If Apache, the operating system, and PHP show different hours, do not immediately change the server clock. In most cases they describe the same instant with different timezone rules. Apache formats its request timestamp through mod_log_config, PHP uses its own default timezone, and the host clock supplies the underlying instant. Compare the numeric offsets or Unix epoch values first, then standardize on UTC or one supported IANA timezone identifier. Finally, verify the effective virtual-host and PHP configuration with a new request, including a daylight-saving transition when applicable.

What the one-hour discrepancy usually means
A timestamp has two parts: an instant and a representation of that instant. The instant is commonly counted as Unix time (seconds or milliseconds since 1970-01-01 00:00:00 UTC). The representation adds a timezone offset and displays a wall-clock hour. For example, 12:00 UTC and 13:00 in a zone whose offset is +01:00 are the same event.

Apache can therefore log 2026-10-15T13:42:10+0100 while PHP prints 2026-10-15T12:42:10+00:00; the visible hour differs, but the instant does not. A constant one-hour difference all year usually indicates UTC versus a local zone, a wrong IANA identifier, or a fixed offset. A difference that appears only during part of the year strongly suggests daylight-saving rules. Before changing any clock, compare the offset and an epoch value.
The operating-system clock is a separate concern. Correcting an Apache format or PHP setting changes display, not a clock that is actually drifting or unsynchronized. Check time synchronization independently if epoch values from both applications disagree.

How Apache chooses the access-log time
The %t field and the default format
Apache HTTP Server’s mod_log_config module controls access-log fields. A commonly documented default is:
LogFormat "%h %l %u %t 2%r2 %>s %b"The %t field is the time the request was received. Apache writes it in a form such as [18/Sep/2011:19:18:28 -0400]; the final numeric value is the offset from GMT. That offset is essential evidence when diagnosing an apparent hour error. A log line without an offset or epoch value is harder to correlate safely.

Custom formats, request boundaries, and epoch tokens
Apache also accepts an extended %{format}t directive using strftime-style fields. The begin: form records the beginning of request processing (the normal behavior), while end: records a time near log-write completion. A long-running request can therefore show a small elapsed-time difference even when both fields use the same timezone.
Special sec, msec, and usec forms emit epoch values in seconds, milliseconds, or microseconds. These values are unambiguous for machine correlation and avoid daylight-saving parsing problems.
Make the offset explicit
For an operator-friendly ISO-like line that retains the numeric offset, define a format containing %z:

CustomLog /var/log/apache2/access.log with_offsetThe exact log path varies by distribution. The important parts are the format name and the CustomLog directive that actually selects it for the virtual host.

Use an epoch field for correlation
When logs feed a parser, an epoch field is usually simpler:

CustomLog /var/log/apache2/access.log with_epoch_msYou can retain both a readable timestamp and an epoch field if people inspect the file manually while another system imports it. Do not infer a timezone from an abbreviation such as EST; abbreviations can be ambiguous. Keep the numeric offset or epoch value.
How PHP determines its timezone
Script-level setting
date_default_timezone_set() establishes the default timezone used by PHP date and time functions in that script and request:

Configuration-level setting
The date.timezone directive in the active php.ini supplies the default when application code does not override it:
date.timezone = Europe/LondonUse a supported IANA identifier such as UTC, Europe/London, or America/New_York. PHP documents undefined behavior for identifiers outside its supported list, so avoid informal names, misspellings, and arbitrary abbreviations.
Web PHP and command-line PHP may differ
The PHP command-line binary and the web SAPI (for example, PHP-FPM or an Apache module) can load different php.ini files or pool-level settings. A value shown by php -i is not proof of what a web request uses. Check the effective web configuration with a temporary, access-controlled diagnostic page that reports date_default_timezone_get(), ini_get('date.timezone'), the formatted offset, and the epoch. Remove that page after testing.
Diagnosis: compare one request from both layers
1. Find the active Apache configuration
Search the configuration tree for LogFormat and CustomLog, then determine which virtual host handles the test hostname:

apachectl configtestUse the equivalent Apache control command supplied by your distribution if apachectl has a different name. apachectl -S shows virtual-host mapping; it is common for one host to inherit a different log definition from another.

2. Emit a unique marker and PHP’s instant
Make one request to a harmless diagnostic endpoint with a unique query value. The endpoint should print an ISO 8601 value with its offset and an epoch value:

If the marker is not in the expected file, you are looking at the wrong virtual host, a different logging destination, or a proxy’s log rather than the Apache instance serving PHP.
3. Compare offsets, then normalize to UTC
Read the numeric offset in Apache’s %t output and the offset at the end of PHP’s format('c') value. Convert both values to UTC, or compare their epoch values. If the epochs match within the request’s processing interval, there is no clock error: only the display zones differ.

A busy request can legitimately produce a few milliseconds or seconds of separation. Use Apache’s %{begin:...}t and PHP’s epoch output when you need to distinguish formatting from execution delay.
4. Interpret the pattern

Choose a single timezone policy
UTC everywhere
UTC is the least ambiguous choice for storage, distributed logs, alerting, and cross-region analysis. It has no daylight-saving jump, and equal epoch values remain easy to compare. Operators may find local-hour interpretation less immediate, so dashboards can convert UTC for a viewer while retaining UTC in the underlying event.

One named local IANA zone for display
A regional identifier such as Europe/London or America/New_York carries the historical and seasonal offset rules. It is preferable to a fixed +01:00 setting when civil-time behavior matters. Every displayed value should still retain its numeric offset, and stored records should preserve either the offset or the original zone.

Apply the Apache change safely
- Choose whether the log should contain an offset, an epoch, or both. Do not remove the existing log until downstream parsers have been checked.
- Edit the
LogFormatand the matchingCustomLoginside the intended virtual-host configuration. A global definition does not help if a host selects another format by name. - Run
apachectl configtest. Fix syntax errors before reloading. - Reload Apache using the service manager for your system, for example
systemctl reload apache2or the correspondinghttpdservice. A reload normally preserves existing connections while applying configuration to new requests. - Send a fresh request, locate its line, and confirm that the new offset or epoch field appears. Existing lines will not be rewritten.
Changing LogFormat does not correct an incorrect system clock. If the epoch is wrong, investigate host synchronization, virtual-machine time, and container time separately.
Apply the PHP change without creating conflicts
- Pick the canonical identifier used by your operational policy, or use
UTCfor a storage-oriented service. - Set
date.timezonein thephp.iniloaded by the web SAPI when a global default is appropriate. - Remove contradictory per-script calls, or make the call intentional and consistent across the application.
- Restart or reload the PHP service so workers read the changed configuration. A running worker can retain old settings until it is replaced.
- Verify through the web SAPI, not only the CLI. Record
date_default_timezone_get(), the ISO 8601 offset, and the epoch in the controlled request.
Application code can still create an object in an explicit zone when it needs a different presentation. Keep that conversion deliberate; silently mixing a global default with ad hoc fixed offsets is a common source of recurring one-hour errors.
Validate daylight-saving and historical cases
For a zone that observes daylight saving, test dates on both sides of a transition. A generic PHP check can list the zone’s offsets for a chosen year:

}Use the year relevant to your production data. The output demonstrates that the same named zone can have more than one offset during a year. Keep the offset or epoch in every long-lived log so later analysis does not depend on remembering which seasonal rule applied.
Also test a historical date if your application imports old records. IANA zones encode historical changes; a fixed abbreviation or hand-written offset does not.
Human-readable offsets versus epoch logs

Common fixes that make the problem worse
- Changing the server clock to match a display. This can corrupt scheduled jobs and make every service disagree. Correct the representation first; repair the clock only when epoch checks prove it is wrong.
- Using a three-letter abbreviation. Abbreviations can refer to different offsets and do not encode seasonal rules. Use a supported IANA identifier and retain the numeric offset.
- Editing the wrong
php.ini. CLI output does not establish the web SAPI’s setting. Verify through the actual request path. - Editing a global Apache format while the virtual host selects another one. Inspect
CustomLogfor the hostname that received the request. - Reloading neither service. Apache children and PHP workers may continue using the old configuration until reloaded or replaced.
- Comparing unrelated requests. Use one unique marker and capture the Apache line generated by that exact request.
- Dropping the offset when exporting logs. A date copied without its offset can become a different instant when another system parses it.
Final verification checklist
- Apache’s selected
LogFormatcontains a numeric offset or epoch token. - The tested virtual host is confirmed with
apachectl -Sor the platform equivalent. - PHP’s web SAPI reports the intended
date.timezoneand IANA identifier. - The same request marker appears in the expected access log and PHP output.
- Epoch values agree, allowing for request processing time.
- Seasonal transitions have been checked for zones that observe daylight saving.
- Downstream parsers know whether a field is seconds, milliseconds, or microseconds.
- Host clock synchronization has been checked separately from display formatting.
Once these checks pass, Apache and PHP can display different wall-clock hours without being inconsistent: the offset or epoch proves whether they refer to the same instant.
