Error 0x00002595 is the Windows DNS error DNS_ERROR_ZONE_IS_SHUTDOWN. Microsoft defines it as “The operation cannot be performed because this zone is shut down.” The practical fix is to work on the DNS server that hosts the affected zone: restart the DNS Server service, inspect the zone in DNS Manager, and then investigate event logs and Active Directory replication if the shutdown returns.
What error 0x00002595 means
Microsoft’s Win32 error reference identifies hexadecimal 0x00002595 as DNS_ERROR_ZONE_IS_SHUTDOWN. The authoritative description is: “The operation cannot be performed because this zone is shut down.” You can verify the definition in Microsoft’s MS-ERREF Win32 error reference.

This is a DNS-zone state error
The code describes a DNS zone that the DNS Server service cannot use because the zone is shut down. It is therefore different from a generic application crash, a graphics-driver failure, or a normal Windows desktop error. The message may be displayed by DNS management software, an application making a DNS request, or a remote server. The computer showing the message is not necessarily the computer that hosts the affected zone.

It is not automatically a Windows Update error
Microsoft’s published update and upgrade code tables do not identify 0x00002595 as a standard Windows Update error. If the value appeared during an update or operating-system upgrade, record the complete message and any adjacent error code. Treat the DNS code and the update code as separate problems unless your logs establish a connection.
Before changing anything: locate the source
Do not restart services or alter a zone until you know where the code originated. A normal Windows 10 or Windows 11 desktop often acts only as a DNS client. If it does not host the DNS Server role, the repair must be performed by the administrator of the DNS server named in the event, application log, or network configuration.
- Capture the complete message. Copy the exact text, the application or wizard name, the computer name, the time, and any event ID. A screenshot alone may omit the server or zone name.
- Identify the machine role. Determine whether the computer runs the DNS Server role, is an Active Directory domain controller, or is simply a client forwarding requests to another DNS server. On a client, inspect the configured DNS server addresses and ask the DNS administrator to check the authoritative server.
- Write down the affected zone. The zone name and server name are more useful than the hexadecimal value by itself. Note whether the failure affects one name, an entire zone, or every DNS lookup.
- Check whether the problem is local or follows the server. If several clients receive the same error from one DNS server, investigate that server and its zone. If only one management console reports it while other DNS servers answer normally, compare the selected server and zone in the console.
Manual repair sequence on the DNS server
1. Restart the DNS Server service
On the server that hosts the affected zone, sign in with an account permitted to manage services. Save or document any active DNS administration work before restarting.

- Press
Win+R, enterservices.msc, and press Enter. - Find DNS Server in the service list.
- Right-click it and select Restart. If the service is stopped, select Start instead.
- Wait for the service to report Running, then test whether the affected zone loads and whether the original operation succeeds.
An administrator can perform the same first-line action in an elevated PowerShell window with Restart-Service -Name DNS. If the service will not start, or it starts and immediately stops, do not keep repeating the restart. Move to the zone and event-log checks below; the service state is then a symptom rather than a complete fix.
2. Inspect the zone in DNS Manager
- Press
Win+R, enterdnsmgmt.msc, and press Enter. Alternatively, open Server Manager, choose Tools, and select DNS. - Connect to the server identified in the original message. Do not inspect only the local computer if the message names a different server.
- Expand the server and open Forward Lookup Zones or Reverse Lookup Zones, depending on the affected name.
- Select the zone and check whether it exists, is available, and is not paused or shut down.
- Open the zone’s properties and confirm that it is configured to load at startup. Record the zone type and any status or loading message before making a change.

3. Check the zone’s storage type
DNS Manager shows whether the zone is file-backed or Active Directory-integrated. This distinction determines the next investigation:
- File-backed zone: Check the DNS Server service events and the zone’s configured file and startup-load state. A zone that cannot be read or loaded needs an administrator to resolve that server-side condition before it can remain active.
- Active Directory-integrated zone: The zone depends on directory-service availability and replication. A restart can make the zone appear healthy temporarily while the underlying directory problem persists.
Do not delete and recreate a zone merely because it is shut down. Preserve the current status, zone type, server name, and event details first. Recreating a zone can remove records or create replication conflicts and is not a first-line response to this code.

4. Review DNS Server and system events
Open Event Viewer on the DNS server and review events from the time of the shutdown. Look for entries that identify the zone, explain why it failed to load, or show a service, file, directory, or replication dependency. Record the event source, event ID, timestamp, and complete message.
Compare the first failure with later restart events. The first event often contains the cause, while later entries only report that the service or zone became unavailable. If the zone repeatedly changes to a shut-down state, preserve the log entries for the DNS and directory-service administrators rather than clearing the logs.
5. For Active Directory-integrated zones, check directory health and replication
If the affected zone is Active Directory-integrated, check whether domain controllers can contact one another and whether the zone’s directory data is replicating. A zone that shuts down repeatedly can indicate a directory-service or replication problem rather than a simple DNS service interruption.

- Identify which domain controller or DNS server reports the failure.
- Compare the zone’s presence and status on the other authoritative servers.
- Review directory-service and DNS events at the same timestamps.
- Investigate replication failures before forcing repeated DNS restarts.
If one server has a different zone state from its peers, treat that as evidence of a replication or server-local issue. If every authoritative server reports the same state, investigate the shared directory data and the event that caused the shutdown.

If the message appeared during Windows Update
First determine whether the update process contacted a DNS server that returned the zone-state error, or whether the update interface displayed the value as its own failure code. Microsoft’s published update code lists do not establish 0x00002595 as a standard update code. Use the adjacent update error, setup log, or event entry to follow the update-specific troubleshooting path while the DNS administrator checks the named zone.

Common mistakes to avoid
- Restarting the wrong computer: Restarting the client that displays the message will not repair a shut-down zone on a remote DNS server.
- Changing public DNS addresses as a first response: That can hide the symptom for a client while leaving the authoritative or internal zone unavailable.
- Editing the registry: The first-line guidance is service and zone inspection, not registry modification. Registry changes can make DNS startup and recovery harder to diagnose.
- Assuming one successful restart proves the issue is fixed: A recurring shutdown requires event-log review and, for an Active Directory-integrated zone, replication investigation.
- Confusing decimal and hexadecimal: Decimal 9,621 and hexadecimal
0x00002595identify the same value. Neither number describes prevalence or urgency by itself.
Windows 10 support context
Microsoft ended free Windows 10 updates, technical support, and security-fix delivery on October 14, 2025. That end-of-support status does not change the definition of 0x00002595 or the DNS-server checks above. It does mean that an organization still operating Windows 10 in 2026 should account separately for its support and security position while diagnosing DNS.
When to escalate
Escalate to the DNS or directory-services administrator when the affected computer does not host DNS, the zone is missing, the DNS Server service will not remain running, or the zone shuts down again after a restart. Include the full error text, zone and server names, event IDs, timestamps, zone type, and the result of the DNS Manager check. Those details let the administrator distinguish a paused zone from a load failure and a local server issue from an Active Directory replication problem.
