Record the evidence before changing anything
Write down the full message exactly as displayed, including capitalization and any text before or after 0x00867E64. Capture the application or Settings page name, the date and time, and whether the failure occurred during downloading, installation, activation, startup, or ordinary use.

Windows 11
- Open the Get Help app from the Start menu.
- Search for the Windows Update troubleshooter and run the automated troubleshooter. Follow each prompt and allow it to apply the corrections it reports.
- Restart the computer even if the troubleshooter does not request it.
- Open Settings > Windows Update and select Check for updates. Retry the update once.
Microsoft describes this supported route directly: “If you get an error code while downloading and installing Windows updates, the Update Troubleshooter can help resolve the problem.”
Windows 10
- Open Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update, choose Run the troubleshooter, and complete the prompts.
- Restart Windows after the troubleshooter finishes.
- Return to Settings > Update & Security > Windows Update and select Check for updates.
Windows 10 reached end of support on October 14, 2025. Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10. If the update still fails

- Unplug nonessential hardware: printers, scanners, USB storage, external disks, and other accessories that are not required to complete setup.
- If you are using a laptop in a docking station, undock it and run setup with only the built-in screen, keyboard, and required power connection.
- Temporarily disable third-party antivirus during the installation attempt, then turn it back on immediately after setup completes or stops. Do not leave protection disabled for ordinary use.
- Run the Windows Update troubleshooter using the Windows 11 or Windows 10 path above.
- Check that the account running setup has the permissions required for the installation and that you can approve administrator prompts.
- Retry setup. If it succeeds, reconnect external devices one at a time and restart between additions so that a device causing a new failure can be identified.
If setup fails again, record the exact stage and text shown with the code. A failure before copying files points to a different investigation than a failure while configuring devices or restarting.

When the code accompanies a crash, blue screen, black screen, or restart loop
Repeated crashes change the priority: stabilize startup first, then isolate hardware or drivers. Do not keep forcing normal restarts if Windows cannot reach the desktop.
Remove the recent change
- Power off the computer if it is trapped in a restart loop.
- Disconnect newly added hardware, including USB devices, expansion cards, external drives, and recently attached peripherals.
- Start Windows again. If the crashes stop, reconnect devices individually later to identify the trigger.
Start in Safe Mode
Safe Mode loads a limited Windows environment so you can investigate without the normal set of drivers and startup programs. If Windows reaches the sign-in screen, hold Shift while selecting Power > Restart. At the recovery menu choose Troubleshoot > Advanced options > Startup Settings > Restart, then select the Safe Mode option. If Windows cannot reach that menu, interrupt startup several times until the Windows Recovery Environment appears, then use the same path.
Check Device Manager
- In Safe Mode or a stable desktop, right-click Start and open Device Manager.
- Expand the categories related to hardware recently added or changed.
- Look for a device with a yellow exclamation point. Open its properties and record the device name and status message.
- Use the available option to update the affected device, or disable it temporarily if updating does not stop the crash.
- Restart normally and test. Re-enable a disabled device only after the system is stable.
The appearance of an exclamation point does not prove that the device produced 0x00867E64, but it gives you a concrete component to isolate instead of guessing from the code.
Check space and updates
Ensure the system drive has adequate free space for Windows to start, create temporary files, and install updates. Remove only files you recognize as unnecessary. Then install the latest updates that your supported Windows edition offers and restart.

Use System Restore when the problem persists
- Open the Windows Recovery Environment.
- Select Troubleshoot > Advanced options > System Restore.
- Choose a restore point dated before the crashes or hardware change.
- Complete the restore and restart.
