If Windows Update reports “0xC80070422” (sometimes written as “0xC80070422” or “0XC80070422”) while installing .NET, the documented Microsoft condition is usually 0x80070422: the Windows Update service is disabled or stopped. Set that service to start automatically, start it, restart Windows, and try the update again. If the error remains, run the Windows Update troubleshooter, clear the downloaded-update cache, and verify automatic date and time settings.
The extra C in the spelling is commonly seen in search queries and third-party URL slugs. Microsoft’s current references define 0x80070422 as ERROR_SERVICE_DISABLED, not as a separate .NET error. Check the exact code on your screen before applying a more specific diagnosis.

What 0xC80070422 means
Windows Update supplies many optional components, including .NET Framework updates and installation packages. When its service is not running, Windows cannot check, download, or apply those packages. Microsoft describes the condition as “Windows Update service is disabled or stopped.” Microsoft Learn similarly says the issue occurs when the service “stops working or isn’t running.”

Confirm the code and context
- Read the complete code in Windows Update, the .NET installer, or the installation log. The Microsoft-documented form is
0x80070422; a C-prefixed spelling is treated here as a likely search or display variant. - Note whether the message appears during a routine update, a feature update, or an operating-system upgrade. Upgrade failures may require additional component repair after the service is running.
- Record your Windows edition and version. Windows 10 support ended on October 14, 2025, so an upgrade decision for a Windows 10 computer is separate from repairing this service error.
Fix the Windows Update service first
This is Microsoft’s primary repair and the least disruptive step. You need an account permitted to change Windows services. If the computer belongs to a company, school, or other organization, its policy may intentionally control the service; ask the administrator before changing it.
- Press Win + R to open the Run dialog.
- Type
services.mscand press Enter. Approve the User Account Control prompt if Windows displays one. - In the Services list, locate Windows Update. Open it by double-clicking the entry.
- Open the Startup type drop-down and select Automatic. This tells Windows to make the service available when it is needed instead of leaving it disabled.
- Look at Service status. If it says Stopped, click Start.
- Click Apply, then OK. Close the Services window.
- Restart the computer. After signing in, open Windows Update and select Check for updates, or run the .NET installation again.
Microsoft’s instruction is explicit: “In the Startup type dropdown, select Automatic. If the service is stopped, click Start to start the service.” Do not change unrelated services while troubleshooting this code; the objective is to restore Windows Update and then retest.
If Start is unavailable or returns an access-denied message
Reopen the Windows Update properties and check that Startup type is no longer Disabled. Select Automatic, click Apply, and then try Start again. If a policy immediately changes the setting back, the device may be managed. Contact the organization that manages it rather than repeatedly overriding the setting.

A service that is running at the moment does not guarantee that a previous update download is usable.
Run the built-in Windows Update troubleshooter
Microsoft includes a troubleshooter that checks common update-service and update-component conditions. The names differ slightly by Windows version.
Windows 11
- Open Settings.
- Select System, then Troubleshoot, and choose Other troubleshooters.
- Find Windows Update and select Run.
- Follow the on-screen instructions and allow Windows to apply any recommended repair.
- Restart the computer if prompted, then check for updates again.
Windows 10
- Open Settings.
- Go to Update & Security, select Troubleshoot, and open Additional troubleshooters.
- Choose Windows Update, select Run the troubleshooter, and complete the checks.
- Restart if requested and retry the failed update or .NET installation.
Windows may report that it found no issue even when the service was previously stopped. That result does not undo the manual service check; continue to the cache step if the same code returns.
Clear the Windows Update download cache
Microsoft’s follow-up sequence is to stop Windows Update, clear the contents of C:WindowsSoftwareDistribution, start Windows Update again, and retry. The folder stores downloaded update material. Clearing its contents removes those downloaded files; it does not uninstall Windows.

- Press Win + R, enter
services.msc, and press Enter. - Open Windows Update and select Stop. Wait until the status shows that the service has stopped, then click Apply and OK.
- Open File Explorer and enter
C:WindowsSoftwareDistributionin the address bar. - Select the contents of that folder and delete them. Delete the contents, not the
SoftwareDistributionfolder itself. If Windows says a file is in use, return to Services and confirm that Windows Update is stopped before trying again. - Return to
services.msc, open Windows Update, and click Start. Set Startup type to Automatic if it is not already set, then click Apply and OK. - Restart Windows and run Windows Update or the .NET installer again.
The first post-reset check can take longer because Windows must obtain update files again. Do not interrupt the process solely because the cleared cache is being rebuilt.
Check automatic date, time, and time-zone settings
Microsoft includes clock settings in the same troubleshooting flow. An incorrect date, time, or time zone can interfere with update checks and downloads, so verify all three rather than changing only the displayed clock.
- Open Settings.
- In Windows 11, select Time & language, then Date & time. In Windows 10, select Time & Language, then Date & time.
- Enable Set time automatically.
- Enable Set time zone automatically when that option is available and appropriate for the device’s location.
- Close Settings, restart the computer, and check Windows Update again.
Retry the .NET installation and identify what changed
After the service, troubleshooter, cache, and clock checks, run the same operation that produced the error. Keep the original wording and code available so you can distinguish a new error from the original one.
- The update installs: the disabled or stopped Windows Update service, a damaged downloaded package, or incorrect time settings was consistent with the failure.
- 0x80070422 returns immediately: reopen Services and verify that Windows Update is still set to Automatic and running. A policy or security configuration may be disabling it again.
- A different code appears: stop treating it as 0x80070422. Record the new code and message; it may require a different Windows Update or .NET procedure.
- The failure occurs only during an operating-system upgrade: note the Windows version, whether the device is managed by an organization, and whether regular updates work. Microsoft’s upgrade guidance combines enabling and starting the service with resetting Windows Update components when this code appears during an upgrade.
Special considerations for Windows 10 and managed computers
Windows 10 lifecycle
Microsoft states that Windows 10 support ended on October 14, 2025. The service repair above can explain and correct a disabled Windows Update service, but it does not extend Windows 10 support or make an unsupported upgrade path supported. If the computer is still on Windows 10, identify the exact edition and version before choosing an operating-system upgrade.

Work and school computers may receive service settings from organizational policy. If Windows Update is disabled again after you set it to Automatic, or if you cannot change the setting, record the error and contact the administrator. Repeatedly clearing the cache or changing service settings cannot replace a policy change made by the organization.
Common pitfalls and safe checks
| What you see | What to check | Why it matters |
|---|---|---|
| The message says 0xC80070422, 0XC80070422, or 0x80070422 | Verify every character in the displayed code. | Microsoft’s documented condition is 0x80070422; the C-prefixed form is treated as a variant, not a separately documented .NET error. |
| Windows Update is set to Disabled | Choose Automatic, then Start, Apply, and OK. | A disabled service cannot perform the update check that the .NET installation depends on. |
| The service is running, but the same update fails | Run the Windows Update troubleshooter, then clear the SoftwareDistribution contents. | Previously downloaded update files may be unusable even after the service is started. |
| Files in SoftwareDistribution cannot be deleted | Stop Windows Update in Services first and retry. | Active service processes can keep downloaded files open. |
| The clock or time zone is wrong | Enable automatic time and, where appropriate, automatic time zone. | Microsoft includes these settings in its update troubleshooting sequence. |
| The setting changes back to Disabled | Check whether the computer is managed by an organization and contact its administrator. | A policy may be enforcing the setting. |
What not to infer from this error
- It is not, by itself, evidence that Windows is infected or that the .NET package contains malware.
- It does not establish that every .NET installation file is corrupt. The documented condition points first to Windows Update’s service state.
- Clearing
C:WindowsSoftwareDistributionremoves downloaded update files; it does not remove Windows or uninstall an existing .NET version. - Changing the spelling from
0xC80070422to0x80070422is not a repair. The service and update checks are what resolve the condition.
When to stop and seek administrative help
Escalate after documenting the exact code, Windows version, and the step at which the process fails if any of these conditions apply:
- You cannot open Services or cannot change Windows Update’s startup type.
- The service is repeatedly disabled by policy after a restart.
- The error appears only during an organization-controlled upgrade.
- Windows Update continues to fail after the service repair, troubleshooter, cache reset, automatic clock checks, and a restart, especially if a new error code replaces 0x80070422.
Provide the administrator or support technician with the original message and whether ordinary Windows updates work. That information separates a service-state problem from an upgrade-specific or policy-controlled failure.
