Treating it as a specific Windows Update, driver, or malware error can send you down the wrong repair path. First capture the complete message and the action that produced it, then decode the value and follow the branch for the component named in the message. The hexadecimal value alone is not enough to identify a safe fix.
What error 0x008C60D4 means

Write down the details while the message is visible. A later reboot or retry may remove the only clue that identifies the source.

- Copy the entire message. Record every word before and after
0x008C60D4, including a file name, service, device, update number, installer name, or “stop code” label. A screenshot is useful, but transcribe the text as well. - Record what you were doing. Note whether the code appeared while Windows Update was downloading or installing, a driver was loading, an app was starting, an installer was running, or Windows displayed a blue screen.
- Note the edition and timing. Record Windows 10 or Windows 11, the approximate time, whether the problem repeats after a restart, and whether it affects one account or every account.
- Check the visible source. If a program, setup wizard, device name, or update identifier appears beside the code, preserve that name exactly. It is more useful than the hexadecimal value by itself.
These are diagnostic steps, not repairs. They are low-risk and prevent you from deleting logs or changing security settings before you know which component is involved.
Decode the value with the built-in command
Windows includes certutil, which can ask the local error database whether a value has a recognized description. A practical decoding procedure is documented by PC Tested at its Windows error-code guide.
- Open Windows Terminal or Command Prompt. You can search for either from Start; an elevated window is not normally required for this lookup.
- Run this command exactly:
certutil -error 0x008C60D4 - Copy the complete output, including any facility name, message text, or line stating that the value is unknown.
- Run the command again only if you suspect a typing error. Keep the original output with your notes so that support staff can see what Windows returned.
If certutil supplies a description, compare it with the sentence that appeared on screen. A description that does not match the originating program is not proof that the program is using that facility; retain the program name and logs as the deciding evidence. If the command reports an unknown value, that is a useful result: it means the local database did not translate this number, not that Windows itself is damaged.

Find the process or component that raised the code
Event Viewer
Open Event Viewer by searching for it from Start, then review Windows Logs > Application for an app or installer event and Windows Logs > System for a service, device, or driver event. Sort or filter around the time you recorded. Open an event whose timestamp matches the dialog and copy its Source, Event ID, General text, and any named file or device.
Reliability Monitor
Search Start for Reliability Monitor and open View reliability history. Select the day and the red X or yellow warning that coincides with the error. Expand the entry and record the failing application, Windows component, hardware event, or update. Reliability Monitor often presents a clearer timeline than a single dialog, but it does not change the meaning of the hexadecimal value.
Preserve evidence
Save screenshots and copy the relevant event text to a plain-text file. Do not clear event logs, uninstall the named program, or run a cleanup utility until you have captured the details. If the code returns only an unknown value, the process, service, device, or installer beside it becomes the primary lead.

If 0x008C60D4 appears during Windows Update
The code itself has not been mapped to Windows Update. Use this branch only when the full message or your notes show that Windows was scanning, downloading, or installing an update.
Inspect the update logs
- Open File Explorer and enter
%windir%logsWindowsUpdatein the address bar. - Copy the relevant log files to another folder before editing or deleting anything.
- Search the copied logs for the timestamp, the hexadecimal value, an update identifier, and words such as
download,connection,proxy, orTLS. - Match any named update or service with the event in Event Viewer. A log line that contains the number but no component name is not enough to identify a repair.
Check the network path
Microsoft’s Windows Update troubleshooting guidance says to verify proxy and firewall routing, allow the required Microsoft update endpoints, keep outbound ports 80 and 443 available, and verify TLS 1.2 when scans report connection problems. - Check whether Windows or a managed network is using a proxy. If your organization manages the device, ask its administrator to verify the proxy and endpoint allowlist.
- Confirm that security software or a perimeter firewall is not blocking Microsoft update traffic. Create a narrow, documented exception only when the administrator or Microsoft guidance requires it.
- Ensure ports 80 and 443 can reach the required Microsoft endpoints and that TLS 1.2 is available on the system.
- Retry the update and record the new timestamp. If the same code returns, compare the new log entries rather than assuming the network check proved the code’s meaning.
If the update history names a particular update, search Microsoft Support for that update’s identifier and use its documented recovery steps. Do not replace the Windows Update service, delete arbitrary registry keys, or install generic recovery media solely because the hexadecimal value looks unfamiliar.

If the message names a blocked driver or device
Use this branch only when the surrounding text identifies a driver, device, adapter, graphics card, audio component, Bluetooth or Wi-Fi device, USB device, or a message that a driver cannot load. Microsoft documents a Windows 10 and Windows 11 case in which Memory Integrity blocks an incompatible driver. The supported first choice is an updated compatible driver from Windows Update or the device manufacturer; details are in A driver can’t load on this device.
Install a compatible driver
- Copy the exact device and driver name shown in Windows Security, Device Manager, Event Viewer, or the error dialog.
- Check Settings > Windows Update > Advanced options > Optional updates for a driver offered by Windows Update.
- If no suitable driver is offered, use the hardware manufacturer’s official support page and select the package for your exact Windows edition, device model, and system architecture.
- Install the package according to the manufacturer’s instructions, restart when requested, and test the original operation.
- Record the installed driver version and whether the 0x008C60D4 message returns.
A driver package that merely has a newer date is not automatically compatible. Prefer the version explicitly listed for your device and Windows release, and avoid third-party bundles when the originating manufacturer provides an official package.

Use Memory Integrity as a documented fallback
Only consider this when Windows specifically says Memory Integrity prevented the driver from loading and no compatible driver is available. Open Windows Security > Device security > Core isolation details, switch Memory integrity off, and restart when Windows requests it. Microsoft warns: “Turning off Memory Integrity on a Secured-core PC takes the device out of a Secured-core state.” This is a security trade-off, not a general error-code fix.

After obtaining a compatible driver, return to the same Core isolation screen, turn Memory integrity back on, and restart. If Windows refuses to enable it, remove or update the incompatible driver identified on that screen instead of leaving the protection disabled indefinitely.

When the dialog belongs to a game, launcher, utility, or setup wizard, the application’s own support path is the relevant authority. Keep the program name, version, installer file name, and Event Viewer entry with your notes.
- Close the program and restart Windows once, then reproduce the error while recording the exact step that triggers it.
- Check Settings > Apps > Installed apps, select the affected program, choose Advanced options when available, and use Repair. Repair is preferable to Reset when you need to preserve local settings.
- If Repair is unavailable or does not resolve the problem, back up the program’s saves, profiles, or configuration files, then use the publisher’s documented uninstall and reinstall procedure.
- Download a replacement installer only from the publisher’s official support or download page. Compare the installer’s name and version with the one recorded in Event Viewer.
- If the error persists, send the publisher the complete message,
certutiloutput, timestamp, Windows version, and relevant event details. Do not describe 0x008C60D4 as a Windows Update error unless the publisher confirms that context.
If it appears with a blue screen
A blue screen is a different diagnostic situation. Preserve the complete stop-code wording, the “What failed” file name if shown, and the time of the crash. The hexadecimal value may be part of a stop-code or an associated parameter; it is not automatically a generic application error.
- Photograph or transcribe the entire blue-screen screen before restarting.
- After Windows starts, open Reliability Monitor and Event Viewer and locate entries at the crash time.
- Record any dump-file path or driver name shown in the event details.
- Use the named driver, device, or Windows component as the starting point for official support documentation. Do not disable security features or replace system files solely because 0x008C60D4 appears in the record.
When the value remains unknown
An unknown result from certutil does not justify a registry cleaner, a bundled driver updater, or generic recovery media. Keep the following evidence together:
- The complete on-screen sentence and a screenshot.
- The application, setup stage, update identifier, device, or service involved.
- The exact
certutil -error 0x008C60D4output. - Matching Event Viewer and Reliability Monitor entries.
- Your Windows 10 or Windows 11 edition, approximate build information, and the time the error occurred.
- Whether the issue is repeatable and what changed immediately before it began.
Then consult the official support documentation for the process, service, device, installer, or update named in that evidence. If no component is named, provide the evidence to Microsoft Support or the relevant hardware or software publisher rather than applying unrelated repairs.
