Error 0x00000FA6 means that a WINS server tried to replicate with a partner that is not configured on the destination server. Microsoft names the Win32 code ERROR_RPL_NOT_ALLOWED and defines it as “Replication with a nonconfigured partner is not allowed.” It is a Windows Internet Name Service (WINS) replication-configuration error, not a generic Windows 11 or Windows 10 blue-screen code and not a normal Windows Update error.
The practical fix is to identify the source and destination WINS servers, compare their replication-partner entries, correct the missing, stale, misspelled or incorrectly directed entry, and then verify a new replication attempt in the WINS logs. The procedure below is intended for the Windows Server administrators who manage WINS. If the hexadecimal text appeared in a game, installer or unrelated desktop application instead, preserve that application’s complete message because software can reuse the same-looking number for a different condition.

What error 0x00000FA6 means
Microsoft’s MS-ERREF Win32 Error Codes reference (2024) assigns 0x00000FA6 to ERROR_RPL_NOT_ALLOWED. Its definition is “Replication with a nonconfigured partner is not allowed.” Microsoft’s WINS protocol documentation describes the same condition: a WINS server receives a replication request from a server that is not configured as a replication partner for the target server.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
WINS is a legacy name-resolution service that maintains NetBIOS name records. WINS servers can exchange those records through configured replication partners. Each server therefore has an explicit view of which peers may push or pull replication. When a request identifies a peer that is absent from that view, the target rejects it and returns 0x00000FA6.

The error does not, by itself, say that Windows system files are damaged, that an update failed, or that a computer has a stop error. It points to an administrative mismatch in WINS topology. A desktop running Windows 10 or Windows 11 may display the text because it received a message from a server, management tool or application; the code’s documented meaning still comes from the WINS replication subsystem.
First confirm where the code came from
Do not change WINS settings solely because a number appeared in a pop-up. Establish the source before troubleshooting.
- Record the complete message. Copy the wording around 0x00000FA6, the application or service name, the timestamp and any event ID. A surrounding sentence that mentions WINS, replication or a server is a strong indication that the documented WINS condition applies.
- Check the location. Look in the WINS event log, a Windows Server management console, or a replication-status view for the source and destination names. If the message came from a game, installer or another consumer application and contains no WINS reference, treat it as an application-specific error until that product’s documentation identifies it.
- Identify the generating server. Determine which WINS server logged or returned the error. Also record the partner it attempted to contact. The server that reports the error is not necessarily the server whose configuration is wrong; the target’s partner list is the decisive configuration.
If the context is ambiguous, stop after collecting the evidence and involve the administrator responsible for the application or server. Applying a WINS change to an unrelated problem can disrupt name-resolution services without addressing the original message.

A replication pair depends on matching identity and topology information. The target WINS server accepts a replication request only when the requesting server is configured as an allowed partner. Several events can break that relationship:
- Missing entry: an administrator configured replication on one server but never added the other server to the target’s partner list.
- Name or address mismatch: the entry contains a misspelled hostname, an obsolete IP address, or an address that now belongs to another machine.
- Stale partner: a server was decommissioned, replaced or restored from backup while its old identity remained in the configuration.
- Inconsistent direction: push, pull or both-direction settings do not match the intended design, so one side requests a relationship that the other side does not permit.
- Duplicate or changed identity: a restored or cloned server may present an identity that no longer corresponds to the partner entry recorded on the other WINS server.
Connectivity problems can occur at the same time, but they are a separate diagnosis. If the target can hear the request and rejects it as nonconfigured, fixing reachability alone will not add the partner to the allowed list.
Collect evidence before editing a production WINS configuration
WINS is commonly embedded in older enterprise networks, so a seemingly small edit can affect legacy clients. Gather enough information to reverse the change and to explain it to the network or Windows Server administrator.

- Source WINS server name or address.
- Target WINS server name or address.
- Timestamp, event ID and the exact 0x00000FA6 text.
- The replication direction shown by the event or status view.
- The current partner entries on both servers, including hostnames, addresses and push/pull settings.
- Any recent server retirement, replacement, restore, rename, IP-address change or network-segmentation change.
- Whether the WINS service is running on both ends and whether other replication pairs are working.
Save screenshots or exports of the original settings before changing them. For a production domain, preserve the evidence in the change record. This makes it possible to restore a previous value and helps distinguish a configuration error from an identity or routing problem.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Step-by-step: correct the WINS replication partner
1. Map the replication pair
Start with the event or replication-status details and write down three identities: the server that initiated the request, the server that received it, and the partner name or address carried in the request. If the event shows only one name, use the surrounding WINS log entries on the same timestamp to find the other side.
Confirm that the names refer to the intended machines. A decommissioned server, a restored virtual machine or an address reused for a new server can make a configuration appear correct while pointing at the wrong identity. Do not guess from a familiar hostname; compare it with the current server inventory and network records.
2. Open the WINS management configuration
Sign in with an account authorized to administer the WINS role on the relevant Windows Server. Open the installed WINS management console from the server-management tools. On older systems it may be listed with Administrative Tools; on newer Server installations it is available through the management tools for the WINS role. The exact menu label depends on the Server edition and installed tools, so use the console that displays the server’s replication-partner configuration rather than a generic Windows 10/11 troubleshooting page.
If the console cannot connect to the server, record that failure separately. A management-connection problem does not prove that the partner entry is missing; first restore administrative access or connect directly to the server that owns the WINS database.

- If the intended partner is absent, the target has no permission to accept that replication request.
- If a similar name is present, compare every character and the resolved address; a near match is still a different identity.
- If the entry points to a retired or restored server, treat it as stale rather than simply reusing it.
- If the entry exists but allows only push or only pull, compare that setting with the topology documented by your administrator.
Perform the same inspection on the source server. A healthy design normally has deliberately coordinated entries on both ends, even when the product’s push and pull roles are asymmetric. Do not assume that adding a partner on one server automatically updates the other.
4. Decide whether to add the intended partner or remove a stale one
Use the network design and server inventory to choose the smallest safe change.
| Configuration action | Use it when | Scope | Risk and recovery | Verification |
|---|---|---|---|---|
| Add the intended partner | The current source and target are valid, but the target’s partner list is missing the source. | One WINS server’s partner configuration, followed by the corresponding check on the other end. | A focused, reversible edit. Record the original list and the new entry so it can be removed if the topology is wrong. | Retry replication and confirm that the target no longer logs ERROR_RPL_NOT_ALLOWED. |
| Correct a name or address | The partner entry is present but identifies the wrong hostname or an obsolete address. | The affected entry on the server that stores it; verify the peer’s entry as well. | Reversible if the previous value is recorded. A wrong address can direct replication to another host, so validate ownership first. | Confirm name resolution and the target server identity, then review both WINS logs after a retry. |
| Remove a stale partner | The listed server was retired, replaced or left behind after a restore, and the network design no longer uses it. | Cleanup on the server where the obsolete relationship remains. | Broader than a single typo fix. Do not remove a live partner merely because it reports an error; confirm decommissioning with the network owner. | Check that the intended partners remain configured and that no new requests target the retired identity. |
| Align push/pull direction | Both servers are valid, but their replication-direction settings conflict. | Potentially both ends of the pair. | Can change replication behavior beyond this one event. Apply the documented topology, not an improvised setting. | Observe a complete replication attempt and compare status on both servers. |
Make one logically related change at a time. If you add a partner, do not also delete several old entries until the new relationship has been validated. Smaller changes make rollback and diagnosis possible.
5. Save the corrected configuration
Apply the partner-list edit in the WINS console and allow the configuration to be written. If the console offers separate controls for push and pull relationships, select only the direction required by the approved design. Capture the resulting list and timestamp in the change record.
Do not create multiple entries for the same server simply to make the error disappear. Duplicate identities can produce confusing replication behavior and may hide the original stale-record problem.
6. Check name resolution and network reachability
Before retrying, verify that each WINS server resolves the other’s configured name to the expected address. Compare the result with your server inventory. If the name resolves to an old address, correct the underlying name or address information before testing replication.

Confirm that routing and firewall policy permit the WINS replication traffic used by your environment. The exact ports and rules are dependent on the network design and are not specified by the error code itself, so consult the organization’s firewall documentation rather than opening broad access as a guess. A blocked path can create a different failure after the partner-list mismatch is fixed.
7. Confirm that both WINS services are running
Check the service state on the source and target servers. A stopped WINS service, a failed start or a server that is unavailable will prevent a meaningful replication test. If a service will not start, record its service error and investigate that condition separately; it is not evidence that the partner-list edit was wrong.
8. Trigger or wait for the next replication attempt
Use the replication controls available in your WINS management console to initiate a retry, or wait for the next scheduled cycle if your operational policy does not permit a manual trigger. Avoid repeatedly forcing attempts while changing several settings; let one corrected configuration produce an observable result.
Review the WINS event logs on both servers for the same time window. The expected result is that the request is accepted or completes without another 0x00000FA6 entry. A successful entry on one server should be matched with the corresponding status on the peer, because a one-sided log can hide a failure in the opposite direction.

Compare the exact identity again
Read the new event character by character and compare its partner name and address with the entry you changed. A second hostname, an alias, an old address or a server identity left by a restore can cause the same code even when the first entry is correct. Check both the configured list and the identity presented by the requesting server.

Look for stale or duplicate server identities
Review recent replacement, cloning and restore activity. If two machines now claim an identity that formerly belonged to one WINS server, stop and involve the administrator who manages the server inventory. Removing entries at random can make a legitimate server unreachable through WINS.

Separate configuration from connectivity failures
If the error changes to a timeout, unreachable-host message or service error after the partner is added, the original partner mismatch may be resolved and a second infrastructure problem has surfaced. Recheck routing, firewall policy, name resolution and service state rather than reverting a valid partner entry without evidence.
Check both directions and both logs
Push and pull relationships can be configured independently. A successful push does not prove that a pull request is allowed. Compare the direction recorded in the event with the direction enabled on each server, then review both event logs for a complete cycle.
When the code appears on a Windows 10 or Windows 11 PC
Windows 10 and Windows 11 users often encounter hexadecimal codes through an application, an administrative tool or a server message. Microsoft’s documentation does not classify 0x00000FA6 as a desktop Windows Update error or a general stop code. The Windows Update Troubleshooter addresses update download and installation problems, while Microsoft’s stop-error guidance addresses unexpected restarts and bug checks; neither identifies this code as those categories.

Operational precautions and escalation
- Use an approved change window when editing a production WINS server.
- Keep a copy of the original partner list, addresses and direction settings.
- Change only the relationship supported by the current network topology.
- Do not remove a live partner because it is reporting 0x00000FA6; first verify whether the entry is stale, misspelled or pointed at the wrong identity.
- Preserve event IDs, timestamps, server names, configuration screenshots or exports, and name-resolution and firewall findings.
- Escalate when the topology is unclear, a server was restored or retired, identities appear duplicated, or the service cannot be started.
WINS is a legacy service, and its configuration may reflect years of server changes. A network or Windows Server administrator should review the design before broad cleanup, especially when multiple sites or replication directions are involved.
Quick Recap
Final verification checklist
- The original message was confirmed as a WINS replication event rather than an unrelated application error.
- The source and target WINS servers were identified from event details.
- The target’s partner list contains the intended source with the correct name, address and direction.
- Stale, retired or duplicate identities were investigated before removal.
- Name resolution, routing, firewall access and both WINS service states were checked.
- A new replication cycle was initiated or observed.
- Both servers’ event logs show successful replication or a different, clearly identified failure.
- The final configuration and evidence were recorded for rollback and future administration.
