Error 0x0099556A is not a recognized Windows 10 or Windows 11 activation or stop code in Microsoft’s reviewed lists. Treat it as an unidentified message until you establish where it appeared. A browser page, forced full-screen warning, repeating dialog, audio alert, or a phone number strongly indicates a technical-support scam rather than a Windows fault. A real system crash normally restarts the computer and displays a Windows stop-code screen. Do not call a number, click a supplied link, pay, install remote-access software, or disclose credentials.
What error 0x0099556A means
There is no reliable Windows diagnosis attached to 0x0099556A by the code alone. Microsoft’s reviewed Windows 10 and Windows 11 activation and stop-code documentation does not list it. Microsoft Learn also explains that third-party software can return system error codes, so the application, browser page, and exact wording around the number matter more than the hexadecimal string.

The same-looking number can therefore appear in two very different situations:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- A fake support alert: a web page or application imitates Windows, locks the browser, plays an alarm, claims your computer is damaged, or displays a telephone number and payment instructions.
- A genuine crash or restart: Windows unexpectedly reboots and shows a stop-code screen, or a driver, device, or application fails without a support telephone number.
The code itself does not prove that your computer has a virus. A fraudulent page can be malicious, and risk increases if you installed software, granted remote access, or disclosed information, but the text 0x0099556A is not proof of an infection.

Classify the screen before trying a fix
| What you observed | Most likely explanation | First response |
|---|---|---|
| A browser tab, forced full-screen page, repeating dialog, loud audio, phone number, payment demand, or instruction to call “Microsoft” | Technical-support scam or fake error page | Do not call or click; close the browser, then scan and check for software installed during the incident |
| Windows restarted or displayed a blue stop-code screen; no telephone number or payment request | Possible hardware, driver, or software crash | Record the stop message, remove recently added hardware, and use Safe Mode and Device Manager checks |
| The number appeared inside a specific game, utility, installer, or other application | Third-party application error | Record the application and version, update or repair that application, and investigate the exact message |
A telephone number is the clearest warning sign. Microsoft states: “Genuine Microsoft error messages never include a phone number to call.” It also says Microsoft will never proactively reach out to provide unsolicited PC or technical support. A page that asks you to call, buy a service, reveal a password, or install remote-control software is not made trustworthy by displaying a Microsoft logo.

- Stop interacting with the page. Do not dial the displayed number, follow its links, enter a Microsoft or email password, provide a card number, or download a “fix.” Do not permit a caller to guide you through security settings.
- Try the normal close control. Press Alt+F4 to close the active browser window. Do not click buttons inside the warning page, even if they say “Close,” “Scan,” or “Cancel.”
- End a browser that will not close. Press Ctrl+Shift+Esc to open Task Manager. Select the browser under Processes, choose End task, and confirm. If Task Manager is hidden by full-screen mode, press Ctrl+Alt+Delete, select Task Manager, and end the browser there.
- Reopen the browser without restoring the scam page. If it offers to restore previous tabs, decline. Remove any unfamiliar notification permission or extension from the browser’s settings. A page can return through a permitted web notification even after its original tab is closed.
- Uninstall anything installed at the caller’s or page’s request. In Windows 11, open Settings > Apps > Installed apps. In Windows 10, open Settings > Apps > Apps & features. Sort by installation date, select software you do not recognize or that appeared during the incident, choose Uninstall, and restart if Windows requests it. Do not remove a driver or security component merely because its name is unfamiliar; check its publisher and installation time first.
- Run a full Windows Security scan. Open Windows Security > Virus & threat protection > Scan options, select Full scan, and choose Scan now. Let the scan finish. A full scan checks the files on the computer; it does not make a scam page genuine or undo information already disclosed.
- Install Windows updates. Open Settings > Windows Update in Windows 11, or Settings > Update & Security > Windows Update in Windows 10. Select Check for updates, install available updates, and restart when asked. Apply updates only through Windows Settings or the software publisher’s established update mechanism, not through a pop-up link.
- Change exposed passwords from a known-clean device. If you typed a password while the alert was open, change it from another trusted computer or phone. Start with the email account that can reset other accounts, then change Microsoft, banking, payment, and game accounts. Use unique passwords and enable multifactor authentication where available.
If the pop-up returns after closing the browser, repeat the scan and inspect recently installed applications, browser extensions, and notification permissions. Persistence does not make the number a legitimate Windows code; it means something is reopening the page or application.

- Disconnect the computer from the network. Turn off Wi-Fi or unplug Ethernet. If a remote-support session is still active, disconnect before investigating further.
- Remove remote-access software installed during the call. Use Settings > Apps (or Apps & features in Windows 10) and uninstall the program the caller requested. If you cannot determine what was installed, preserve the names and timestamps for a technician or your organization’s IT team before removal.
- Change passwords on a different, clean device. Prioritize email, Microsoft, banking, payment, work, and game accounts. Sign out other sessions where the service provides that control and revoke unfamiliar app access.
- Contact financial institutions. Call the card issuer or bank using the number on the card or an official statement, not the number in the alert. Ask about blocking or replacing the card and disputing fraudulent charges.
- Run Windows Security after containment. Reconnect only when you are ready to update and scan. A full scan is appropriate; if the pop-up remains or remote control was granted, do not assume a clean result proves that every unauthorized change has been reversed.
- Consider recovery or a reset. Use Windows recovery when you cannot establish what the caller changed, when remote access was enabled, or when the alert continues after uninstalling and scanning.
To open recovery options, use Settings > System > Recovery > Advanced startup > Restart now in Windows 11. In Windows 10, use Settings > Update & Security > Recovery, then choose Restart now under Advanced startup. Select Troubleshoot > Reset this PC and review the choices carefully. Keep my files reinstalls Windows while retaining personal files but removes apps and settings; Remove everything also removes personal files. Back up irreplaceable files first, and understand that a reset is disruptive rather than a first response to an ordinary browser tab.
If Windows genuinely crashed or restarted
A genuine stop error is more likely when Windows itself restarts, the screen shows a stop-code layout, and there is no phone number or payment instruction. Microsoft identifies hardware, drivers, and software as common causes of unexpected restarts. Work through these checks without installing a “support” program advertised by the error screen.

- Write down the complete stop message. Record the text, any named driver or file, the time, and what you were doing. “0x0099556A” by itself is insufficient to identify a failing component.
- Undo recently added hardware. Shut down, disconnect a device or accessory added immediately before the failure, and test again. Keep essential input devices connected so you can operate Windows. If removing a device stops the crashes, obtain its driver or support information from the hardware maker.
- Start Safe Mode. From the recovery menu, choose Troubleshoot > Advanced options > Startup Settings > Restart. Press 4 for Safe Mode or 5 for Safe Mode with Networking. If Windows will not reach the desktop, interrupt startup twice by powering off during boot; Windows should enter Automatic Repair on the next start, where Advanced options exposes the same menu.
- Check Device Manager. Right-click Start and open Device Manager. Expand categories related to the hardware named by the crash and look for a warning icon. Open the device’s Properties to read its status. If the problem began after an update, use Driver > Roll Back Driver when available. Otherwise use Update driver from a trusted manufacturer source or uninstall the suspect device and restart so Windows can redetect it.
- Install Windows updates. Use the Windows Update paths above, restart, and test the workload that previously failed. Do not install a driver from a random download page or from a telephone caller.
- Use recovery if the failure started recently. From Troubleshoot > Advanced options, try System Restore if a restore point predates the crashes. Review the affected programs before confirming. If restore points are unavailable, use another available recovery option or consult the device maker’s documented procedure.
Safe Mode is a diagnostic state, not a permanent fix. If the computer is stable only there, a startup program, service, driver, or recently installed application remains a likely cause. Remove one recent change at a time and restart normally so you can identify which change matters.

If the number came from a particular application
When 0x0099556A appears inside a game, installer, or utility without a Windows restart, treat it as that application’s error until its publisher says otherwise. Capture the exact wording, application name and version, Windows edition, timestamp, URL or file path involved, and whether the message reappears after a restart. Check the publisher’s documented update, repair, or uninstall process. Do not infer that a third-party message is a Microsoft diagnosis merely because it uses hexadecimal notation.

For an unexplained Windows code, Microsoft Learn points to the Microsoft Error Lookup Tool and debugging tools. Those tools are useful only when you have the full context; looking up the hexadecimal fragment alone can produce an unrelated result. Keep the original event details so a support technician can match the code to the process that generated it.
Quick Recap
How to decide which path applies
- Browser, alarm, phone number, or payment request: follow the scam-pop-up procedure, then scan, update, remove requested software, and secure accounts.
- Unexpected restart and Windows stop-code screen: follow the crash procedure, beginning with recent hardware, Safe Mode, Device Manager, updates, and recovery.
- One application’s dialog: document that application’s context and use its publisher’s repair or support path; the code is not independently meaningful.
- Uncertainty: do not call the displayed number. Close or isolate the screen first, then collect evidence from a trusted Windows session.
Preventing a repeat incident
- Keep Windows and installed applications updated through their built-in settings or official publisher channels.
- Leave Windows Security enabled and review scan results instead of trusting a web page’s claimed “scan.”
- Use a standard user account for everyday work where practical, and treat unexpected elevation or remote-control requests as high risk.
- Maintain current backups of important files so recovery is possible if a scammer or failing software damages the installation.
- Save the exact message and the place where it appeared. A browser URL, process name, and timestamp are more useful for diagnosis than the hexadecimal code alone.
