xbox Accessories from the Microsoft Store. Connect the controller with a compatible USB data cable, open the app, select the controller, and choose the available update option from the … menu. Select Update now if offered.

Keep the controller connected until the update finishes. Do not shut down the PC or disconnect the cable. If Xbox Accessories cannot detect the controller, try another data-capable cable and another direct USB port.

Xbox Accessories manages supported accessory configuration and controller firmware. It is not a general Windows driver updater: Bluetooth, USB, receiver, and HID drivers are managed by Windows, Device Manager, Windows Update, and the PC manufacturer.
9. Reinstall the controller device in Device Manager
Use this later in troubleshooting if Windows shows a broken, duplicate, or warning-marked device.

- Disconnect the controller.
- Open Device Manager.
- Select View > Show hidden devices.
- Check Xbox Peripherals, Human Interface Devices, Bluetooth, and Universal Serial Bus controllers.
- Right-click the relevant controller or receiver entry and select Uninstall device.
- Reconnect the controller or restart Windows.
Uninstalling a device instance does not necessarily remove the driver package from Windows. Avoid selecting Delete the driver software for this device unless you know it is necessary; removing a shared driver package can affect other devices and may require administrator privileges. See Microsoft’s Device Manager guidance.
10. Fix an Xbox Wireless Adapter
- Unplug the adapter and restart Windows.
- Reconnect it directly to a USB port, not a hub or dock.
- Press the adapter’s pairing button.
- Turn on the controller and hold its Pair button until the Xbox button flashes.
- Wait for both devices to stop flashing.
If the adapter is missing or shows a warning icon, inspect Device Manager under Network adapters, Xbox Peripherals, and related categories. After reconnecting it, select Action > Scan for hardware changes to make Windows rediscover the device.
11. If it works in Windows but not in a game
- Confirm that the game supports controllers.
- Open the game’s Settings, Controls, or Input menu.
- Enable controller or gamepad input and select the Xbox controller if the game provides that option.
- Temporarily close controller-mapping or virtual-controller software.
- Connect the controller before launching or restarting the game.
- For Steam games, test Steam Input both enabled and disabled, depending on whether the game has native controller support.
A game can ignore a controller that works perfectly in joy.cpl because its controller support is disabled, it uses a different input system, or another mapping layer is creating conflicting input.

12. Check profiles and partial input failures
If only particular buttons, triggers, sticks, or paddles fail, open Xbox Accessories, select the controller, and inspect its configuration. Remove custom remapping or restore the default profile where that option is available. Then test again in joy.cpl.
If the same input fails in joy.cpl, Xbox Accessories, and another computer, software is less likely to be responsible. A defective button, trigger, stick, cable, battery connection, or controller circuit becomes more likely.
