Capture the context before changing anything
- Photograph or copy the entire message, including punctuation, any application or installer name, and buttons such as Retry, Continue, or Advanced options.
- Note whether it appears during normal use, immediately after sign-in, while installing an update or game, during startup, or after connecting a device.
- Write down the Windows edition and build, the last successful update, and hardware or driver changes made just before the first appearance.
- If Windows remains usable, record the time of the event and look for a matching entry in Event Viewer. Preserve the event’s source, level, and description rather than copying only the hexadecimal value.
Those details let a technician or the software vendor identify the actual component. Without them, a purported “0x00991380 fix” is speculation.
First-response checks that are safe to undo
Restart once and observe the result
If Windows restarted unexpectedly, sign in and test the activity that triggered the message. Microsoft notes that in many unexpected-restart cases the restart itself resolves the problem. A single clean restart is useful information; repeated failures require the isolation steps below.
Remove only recently added hardware
Shut down, unplug a peripheral or internal component that was added or changed immediately before the error, and start Windows again. Begin with external USB devices, docks, storage, printers, headsets, and controllers. Do not disconnect equipment that is required to boot unless you know how to restore it.

- Power off normally if possible.
- Disconnect the newly added device and its cable or dock.
- Start Windows and repeat the action that produced the code.
- If the error disappears, reconnect one item at a time and test after each connection. The item that brings the error back is the leading suspect.
This test does not prove that the device itself is defective; its cable, port, firmware, or driver may be involved. If removing hardware changes nothing, reconnect it and continue.
Use Safe Mode when normal startup is unreliable
Safe Mode starts Windows with a limited set of files and drivers. If the code does not appear there, a recently loaded driver, startup program, or other software becomes more likely than a basic Windows startup failure. Safe Mode is an isolation test, not a permanent operating mode.
Enter Safe Mode from a working desktop
- Open Settings.
- In Windows 11, choose System > Recovery. In Windows 10, choose Update & Security > Recovery.
- Under Advanced startup, select Restart now.
- After the restart, choose Troubleshoot > Advanced options > Startup Settings > Restart.
- When the numbered list appears, press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking if network access is specifically required.
If BitLocker requests a recovery key, you must provide that key to continue. Keep it private and use the account or recovery record where it was saved.

What to check in Safe Mode
- Open Device Manager and look for a warning icon or a device whose driver was changed recently.
- Undo the most recent driver change for the suspected device if Windows offers a rollback option. If rollback is unavailable, disable the device temporarily only when you can re-enable it and you understand what it controls.
- Remove a recently installed application or utility that coincides with the first error. Record its name and version before uninstalling.
- Restart normally and retest after each individual change. Do not make several changes at once, or you will lose the ability to identify the trigger.
When 0x00991380 appears during Windows Update
If the code is displayed by Windows Update, use Microsoft’s Windows Update troubleshooting path rather than applying a generic registry or “cleaner” recipe. Restart after the troubleshooter completes, then check for updates again.
Windows 11
- Open Get Help from the Start menu.
- Describe the Windows Update problem and run the automated troubleshooter it offers.
- Apply only the actions it reports, restart the computer, and open Settings > Windows Update.
- Select Check for updates and note whether the same message returns.
Windows 10
- Open Settings > Update & Security > Troubleshoot > Additional troubleshooters.
- Select Windows Update, choose Run the troubleshooter, and follow its prompts.
- Restart Windows when prompted.
- Return to Settings > Update & Security > Windows Update and select Check for updates.
If the error occurs only with one optional update or one application update, record that update’s name and leave the system at the last stable state while you seek support from the publisher identified in the full message. The hexadecimal code alone does not establish that Windows Update is the source.
Inspect drivers and recent system changes
Device Manager review
- Right-click Start and open Device Manager.
- Expand categories related to the event, such as display, network, storage, audio, USB, or printers.
- Open a suspected device’s Properties and read the General tab for a device status message.
- On the Driver tab, record the provider, date, and version before changing anything.
- If the error began directly after a driver update, use Roll Back Driver when available. Otherwise, use the device manufacturer’s documented driver package and create a restore point if Windows offers that option.
Do not install a driver merely because its date is old, and do not assume a warning icon identifies the component that produced 0x00991380. The correlation must match the timing and the affected device.

Event Viewer correlation
When Windows still starts, search Event Viewer for entries at the time of the error. Compare the event’s source, application name, and surrounding entries with the screen you photographed. An event that names a particular installer or service is more actionable than the hexadecimal value alone. Save the relevant details before clearing logs or uninstalling software.

Repeated boot failures require Windows recovery or installation media startup tools. Microsoft’s startup guidance covers this branch; use recovery media made for the installed Windows version when the built-in environment is unavailable.
Reach the Windows Recovery Environment
After several interrupted starts, Windows may display Automatic Repair. You can also enter recovery from a working sign-in screen by holding Shift while selecting Restart. Choose Troubleshoot > Advanced options to see the available startup tools.

Try Startup Repair first
- In Advanced options, select Startup Repair.
- Choose the Windows installation when prompted and provide the account credentials or BitLocker key requested.
- Allow the process to finish, then restart and test.
Startup Repair targets boot problems. It cannot identify an unknown application error that appears after sign-in, so continue with Safe Mode or application-specific troubleshooting if Windows starts but the message returns.
Use System Restore when a restore point exists
If the error began after a driver or software change and a restore point is available, choose System Restore in Advanced options. Select a point dated before the first occurrence, review the affected programs, and let Windows restart. Personal files are not the purpose of System Restore, but applications and drivers installed after the selected point may be removed. If no suitable point exists, do not create a random one and assume it will repair this unidentified code.
Last-resort recovery choices
Uninstall Updates can be appropriate when the first failure follows a specific recent quality or feature update. Use the recovery menu’s offered option and record which update was removed. Reset this PC is more disruptive and should come only after backing up files and exhausting the reversible paths; the exact choices determine whether applications and personal files are retained. Installation-media recovery may be necessary when the built-in environment cannot start, but use media that matches the Windows edition and architecture.

Windows 10 support status
Microsoft states that after October 14, 2025, it no longer provides free software updates from Windows Update, technical assistance, or security fixes for Windows 10. A Windows 10 computer showing 0x00991380 after that date may therefore be operating outside the normal free-support lifecycle. This does not explain the code, but it affects which updates and support routes are available. Confirm your edition and support options before treating the absence of a new update as a troubleshooting failure.
What not to conclude from this code
- Do not label the computer infected solely because a hexadecimal value appeared. The available evidence does not identify malware as the cause.
